    DARPA: Bringing Advanced Microelectronics to Revolutionary Defense Applications

    Today's critical Department of Defense (DOD) systems and platforms rely on advanced electronics to address national security objectives. To help tackle obstacles facing a half-century of electronics advancement, DARPA launched the Electronics Resurgence Initiative (ERI) – a five-year, upwards of $1.5 billion investment in the future of domestic electronic systems. In November, DARPA expanded ERI with the announcement of ERI Phase II, which seeks to further enmesh the technology needs and capabilities of the defense enterprise with the commercial and manufacturing realities of the electronics industry. One key focus of ERI Phase II is on developing connections between the various ERI programs and their potential defense applications. On Wednesday, December 19, DARPA therefore plans to host a Proposers Day to convene leaders within the defense industry base (DIB) to discuss opportunities to further develop and demonstrate ERI's technological advances for DOD needs. During the event, DARPA program managers will share their ideas for potential ERI defense applications, which include but are not limited to autonomy and artificial intelligence, large-scale emulation, cybersecurity, space applications, cognitive electronic warfare, and intelligence, surveillance, and reconnaissance (ISR). To foster further dialogue and collaboration, attendees will have a chance to provide input on how best to support the transition of electronics innovations into national defense hardware. The Proposers Day will also support the development of a potential broad agency announcement (BAA) focused on defense transitions. Tentatively titled “Electronics Resurgence Initiative: Defense Applications (ERI:DA)”, the BAA would solicit innovative proposals to develop, demonstrate, and apply emerging ERI electronic technologies to deliver significant impact on DOD capabilities. “The success of ERI relies on cooperation with the commercial sector to address shared problems. However, as a DARPA effort, ERI must also demonstrate that its research findings bolster our nation's defenses and help create strategic surprise,” said Dr. William Chappell, director of DARPA's Microsystems Technology Office (MTO). “Through the ERI:DA Proposers Day and potential BAA, DARPA seeks to procure the expertise and transition support of industry and the defense community to help accelerate the delivery of ERI-derived innovations for national security needs.” The Electronic Resurgence Initiative: Defense Applications Proposers Day will take place on Wednesday, December 19, 2018 from 9:00am to 4:00pm EST, at the Hilton Arlington, 950 N Stafford St, Arlington, Virginia.     OTAN : les dépenses de Défense en hausse

    19 mars 2018 | Par Justine BOQUET L'OTAN a publié le 15 mars son étude sur les dépenses de défense des pays membres de l'Alliance transatlantique. Ce document établit un comparatif et étudie l'évolution de ces investissements militaires sur la période 2010 – 2017. L'année 2017 a enregistré une hausse des dépenses de Défense au niveau de l'OTAN, à hauteur de 4,87%. Les investissements réalisés par les Alliés dans le domaine militaire s'établissent dès lors à 917 Md$ (sur la base des prix et des taux de change de 2010). Ce montant est largement atteint gr'ce à la participation américaine, qui représente 618 Md$. A l'inverse, les Etats de l'OTAN situés en Europe et le Canada ont investit ensemble à peine la moitié du montant américain, soit 300 Md$. Cette hiérarchie se retrouve également au niveau des cibles OTAN à atteindre. Ainsi, au regard de l'objectif des 2% du PIB, les Etats-Unis sont loin devant avec des dépenses équivalent à 3,57% de leur PIB. Au sein de l'Alliance, seuls quatre pays membres atteignent cette cible. Aux Etats-Unis s'ajoutent donc la Grèce (2,36% du PIB), le Royaume-Uni (2,12%) et l'Estonie (2,08%). La France n'est pas très loin de l'objectif et a investit en 2017 1,74% de son PIB dans sa défense. Enfin, loin derrière on retrouve le Luxembourg, dont l'armée reste de taille relative. Ainsi, en 2017, le Grand-Duché consacre 0,46% de son PIB aux dépenses militaires. Au niveau de l'ensemble de l'OTAN, on atteint 2,42% du PIB de la zone. En terme de dépenses d'équipements, la tendance évolue. En effet, l'OTAN prévoit que 20% du budget militaire des Etats Membres de l'Alliance soit consacré aux dépenses d'équipement. Douze Etats atteignent cet objectif.     US Army creates new office for integrating data and sensors

    Mark Pomerleau WASHINGTON — The U.S. Army's office for procuring sensors, electronic warfare systems, intelligence programs and cyber tools recently created an integration office designed to better align the various elements of its portfolio across the larger Army, joint force and commercial industry. As the military looks to link sensors and information to shooters in a new concept it is calling Combined Joint All-Domain Command and Control, standardizing data and systems will be critical. The new integration directorate within Program Executive Office Intelligence, Electronic Warfare and Sensors — established in April — is aligned under three offices, according to its director, Christian Keller, who virtually briefed members of industry Nov. 24. The three offices are: Architectures, which is focused on system-of-systems engineering and common standards for interfacing with other programs. Futures, which is focused on understanding threat analysis and conducting science and technology transitions from groups across the Army. It is also looking at how to better integrate demonstrations and experimentation efforts such as Project Convergence, Multi-Domain Operations Live and the Defender series. The last group is looking at interfacing the program executive office with other elements of the Army such as Futures Command and its cross-functional teams, the Intelligence, Surveillance and Reconnaissance Task Force, and the various centers of excellence within Training and Doctrine Command. “We have [a] very complex system-of-systems environment we're dealing with,” Keller said. “We have various sensor capabilities out there, which have to interface to ground stations and may have to interface to various users, both maneuver wise and fires wise and everything like that.” One of the main efforts the group is undertaking involves various stakeholders working to wrangle what systems — to include a variety of forthcoming systems such as Tactical Intelligence Targeting Access Node, the Army's next-generation ground station; the Terrestrial Layer System, the Army's first integrated signals intelligence, electronic warfare and cyber platform; and the Multi-Domain Sensing System, a high altitude ISR platform — along with existing systems to ensure data is provided seamlessly and effectively from sensors and nodes all the way to commanders and shooters. “What we're trying to do within the group is work on understanding what systems are interfacing with what, understand what the data is going back-and-forth between those systems, how to do that effectively, and how to do that in somewhat of a seamless manner, although nothing is that easy,” Keller said. https://www.c4isrnet.com/battlefield-tech/2020/11/24/us-army-creates-new-office-for-integrating-data-and-sensors/
