Missileer Improvements Hit Mark, but Still More to Do

Performance and professionalism in the Air Force's nuclear ranks has improved in the last few years following a spate of personnel issues, but there's always more work to be done to ensure the men and women who watch the arsenal are at their best, the service's top uniformed officer said this week.

“I believe we've come a long way,” Air Force Chief of Staff Gen. David Goldfein said at a June 26 AFA Mitchell Institute breakfast. “We've all had to make sure that we keep our foot on the gas on this. I'm optimistic, but I'm not comfortable.”

Nuclear operators have hit rough patches over the past several years: low morale and lost focus coupled with reports of drug use, weapons mismanagement, a proficiency test cheating scandal, and frequent staff turnover. In response, theservice launched programs to revamp training and regulations and to keep missileers in their jobs longer, rather than send them to other specialties after a few years. The Air Force has also made a conscious effort to offer bonuses, tout missileers' work, and visit the three nuclear missile bases spread across rural Wyoming, North Dakota, and Montana.

Now, the service wants to develop its missile-managing employees' leadership skills at the same time as it develops new nuclear weapons and Northrop Grumman's B-21 bomber. Some airmen at Air Command and Staff College are taking a yearlong course focused on the nuclear enterprise in one effort to bolster leadership in those career fields.

“One of the tasks I gave them was to ... give us some fresh thinking on, how do we do command and control if nuclear weapons were inserted into a conventional fight?” Goldfein said. “We built our nuclear command and control to be separate from our conventional command and control.”

If the Russians deployed a low-yield, “tactical” nuclear weapon in combat, regional commanders would need the ability to integrate nukes into their otherwise conventionally armed battle plan. However, Goldfein emphasized that a “nuclear weapon is a nuclear weapon,” saying many don't believe there is such a thing as a tactical nuke.

“Our command-and-control systems right now are not as agile as they need to be,” he continued. “This group of scholars have been doing some extraordinary work, writing papers and thinking about what is the command-and-control mechanism and how does that need to feed into [nuclear command, control, and communications]?”

The Air Force's NC3 Integration Directorate has been mulling the idea of dual-use command and control for at least two years, and points to the concept as one of the most complicated security hurdles it faces in bringing the NC3 enterprise into the digital age.

Goldfein argues efforts to modernize decades-old NC3 systems also need to dovetail with the Air Force's Advanced Battle Management System, envisioned as a network of conventional C2 assets spread across air, land, and space sensors and platforms, as well as with the push into commercial space capabilities.

    Army makes strides toward network modernization with much anticipated radio award

    By: Mark Pomerleau The Army has awarded Harris Corp. and Thales Defense a much anticipated radio contract that leaders say is critical for mission command on contested battlefields in the future. The two-channel leader software-defined radio will allow commanders on the ground to switch frequencies if one is being jammed by adversaries. The Army said it plans to exercise a delivery order for 1,540 Leader Radio sets and 338 vehicular mounting kits. The value of the order was not immediately clear. “This is an important step in providing critical tactical communications capabilities that are interoperable and effective in a contested electronic warfare environment,” Col. Garth Winterle, project manager for tactical radios, said in a Sept. 21 Army release. Army leaders have described the radios as critical to the Army's overall network modernization strategy. The contract allows for annual orders and for the easy integration of new capabilities. “The award of the two-channel Leader radio contract is an important milestone in the modernization of the Army's tactical network and Harris is honored to be part of it,” Dana Mehnert, President, Harris Communication Systems, said. Maj. Gen. David Bassett, the program executive officer for Command, Control, Communications-Tactical, told reporters in March that these types of radios have shown themselves to be able to run a wide range of waveforms. This has proven to be a critical feature as the Army considers more advanced, harder-to-jam waveforms for the future. This could be especially important in electronic warfare as adversaries make strides in their jamming and sensing abilities within the electromagnetic spectrum. The two-channel Leader radio will also be a key component of what the Army is calling the integrated tactical network, which focuses on a simplified, independent, mobile network solution at the battalion level.     CEO of Leonardo: A two–way street benefits everyone

    By: Alessandro Profumo Rapid changes are taking place around the world, both at the geopolitical and technological level, which are having an extremely disruptive impact on the defense industry and its customers, namely governments. For its part, technological innovation has reached a pace never seen before. Growing digitalization, big-data processing, robotics, autonomous systems, biotechnology, hypersonics, directed energy: These are just a few examples of innovations that revolutionize industry and governments' approaches to defense and security issues. In some cases, innovations on the commercial side are driving the technological evolution in the defense sector, with increasingly wider applications from a dual-use perspective. There is a real two-way street. The role of government is crucial in developing a long-term investment strategy and identifying the sovereign technologies necessary to maintain a technological advantage over new peers and emerging actors, in symmetric and asymmetric conflicts. Threats to peace and global stability do not solely originate in traditional domains (air, land, sea), but materialize in space and cyberspace, more difficult to protect, as they both lack precise boundaries. Increasing defense spending is a positive signal, especially when coupled with a strong vision and clear objectives aimed at the development of the right capabilities in an international cooperation framework. The national defense industry, as a strategic asset of its own country, must be able to capture technological innovation where it is produced, finding effective ways of accessing new ideas and solutions. Secondly, it must be able to manage the dynamics between long development and production cycles that characterize this sector, and technological innovation's fast pace. The sense of urgency must regard delivering what is needed, when needed, providing the end user with the maximum benefit and anticipating and adapting to changes, while triggering an ever-growing contamination across industries, governments, startups and academia. A deep interconnection between the defense industry and its customers, working in close synergy, facilitates flexible and adaptable structures capable of responding quickly to new and complex emergencies. In this perspective, the closer one works with the customer — throughout the entire product life cycle — the more this reverberates positively at the industry level. The shared awareness rising from this cooperation will enable industry to make wise and focused investment decisions in order to develop products and solutions that best fit future market requirements. Bearing in mind that technology alone is not enough, true success in creating a resilient defense industry also lies in the ability to attract and retain highly specialized human capital as well as involving the supplier base in innovation processes. A shared road map is, therefore, a priority — industry and governments, working together, side by side, committed to building a safer world.
