Three years ago the North American Aerospace Defence Command (Norad) charged the Canadian army with providing an inventory of all military bases and surrounding infrastructure.
The Americans were looking to spot vulnerabilities in critical infrastructure that could be used in a potential cyber attack.
The several-year-old request was detailed in a letter sent by former Norad Commander and U.S. Admiral William Gourtney to the Canadian Chief of Defence Staff, Jonathan Vance.
In the letter Gourtney requested that Canada “identify and mitigate” potential areas of vulnerability on Canadian bases, specifically those “installations that are critical for accomplishing Norad missions.”
The letter was delivered on March 24, 2016. Furthermore, it asked Vance to “advocate developing capabilities to respond to cyber incidents on CAF [infrastructure control systems] and defend CAF if required.”
The request also expanded to identifying civilian infrastructure through cooperation with Public Safety Canada and “developing processes for reporting cyber incidents on the identified civilian infrastructure.”
According to cyber expert, David Masson, vulnerability arises in “operational technology systems” that run tasks in critical infrastructure. Masson claims that these systems are extremely difficult to secure.
“There's lots of them. Look at it as 50, 60, 70 different bespoke communications systems. There's no real standardization because they're so old. Many of them were never expected to be connected to the internet,” said Masson.
Despite this, Masson claims that the systems can be reinforced and secured.

Montreal, Canada, April 2, 2019 – Marinvent is pleased to announce the successful delivery of its Airfoil Performance Monitor product (APM) to the Government of Canada following extensive independent flight testing by the National Research Council under the Build in Canada Innovation Program (BCIP). The recently-concluded flight evaluations conducted independently by NRC-FRL conclusively demonstrated the following unique capabilities of APM: Provides stall warning and backup airspeed indications and is completely independent of all aircraft-side inputs except power. (it needs no airspeed, air data, angle-of-attack, or flap position inputs). Gives the correct stall warning margin, even with contaminated (iced or otherwise degraded) airfoils. Correctly detects compressibility stalls at high altitude. Provides tail stall warning which is particularly relevant to a number of UAV platforms. Provides correct diagnosis of contamination early during the takeoff roll (Air Florida Flight 90, Arrow Air, and Dryden, among others). Provides real-time data enabling significantly reduced fuel consumption and brake wear and enabling better predictive maintenance scheduling, helping to pay for itself by reducing aircraft operating costs. “APM is a mature product having been successfully tested on several Part 25 jet and turboprop aircraft, as well as numerous Part 23 light aircraft and business jets”, said Dr. John Maris, President of Marinvent. “It is available for installation today. The Canadian government is our first customer under the BCIP program, and we have also made our first forays into the UAV market, which desperately needs this technology particularly for Canadian winter operations”. NORMAN DE BONO If the contract to supply Saudi Arabia with London-built military vehicles were cancelled, the impact would also be deeply felt in the hundreds of suppliers that feed General Dynamics and its Oxford Street East factory. Armatec Survivabilty in Dorchester supplies most of the seats to the General Dynamics Land Systems Canada armoured vehicles going to the Middle East, and a “substantial number” of its workers would lose their jobs if it's cancelled, said Rod Flick, manager of business development at Armatec. “We're putting seats in those vehicles. It would have a big impact,” said Flick, adding it now employs just over 100. GDLS has said its suppliers nationwide — including 240 in the London region alone — employ 13,500 people directly or indirectly. “There are other ways Canada can exert pressure than to cancel this. The Saudis will just go and buy vehicles from somewhere else,” Flick said. Flick will be in Ottawa this week pressing Global Affairs Canada not to cancel the deal, he added. Flick has also met with several MPs and MPPs, making the case to defend the agreement. At Abuma Manufacturing on Admiral Drive in London, about half its business is tied to General Dynamics and cancelling the contract would be “a real blow” to its 26 employees, said president Ben Whitney, who is also head of its sister plant, Armo-Tool. Abuma makes parts for GDLS's light armoured vehicles. “I am extremely concerned., It would make things very difficult for us. It would put us in a difficult position,” said Whitney. “It would be a blow, a real blow.” Armo-Tool bought Abuma in May and would keep it afloat by sharing work, but without that partnership, Abuma would shut down if the Saudi deal is cancelled, he added. “When this deal was struck, it was because the Saudis were seen as a stable partner in that region. If we want to engage in that region, there is no perfect democracy there. We can engage and build relationships or we can cancel deals and be seen as not reliable,” said Whitney. “It is tough. Last week, we made a donation to the Salvation Army and now about half our people may need them.
