Partnering With the U.S. Defense Industrial Base to Combat COVID-19

Statement attributed to Lt. Col. Mike Andrews, Department of Defense spokesman:

"The Department continues to aggressively partner with the defense industry to mitigate impacts from COVID-19.

Under Secretary of Defense Ellen Lord's Acquisition and Sustainment leaders in Industrial Policy, Defense Pricing and Contracting, Defense Logistics Agency (DLA), and the Defense Contracting Management Agency (DCMA) have made significant progress this week in addressing specific concerns outlined by defense industry leaders.

During the 4 daily COVID-19 update calls with defense industry associations leaders this week, led by Deputy Assistant Secretary of Defense for Industrial Policy Ms. Jennifer Santos, several key concerns identified by industry included 1) critical defense contractor workforce ability to continue working; 2) ensuring cash flow to the defense industrial base; and 3) getting standardized guidance out to industry.

On Friday the Department issued two memos that address all three concerns. After working closely with the Hill and the Department of Homeland Security, Under Secretary Lord issued a Defense Industrial Base Essential Critical Infrastructure Workforce memo that defined essentiality in the Defense Industrial Base (DIB) workforce, ensuring the defense industrial base's critical employees can continue working. The memo also reiterated her commitment to the safety of the workforce and support of the national security mission.

In addition, on Friday Mr. Kim Herrington, Director of Defense Pricing and Contracting, issued a Deviation on Progress Payments memo, which stated that once in contracts, the progress payment rate that contracts can get paid for will increase from 80% of cost to 90% for large businesses and from 90% to 95% for small businesses. This is an important avenue where industry cash flow can be improved. DCMA will work on mass modifications to contracts where applicable (vs one by one) using DCMA authorities. In addition, the Department is accelerating payments through several means to prime contracts and directing prime contracts to expedite payments to subcontractors.

Vice Admiral David Lewis, DCMA Director, has worked closely with the contracting workforce and the Defense Finance and Accounting Services (DFAS) to ensure that invoices are continuing to be paid in a timely manner.

On Friday, the Acquisition and Sustainment Small Business Office reached out to defense industry small businesses, and is working with the Small Business Administration and their small business emergency loan program to help protect these companies.

The Department is fully engaged with the interagency to leverage the Defense Production Act to help reinforce critical elements of the DIB. It is especially important to understand that during this crisis the DIB is vulnerable to adversarial capital, we need to ensure companies stay in business without losing their technology. The Department will be discussing this in more detail next week.

    DENVER, Oct. 3, 2018 /PRNewswire/ -- Today, at the International Astronautical Congress (IAC) in Bremen, Germany, Lockheed Martin (NYSE: LMT) experts revealed the company's crewed lunar lander concept and showed how the reusable lander aligns with NASA's lunar Gateway and future Mars missions. In its initial configuration, the lander would accommodate a crew of four and 2,000 lbs. of cargo payload on the surface for up to two weeks before returning to the Gateway without refueling on the surface. "NASA asked industry for innovative and new approaches to advance America's goal of returning humans to the Moon, and establishing a sustainable, enduring presence there," said Lisa Callahan, vice president and general manager of Commercial Civil Space at Lockheed Martin Space. "This is a concept that takes full advantage of both the Gateway and existing technologies to create a versatile, powerful lander that can be built quickly and affordably. This lander could be used to establish a surface base, deliver scientific or commercial cargo, and conduct extraordinary exploration of the Moon." The unique orbit of the lunar Gateway provides global lunar access for a lander. Having the ability to visit multiple sites with a reusable lander supports many international, commercial, and scientific communities, in addition to NASA's sustainable exploration of the Moon. After a surface mission, it would return to the Gateway, where it can be refueled, serviced, and then kept in orbit until the next surface sortie mission. "The Gateway is key to full, frequent and fast reusability of this lander," said Tim Cichan, space exploration architect at Lockheed Martin Space, who presented the lander concept at IAC. "Because this lander doesn't have to endure the punishment of re-entering Earth's atmosphere, it can be re-flown many times over without needing significant and costly refurbishment. That's a major advantage of the Gateway and of a modular, flexible, reusable approach to deep space exploration." The investments made in technology developed for Orion can be re-used to reduce the cost, complexity and development timeline. Some of the human-rated, flight-proven systems used in the design include avionics, life support, communications and navigation systems, and a light-weight version of its crew module pressure vessel. Reusable landers are enabled by the lunar Gateway and are important for sustainable exploration. Additionally, landed human lunar missions and a lunar orbiting outpost are valuable to prepare for sending humans to Mars. While the Moon doesn't have an atmosphere, there are still many lessons that apply to a future crewed Mars lander, such as: operations experience in a challenging and dynamic environment, operating and refueling out of orbit, long-duration cryogenic propulsion, and terminal descent navigation, guidance and control.     Excluded from cooperative plans in Europe, UK sets groundwork for future fighters

    By: Andrew Chuter LONDON ― Expectations are growing among industry executives and analysts that the British government will use a huge gathering of international air force chiefs in the U.K. in mid-July to outline a strategy leading to development of a new generation of fighter jets for the post-2040 era. Left out in the cold by a joint Franco-German plan to develop a new fighter, Ministry of Defence officials ― supported by industry ― have been working for months on a combat air strategy to sustain Britain's capabilities beyond the Eurofighter Typhoon, and they are determined to figure out a way forward this summer. With more than 50 air force chiefs from around the world expected to attend the Royal International Air Tattoo at Fairford, southern England, as part of the Royal Air Force's centenary celebrations, it is likely the British will use the event to kick-start plans to develop an eventual replacement for the Typhoons, which form the backbone of the country's fighter fleet. “We are definitely hoping that between the NATO summit, the Royal International Air Tattoo and the Farnborough air show in mid-July, something gets announced to get the combat air strategy underway,” said Paul Everitt, the CEO at ADS, a U.K. defense and aerospace trade organization. Consultant Howard Wheeldon, of Wheeldon Strategic, who is very much plugged into MoD and industry circles, said nothing was set in stone yet, but he expects some kind of announcement, possibly at the Royal International Air Tattoo , which starts July 13. “I do get the impression they will go for something big in the way of an announcement. It could be something along the lines of ‘this is what we would like to do, and we want to do it with partners.' In part it's meant to be a bit of a shock to France and Germany,” Wheeldon said. An MoD spokesman told Defense News that the U.K.'s air combat strategy “will aim to set the policy goals that will maximize the national strategic value in combat air, including operational capability; technological advantage; economic benefits; industrial capability, capacity and skills; prosperity; and export outcomes, and will set clear parameters for industry to drive long-term, sustainable improvements in productivity and efficiency to ensure the U.K. combat air sector remains world-leading and internationally competitive.” “It will signal to international partners the U.K.'s approach to combat air capability development, encouraging a wider dialogue with partners and allies over future cooperation,” the MoD spokesman added. Everitt said any announcement would fall short of a program go-ahead, but expects a significant step forward by the British. “I think it will be a commitment to a strategy rather than a strategy itself. It will cover some of the key elements they will need to address rather than a commitment to build. Nevertheless, in terms of making progress I see it as a big step forward,” he said. Everitt said the jointly funded government-industry UK Defence Solutions Centre has already been tasked with looking at potential international partners and future customers for a sixth-generation jet. The ADS boss said the “politics of the situation are if we want to interest potential partners or even customers, we are going to have to demonstrate we have something that's real.” “If we want to be taken seriously, we have to put something on the table. Time pressures mean while we would not necessarily like to do it in this environment, we have to put something out there to say we have the capability and political intent to do this,” Everitt said. What the British don't have, however, is the money to go it alone in developing a new fighter. So a partner, or two, is essential if the country's air combat-dominated defense industry is to remain a leading player. “We will still have sufficient time over the course of the next five years that if we begin to make progress with this we will be able to combine with other players, be it France and Germany, or others around the world. But to meet any kind of timetable we have to start doing something now,” Everitt said. Jon Louth, the director of defense, industries and society at the Royal United Services Institute think tank in London, said it's a big ask to see the U.K. joining the nascent program now being touted by France and Germany. “The Germans and the French want to go it alone on this and almost have it as a European Union exemplar,” Louth said. “Politics aside, I think U.K. will likely want to move quicker than Franco-German partners, even if we were let in.” France has suggested Britain could be brought into the program at a later date, but Everitt questioned the value of any deal that didn't give the defense sector in Britain a leading role. “As we look beyond Europe, it's a bit tricky who we might establish a partnership with. With us having difficult conversations with colleagues in the European Union, we need the strategic vision and political preparedness to make some quite challenging decisions about who might be a potential partner in this project,” he added. Wheeldon reckons a combat air strategy will emphasize partnerships at the international and domestic levels. “I think the signals put out from the strategy will be very positive, particularly in terms of looking for a partnership with another country. It could be Italy, Turkey, Sweden, Japan or whoever. It will also likely [emphasize] Britain's defense-industrial base and its importance, so any government partnership will be with them as well,” Wheeldon said. Louth said the U.S. might provide another partnering option, although there looks to be a gap between the likely requirements of the two countries. “The U.S. seems to be talking about a larger platform than we want, so there could be some interesting options around new partners that would fit the British Brexit narrative of global markets,” he said, referring to Britain's exit from the European Union. “I sense that we will start to hear about an emerging combat air replacement program in July, and there might even be some early money from the government to start thinking about capabilities and, longer term, a demonstrator,” he added. BAE Systems already has a deal with Turkey to help develop the TF-X fighter program being pursued by President Recep Tayyip Erdogan's government, while the British and Japanese governments announced last year they were looking at options for collaborating on a new generation of fighters. However, The Financial Times has reported the British deal with Turkey is running into trouble over issues surrounding the passing of intellectual property related to sensitive aircraft and engine technology to Ankara. BAE continues to lead in the development of technologies for the Typhoon and is Lockheed Martin's main international partner in the F-35 program. It is also part of a stalled Anglo-French partnership to investigate unmanned combat vehicle technologies. In a statement, the company said it is working closely with the Royal Air Force and industry partners to further develop “Britain's work-leading combat air capability” and envisions a future combat air system developed with international partners that is flexible, affordable and customizable for export. But for such a vision to move forward, Everett said, the role of Britain must be clear. “The industrial question is would we have sufficient lead in any joint program to make it worthwhile.     US Navy orders General Dynamics shipyard to stop work after small fire on the warship Kearsarge

WASHINGTON — A rapidly extinguished fire aboard the amphibious assault ship Kearsarge prompted the Navy to issue a “stop work order” Friday to General Dynamics NASSCO shipyard in Norfolk, Naval Sea Systems Command told Defense News Saturday. The incident started when a spark from welding landed on nearby material, which was then quickly put out by the fire watch. Fire watch is a sailor or contractor who stands nearby with a fire hose and/or extinguisher to stop a larger blaze in its tracks. In a statement, Naval Sea Systems Command spokesman Rory O'Connor said the “stop work” was to ensure the company followed fire safety protocols. “On July 17, the Navy was informed of a fire aboard USS Kearsarge (LHD 3), currently conducting a Selected Restricted Availability at General Dynamics NASSCO – Norfolk,” O'Connor said. “The fire was quickly extinguished by the fire watch and resulted in minimal damage. In response to this incident, the Navy has issued a stop work order for all ships in maintenance availabilities at GD NASSCO Norfolk to ensure compliance with all established fire protocols and procedures.” In a phone call Saturday, Anthony Paolino, a General Dynamics NASSCO spokesman, said the incident involved an ember landing on plastic, causing it to melt and smoke, but said there was no larger fire. NASSCO was already reviewing its safety protocols prior to the “stop work” order, and that it fully supported the Navy's ongoing safety stand down in the wake of this week's fire aboard Bonhomme Richard, Paolino said. In a phone call Saturday, Anthony Paolino, a General Dynamics NASSCO spokesman, said the incident involved an ember landing on plastic, causing it to melt and smoke, but said there was no larger fire. NASSCO was already reviewing its safety protocols prior to the “stop work” order, and that it fully supported the Navy's ongoing safety stand down in the wake of this week's fire aboard Bonhomme Richard, Paolino said. Once those investigations are finished, Gilday will determine whether a broader examination of the Navy's culture is necessary. “This is a very, very serious incident that I think will force the Navy to stand back and reevaluate itself,” Gilday said. “We've got to follow the facts, we've got to be honest with ourselves and we've got to get after it.
