Corrosion Detection in Ships Sandbox: Rust Never Sleeps

Test your best solutions to find corrosion trouble spots for the Royal Canadian Navy (RCN). The latest IDEaS sandbox, Corrosion Detection in Ships, is now accepting applications. The Sandbox will take place at the Centre for Ocean Ventures & Entrepreneurship (COVE) facility in Dartmouth, Nova Scotia and will focus on naval vessels.

Participants will get the opportunity to showcase their products in realistic simulations, with successful demonstrations resulting in access to an actual vessel to demonstrate their solution in a real world environment. Nous acceptons présentement les candidatures pour le plus récent environnement protégé relatif à la détection de la corrosion sur les navires.     Murray Brewster · CBC News A little joke used to make its way around the Harper Conservative government every time National Defence presented Andrew Scheer's former boss with the bills for new equipment &mdash; about how Stephen Harper would emit an audible 'gulp' of alarm when they crossed his desk. Scheer, in the first of a series of election-framing speeches for the Conservatives, pledged yesterday to wrap his arms around Canada's allies, take the politics out of defence procurement, buy new submarines, join the U.S. ballistic missile defence program and expand the current military mission in Ukraine in an undefined way. What was absent from the Conservative leader's speech &mdash; a greatest-hits medley of road-tested Conservative policy favourites, blended with jabs at the Trudeau government's record &mdash; was an answer to the first question his supporters usually ask on these occasions: How are you going to pay for it? Deficit hawk or defence hawk? The Liberals have set the federal government on course to increase defence spending by 70 per cent by 2027. The cost of what Scheer is proposing &mdash; submarines and missile defence &mdash; would have to be shoehorned into that framework somehow. Either that, or he'd have to radically redesign the current defence spending program. Scheer's speech was greeted with raised eyebrows by more than one defence sector observer. &quot;When he starts talking about deficits, you can kiss all that goodbye,&quot; said Stephen Saideman, a professor of international affairs at Carleton University. &quot;In other speeches, he talked about being a deficit hawk. That would have real implications for the defence stuff.&quot; The Harper government increased defence spending during the Afghan war and made a series of promises to revitalize the military, but ended up cutting its budget and postponing projects in order to eliminate the deficit. 'Harper all over again' Saideman said Scheer's speech did not offer an ironclad guarantee that he'd avoid doing the same thing, and was even inaccurate in its characterization of the Liberals' record on defence spending. A full half to two-thirds of the defence and foreign policy vision Scheer laid out, he said, was &quot;Harper all over again&quot; &mdash; but with some surprising differences. His embrace of allies was much warmer than it was with the previous Conservative crowd, which tended to look upon NATO with a jaundiced eye. &quot;I will reinvigorate Canada's role in the alliances we share with our democratic allies. This includes existing alliances like NORAD, NATO, the Commonwealth, La Francophonie and the Five Eyes, but it will also include overtures to India and Japan,&quot; Scheer said. He also pledged a Conservative government would do more in Eastern Europe. &quot;This will include expanding upon the current missions to support Ukraine and providing Ukraine's military with the equipment they need to defend their borders,&quot; said the Conservative leader. Scheer didn't say in his speech what he wants Canada to do in Eastern Europe that it isn't doing now &mdash; short of putting combat troops on the front line of Ukraine's breakaway eastern districts, or selling offensive weapons to Kiev. Scheer did promise to take the lead on a potential United Nations peacekeeping mission, a proposal that has been out there in the international community for months and has largely gone nowhere. Other ideas that often go nowhere filled out the rest of Scheer's speech &mdash; like the promise of a fix for the Canadian military's complex, cumbersome system for buying equipment. Politicians are to blame, Scheer said. &quot;Military procurement in Canada is hyper-politicized, to our detriment,&quot; he said. &quot;By playing politics with these matters, governments have diminished the important responsibility to adequately and expediently equip the Armed Forces.&quot; To accept that argument, one must set aside his party's favourite rallying cry during the politically blistering F-35 debate of half a dozen years ago: If you don't support the plane, you don't support the troops. Politics-free procurement? Michael Byers, a University of British Columbia defence policy expert, said removing politics from procurement decisions would be a fantastic step forward, one that could save taxpayers boatloads of money by doing away with pet projects and regional interests. &quot;It's an admirable goal, but he would be the first prime minister ever to take the politics out of defence procurement,&quot; he said. &quot;So, I'm skeptical about whether he would actually do so ... I take that statement with a very large grain of salt.&quot; The absence of a clear fiscal pledge also troubles Byers, who noted that replacing Canada's Victoria-class submarines with either German or Swedish-built boats would be expensive. So would participation in ballistic missile defence, which has various levels of participation from research and development all the way up to anti-missile radar and batteries.     Like it or not, the U.S. needs to be a key part of Canada’s next-gen jet procurement process

    ELINOR SLOAN, CONTRIBUTED TO THE GLOBE AND MAIL RICK BOWMER/THE ASSOCIATED PRESS Elinor Sloan, professor of international relations in the department of political science at Carleton University, is a fellow at the Canadian Global Affairs Institute. For a bid to buy a plane designed to cut quickly through the skies, Ottawa's pursuit of a future-generation fighter jet has been a long and torturous slog. In 1997, Jean Chrétien's Liberal government joined the F-35 Joint Strike Fighter program, a U.S.-led initiative conceived as a new way for allies to work together to design, develop and produce a fifth-generation fighter aircraft. In 2006, Ottawa signed a formal memorandum of understanding that gave Canada and the other eight partner nations the exclusive right to compete for contracts to produce such aircraft and, since 2007, Canadian companies have won more than US$1.3-billion in defence contracts related to the Joint Strike Fighter. With a production line that will be operating at full capacity starting this year, and is expected to produce about 10 times as many aircraft as exist today over the next few decades, this number promises to grow substantially. Meanwhile, Canada's nearly 40-year-old fleet of fighter jets &ndash; the CF-18s &ndash; continues to age. In 2010, the Harper government shelved its plan to sole-source buy the Joint Strike Fighter to replace them after a public outcry and a damning auditor-general's report that found significant weaknesses in the process used by the Department of National Defence. Then, when the Liberals took office in 2015 and promised an open and fair competition to replace the CF-18s, it also banned the F-35 from bidding &ndash; two contradictory positions. The Trudeau government quietly dropped that ban last year, and pre-qualified four companies to bid on a contract worth at least $15-billion: Sweden's Saab Gripen, Britain's Airbus Eurofighter, the U.S.'s Boeing F/A-18 Super Hornet and, yes, Lockheed Martin's F-35 Joint Strike Fighter. According to letters released last week, though, the U.S. government threatened to pull the Lockheed Martin F-35 from consideration last year over Ottawa's insistence that Canada receive industrial benefits from the winning bid. In response, Ottawa relaxed its requirement on Thursday: Where bidders once had to commit to spend 100 per cent of the value of the aircraft's acquisition and sustainment in Canada, bids will now only lose points in a three-category scoring system in the review process, instead. With such exhausting twists and incompatible statements, it's little surprise that it took three and a half years of the government's four-year mandate just to get to the formal request-for-proposal stage. But there is a way out of this morass: pursuing a back-to-basics focus on why we need this aircraft and what we need it to do. To do so, we must focus on the proposed jets' promised technical capabilities, which are paramount, and rightly weighted the highest of that three-category scoring system. The second category is cost, which of course is important to any government. The third is creating and sustaining a highly skilled work force within our own borders, a goal enshrined in Canada's industrial trade benefits (ITB) policy, which requires a winning bid to guarantee it will make investments in Canada equal to the value of the contract. Each bid is scored by these three categories, weighed 60-20-20, respectively. However, the Joint Strike Fighter program, which Canada has spent millions to join, does not fit neatly into the ITB policy. In those letters last year, the Pentagon and Lockheed Martin pointed out that Canada's ITB terms are inconsistent with &ndash; and indeed prohibited by &ndash; the memorandum of understanding Canada signed in 2006, which says partners cannot impose industrial compensation measures. The solution reached on Thursday allows that memorandum to be obeyed, but since Canada will still give higher grades to bids that follow its ITB policy, questions remain as to whether the playing field has really been levelled. All of this is important because of the growing competition between the major powers. Russian bombers and fighters, for example, are increasingly testing the boundaries of Canadian and U.S. airspace. More than ever, the focus needs to be interoperability with the United States, working together on NORAD and helping NATO allies in Europe. As a flying command-and-control platform, rather than a mere fighter, Canada's next-generation jet must work with the United States' most sophisticated systems, and include a seamless and secure communications capability &ndash; that is a critical and non-negotiable criterion. Indeed, as DND has said,the United States will need to certify the winning jet meets Washington's security standards. Some may question the federal government's decision to relax the ITB rules, and to grant this certification sign-off. But whatever Canada buys must be able to address threats to us and to our allies until well into the 2060s. Our relationship with the United States, both in terms of geopolitics and military technology, is crucial. Despite our trade tiff, the United States remains our most important strategic partner.     DND funds new technology at Carleton University that could protect military equipment

    DAVID PUGLIESE, OTTAWA CITIZEN A Carleton University research team led by Shulabh Gupta, a professor in the Department of Electronics, has received $1.5 million in funding from the Department of National Defence's Innovation for Defence, Excellence and Security program to create the next generation technology for electronic camouflaging. The project will develop an artificial electromagnetic veil to protect military equipment from enemy detection based on cutting-edge Metamaterial technology, according to a news release from Carleton University. The veil would cover the surface of the military asset and hide it from a range of detection methods operating is various spectral bands, including radio frequencies, infrared and optical. The project, officially known as the Artificially Intelligent Biomimetic Metasurfaces for Electromagnetic Camouflage, is a collaboration with the University of Ottawa and Polytechnique Montreal, Carleton University noted. &ldquo;In much the same way an octopus dynamically senses and adapts to its background, changing its colour as it moves, these smart electromagnetic veils would be able to sense their backgrounds, even while moving, and in real time adapt to blend into their surroundings while protecting the important targets,&rdquo; Gupta said in the news release. &ldquo;While an octopus is only capable of hiding from the optical detection of predators, assets utilizing the new veil would be hidden from a broad range of detection.&rdquo; For example, radar can detect and distinguish a vehicle driving through a forest because the vehicle reflects a different signal back compared to its background, the university noted.
