Moorestown, N.J., Dec. 5, 2019 – Lockheed Martin (NYSE: LMT) recently signed a contract with Navantia to equip five new F-110 multimission frigates and their land-based test site (Centro de Integración de Sistemas en Tierra or CIST) – with Lockheed Martin's first naval installation of its solid state S-band radar. The new F-110 frigates will be built by Spain's national shipbuilder, Navantia.
Recently designated by the U.S. Government as AN/SPY-7(V)1, this technology is derived from current radar programs and significant Lockheed Martin investment. Variants of the SPY-7 radar will also be utilized on programs with Japan's Aegis Ashore, the Royal Canadian Navy for the Canadian Surface Combatant program and the U.S. Government.

What's the Technology?
The F-110 will host the first-ever naval solid state S-band radar for the Spanish Navy. To foster the growth of Spain's defense and technology industries, Lockheed Martin and Spanish company, Indra, will jointly provide the radar. It will go to sea as part of the Aegis Weapon System, which will be integrated with the ship's combat management system SCOMBA, when the first frigate deploys in 2026.

By: Kyle Rempfer The Air Force, like the other services, suffered a string of fatal aviation mishaps in 2018. A Military Times in-depth review of 5,500 aviation accidents that have occurred since 2013 found that accidents among the nation's manned fighters, bombers, tankers, tilt-rotor and helicopter aircraft has increased 39 percent. In the Air Force, the most serious Class A mishaps have declined, but the number of non-fatal Class C mishaps is increasing, causing some experts to warn that future problems could be on the horizon if the issue is not dealt with. To address concerns among the aviation community, Congress created an eight-person independent commission to review the mishap spike in the 2019 defense bill. For its part, the Air Force conducted a wave of one-day safety stand-downs of flying and maintenance wings over the summer. Air Force Chief of Staff Gen. Dave Goldfein ordered the stand-down in May, after several high-profile mishaps, including the May 2 crash of a WC-130 Hercules and the March 15 loss of an HH-60G Pave Hawk in western Iraq, both of which killed all on board. In a September news release, the Air Force said their review of the data identified six potential risks to aviation safety: stress caused by high operations tempos; a lack of time to properly focus on flying basics, mission activities and training; pressure to accept risk; a culture that pushes airmen to always execute the mission; decreased availability of aircraft; and the potential for airmen to become complacent when carrying out routine tasks. “The review proved tremendously helpful as we continue to seek both high levels of safety with intense and realistic training," Goldfein said in the release. The full report summary, provided at Air Force Times' request, also raised concerns about the increasing requirements on maintainers, and low experience among some maintenance personnel. The service has distributed those findings to the field, according to the release. The findings will help flying and maintenance leaders guide their decisions. “We're taking necessary steps to ensure our airmen operate as safely as possible in an inherently dangerous business,” Goldfein said. “I want to train hard and I want commanders to push themselves and their airmen to achieve high levels of readiness. Sometimes the right answer is knock it off ... sometimes it is push it up. Confidence in the air, safety on the ground and in the air, it's a commander's business.” The summary also cites the aging fleet of Air Force aircraft as a problem contributing to increased maintenance requirements and decreased aircraft availability. The lucrative winner-take-all deal may be valued at as much as $10 billion. Amazon is considered the front-runner for the contract since the tech giant already services the cloud system used by U.S. intelligence agencies. The Defense Department took a large step forward Thursday in its march toward procuring a secure cloud software, an acquisition potentially worth up to $10 billion. After a nearly two-month delay, the Pentagon released its final request for proposal for the Joint Enterprise Defense Infrastructure, or JEDI, contract. The long-awaited final request for proposal simply outlines what companies will have to deliver in order to get the lucrative deal. The Pentagon's cloud project will transition massive amounts of data to a commercially operated secure cloud system. The deal is a "single-source" award, meaning that only one company will win the entirety of the contract. Amazon is considered the front-runner for the contract since the tech giant already services the cloud system used by U.S. intelligence agencies. Amazon's cloud boasts the highest possible security level, while many of its competitors' clouds do not. However, other cloud providers — such as IBM, Microsoft and Oracle — have worked with government agencies for many decades. That could help their chances of winning the decade-long JEDI contract. The DoD "has an incredibly unique and complex technology estate and finite set of talent and resources," Pentagon Chief Information Officer Dana Deasy said in a statement. "We need help learning how to put in place an enterprise cloud and the JEDI Cloud is a pathfinder effort that will help Department of Defense do that." Experts think the deal could be a seismic development in the defense-tech world. "This award could be market-shaping," Andrew Hunter, director of the Defense-Industrial Initiatives Group at the Center for Strategic and International Studies, said in an interview. "I think industry's concern is that this will be the premier cloud contract, the flagship one, and that other parts of DoD will gravitate to it," he added. "So, I think whoever wins the contract is likely to have a real advantage in the marketplace going forward but not necessarily a decisive one." The desire to award a multibillion-dollar, two-year cloud contract was largely set into motion after Secretary of Defense James Mattis visited Silicon Valley last year. Federal defense agencies widely use Microsoft's server software, which integrates easily with the company's Azure public cloud, and among employees, Windows is the most popular operating system, Leigh Madden, Microsoft's general manager of defense, told CNBC in a prior interview. "I think it certainly should make a difference," he said. Similarly, IBM has worked alongside the military for decades. "We look forward to submitting a thoughtful, comprehensive proposal for a JEDI cloud that will serve the long-term needs of America's men and women in uniform," Sam Gordy, IBM's Federal general manager, said in a statement. In the midst of all this, President Donald Trump has attacked Amazon on Twitter, particularly as he rails against The Washington Post, which is owned by Amazon CEO Jeff Bezos, for the newspaper's coverage of his administration. A Vanity Fair report said the Trump administration might try to "cancel Amazon's pending contract" with the Pentagon, but the department maintains that there has been no political pressure from the White House on who should win the multibillion-dollar deal. U.S. Navy Commander Patrick Evans, a Department of Defense spokesperson, reiterated that the Pentagon's process is "transparent" and will remain "a full and open competition." "No companies were pre-selected. We have no favorites, and we want the best solution for the department," Evans said. Similarly, chief Pentagon spokesperson Dana White also addressed speculation Thursday that Amazon was in the lead to take the lucrative defense contract. "The secretary has been very clear that we need to be good stewards of the American people's money," White said. "So, nothing is taken for granted and nothing is presumed. We will get a full, open and transparent competition, and this is the first of many competitions with respect to the cloud."
