La ministre Anand annonce l’octroi des contrats visant la modernisation à mi-vie du Cormorant et une solution de simulation pour assurer les capacités de recherche et sauvetage

Au nom de la ministre des Services publics et de l’Approvisionnement, Helena Jaczek, la ministre de la Défense nationale Anita Anand a annoncé aujourd’hui l’octroi de deux contrats pour soutenir la flotte de CH-149 Cormorant et garantir la contribution continue de celle-ci aux opérations de recherche et sauvetage (SAR) au Canada.

Les deux contrats visant la modernisation à mi-vie du Cormorant et la solution de simulation connexe et dont la valeur pourrait s’élever à 1,24 milliards de dollars (toutes taxes comprises) ont été accordés à CAE Inc. de Montréal, au Canada, et à Leonardo U.K. Ltd de Yeovil, au Royaume-Uni.

La flotte de CH-149 Cormorant assure la prestation de services fiables et essentiels au Canada depuis 2001 et nécessite des mises à niveau de sorte à demeurer efficace sur le plan opérationnel. Dans le cadre du contrat conclu avec Leonardo U.K. Ltd, nous moderniserons notre flotte actuelle à la version la plus avancée de l’hélicoptère, et procéderons à l’acquisition de cellules/pièces additionnelles pour accroître la taille de notre flotte, passant ainsi de 13 à 16 aéronefs. Elle pourra donc continuer d’exécuter des opérations SAR depuis Comox (C.-B.), Gander (T.-N.-L.) et Greenwood (N.-É.), ainsi que renforcer la capacité de SAR à Trenton (Ont.).

Par ailleurs, le projet tient compte de la nécessité d’obtenir une solution d’instruction améliorée. En lui offrant un simulateur de vol au pays adapté à notre aéronef modernisé, notre personnel navigant disposera d’une capacité d’instruction spécialisée au Canada, laquelle est représentative de notre flotte modernisée, et il n’aura plus à se rendre au Royaume-Uni pour s’entraîner à l’aide de simulateurs qui ne correspondent peut-être pas à notre aéronef.

Comme il l’a énoncé dans la politique de défense du Canada, Protection, Sécurité, Engagement, le gouvernement du Canada réalise des investissements pour veiller à ce que les membres de l’Aviation royale canadienne (ARC) soient dotés de l’équipement dont ils ont besoin pour s’acquitter de leurs missions nationales et internationales, y compris les opérations SAR ici au pays.

Faits en bref

  • La valeur de ces contrats s’élève à 1,168 milliards de dollars pour la modernisation des hélicoptères et à 78 millions de dollars pour la solution d’instruction (toutes taxes comprises).

  • Le renforcement des capacités et la mise à niveau de l’équipement visant la flotte de CH-149 ont pour but d’améliorer le service offert aux Canadiens et aux Canadiennes et de satisfaire aux exigences de disponibilité opérationnelle pour appuyer le service national de SAR accessible en tout temps.

  • Dans le cadre du projet, la flotte de CH-149 sera modernisée et passera à la version la plus avancée de l’hélicoptère, le modèle AW101-612, le même que la Norvège a acquis récemment en vue de l’exécution de ses missions SAR menées au moyen d’aéronefs à voilure tournante. Le fait de faire fond sur cette configuration déjà établie accélère considérablement la mise en œuvre du projet. Des solutions d’instruction seront également acquises dans le cadre du projet afin d’établir au Canada une capacité d’instruction du personnel navigant.

  • Des cellules et des pièces additionnelles seront achetées de Leonardo U.K. Ltd pour accroître la taille de la flotte, passant ainsi de 13 à 16 hélicoptères. Ces aéronefs additionnels seront produits essentiellement à l’aide de pièces neuves, et de quelques pièces d’occasion provenant du stock des flottes de VH-71 et de CH-149 actuels, entre autres, boîtes de vitesse, trains d’atterrissage et gouvernes, de sorte à réduire les coûts et à garantir un bon rapport qualité-prix.

  • Les aéronefs CH-149 Cormorant sont basés actuellement à la 19e Escadre Comox, à la 9e Escadre Gander et à la 14e Escadre Greenwood, et l’ajout d’aéronefs permettra de rétablir une capacité à la 8e Escadre Trenton.

  • Les premières livraisons d’appareils mis à niveau et de systèmes d’instruction sont attendues en 2026, et on prévoit atteindre une capacité opérationnelle totale en 2029.

    New Canadian warship project off to rocky start as bidders fail to meet some requirements

Some are minor but in other cases there is a view among defence industry officials that Canada is asking for too much in some areas Canada's quest for a new fleet of warships is off to a rocky start with all bidders failing to meet some of the federal government's requirements. Procurement officials are now trying to regroup on the $60-billion project and figure out ways that bidders might be able to change their proposals to make them acceptable, a number of defence industry executives pointed out. The problems centre around technical issues. Some are minor but in other cases there is a view among defence industry officials that Canada is asking for too much in some areas such as radar, which may be causing problems with meeting requirements. Public Services and Procurement Canada spokeswoman Michèle LaRose said the bids received for the Canadian Surface Combatant project have not been disqualified. Three bids have been received. The federal government and Irving Shipbuilding are still evaluating the proposals, she added. LaRose pointed out that the evaluation is at the second stage in the process. Government officials say that involves what is known as “the cure process” in which bidders will be given details of how their proposals have failed to meet the stated criteria. They will then be given only one opportunity to fix issues with their bids. If they are still considered “non-compliant” after the cure period they “will be eliminated from the competition,” according to the federal government. Technical specifications are now being evaluated by the government. Later this year, the companies will provide the financial information related to their bids. Warship builders submitted their bids on Nov. 30. A winning bid is expected to be selected sometime this year. Irving Shipbuilding will begin construction of the first ship in the early 2020s and delivery of the first vessel is expected in the mid-2020s, according to the federal government. But the project has been plagued with delays and controversy. The final cost of the ships is still unknown. In 2008 the government estimated the total cost of the project to be about $26 billion. But in 2015 navy commander Vice Admiral Mark Norman voiced concern that taxpayers may not have been given all relevant information, and publicly predicted the cost for the ships alone would be around $30 billion. Cost estimates for the project are now between $55 billion and $60 billion. About half of the cost is for systems and equipment that will go on the 15 ships, according to federal documents obtained by Postmedia through the Access to Information law. “Approximately one-half of the CSC build cost is comprised of labour in the (Irving's) Halifax yard and materials,” the documents added. Last year, Jean-Denis Fréchette, the parliamentary budget officer, estimated the CSC program would cost $61.82 billion. He also warned that every year the awarding of the contract is delayed beyond 2018, taxpayers will spend an extra $3 billion because of inflation. The surface combatant will be the backbone of the future Royal Canadian Navy. In November in a surprise twist a French-Italian consortium declined to formally submit a bid and instead offered Canada a fleet of vessels at half the price. Officials with Fincantieri of Italy and Naval Group of France said they don't believe the procurement process as it is currently designed will be successful. Instead they provided the Canadian government with a direct proposal that Irving Shipbuilding on the east coast construct 15 ships based on the consortium's FREMM frigate design, which is proven and is currently in operation with the French and Italian navies. They are guaranteeing the cost of the ships at a fixed price of $30 billion. The deal would have also focused on using Canadian technology on board the ships and included technology transfer to Canadian firms, so they could be involved in future sales of the FREMM vessels on the international market. FREMM ships are operated by the Italian, French, Moroccan and Egyptian navies. Under that plan, Irving could start building the warships almost immediately.     SkyAlyne: A True Canadian Collaboration for FAcT

    In May 2018, CAE and KF Aerospace joined together to form SkyAlyne Canada – a 50/50 joint venture to focus on developing and delivering military pilot and aircraft training in Canada. These two companies currently deliver all phases of pilot training to the Royal Canadian Air Force through the NATO Flying Training in Canada (NFTC) program and the Contracted Flying Training and Support (CFTS) program. These programs will come to an end in the next few years and Canada is looking to award a new contract to renew its existing aircrew training services through the Future Aircrew Training program (FAcT). Vanguard recently had the opportunity to speak with Peter Fedak, Program Solutions, SkyAlyne Canada. Can you tell us a little more about this joint venture between CAE and KF Aerospace? Peter Fedak: CAE and KF Aerospace are the current providers of all phases of military pilot training and air combat system operator training in Canada. Since we have the knowledge, experience, and credibility with the RCAF in providing these training services to them, we thought that by joining together we can provide the best solution for Canada. The best way to do that was to create an entirely new entity – a 50/50 joint venture – with two leading air training Canadian companies. That led to the birth of SkyAlyne, a true collaboration to bring the best solution for the future, provided by a truly Canadian organization. The expertise that we possess – right here in Canada – is a real benefit to Canadians and the RCAF. What are some of the top training challenges with the current programs? PF: With any government program, the most important thing to taxpayers is cost. In Canada, we have some unique environmental challenges that drive the cost up, like the weather, flying below 40 degrees Celsius or above 40. This requires infrastructure, aircraft requirements, and personnel to operate in these extreme temperatures. Another challenge is timing. The NFTC program will expire in 2023, with an option year to 2024. The timeline to engineer the transition, planning, and infrastructure is a challenge that we and the government recognize, but we are ready to face it. With our ongoing programs, we are well situated to seamlessly make the transition for Canada. If SkyAlyne is selected for the FAcT program, what are some of the capabilities that this joint venture will bring to the table? PF: A key part in the lead up to FAcT will be to maintain the existing training programs while transitioning to the new program. We have the employees, technical and infrastructure base with the current programs and the ability to seamlessly move between the two. The most valuable resource is people and under NFTC and CFTS, we have a true core human resources capability of trained, qualified and professional people that work under these programs every day and are committed to the success of the pilot training program for the RCAF. Having these personnel is a real core capability for us to maintain the production of pilots while moving forward. Can you share with us some of the lessons or takeaways from the CFTS program that you think would be important to incorporate into the FAcT program? PF: The key lesson is the relationship. We didn't create this program and then offer it to the RCAF. We are here because of the RCAF and the Government of Canada. We are here to support them by understanding the culture and people and building on that by working closely with them to keep the program moving forward. This is truly a long-term relationship, like a marriage. We are here for 22 years under this contract and looking for another 25 years. So, it's a matter of establishing and maintaining that trust going forward. That's the only way you can get through these long-term complex contracts – building a good relationship.     Updated: Eurofighter drops out of Canadian fighter jet program

The United Kingdom's Ministry of Defence and Airbus Defence and Space informed the Canadian government Friday of their decision to withdraw from Canada's future fighter competition. Airbus had been offering Canada the Eurofighter. Last year the European firm Dassault informed the Canadian government it would not be competing in the competition. It had been planning to offer Canada the Rafale fighter jet. The $19 billion competition has been dogged by allegations it is designed to favour Lockheed Martin's F-35 stealth fighter. Postmedia reported earlier this year that the requirements for the new jets put emphasis on strategic attack and striking at ground targets during foreign missions. That criteria is seen to benefit the F-35. In addition, the federal government changed criteria on how it would assess industrial benefits after the U.S. government threatened to pull the F-35 from the competition. Industry representatives have said they will carefully review the Canadian requirements before making their decision to bid. The work needed to prepare a bid will cost the firms around $15 million each. The decision to pull the Eurofighter from the competition leaves the F-35, the Boeing Super Hornet, and Saab's Gripen. It is unclear whether Boeing or Saab will continue in the competition. Airbus and the UK Defence Ministry noted that its decision to withdraw was the result of a detailed review of Canada's request for proposals which was released to industry on July 23. It pointed to the changes Canada made to the industrial benefits package to appease Lockheed Martin as well as the excessive security costs that U.S.-Canadian security requirements placed on a company based outside North America. “A detailed review has led the parties to conclude that NORAD security requirements continue to place too significant of a cost on platforms whose manufacture and repair chains sit outside the United States-Canada 2-EYES community,” the statement from Airbus and the UK Defence Ministry noted. “Second, both parties concluded that the significant recent revision of industrial technological benefits obligations does not sufficiently value the binding commitments the Typhoon Canada package was willing to make, and which were one of its major points of focus.” Bids must be submitted by the spring of 2020. Public Services and Procurement Canada, which is running the competition, did not provide comment. A winning bid is expected to be determined by early 2022. The first aircraft would be delivered by 2025. Technical merit will make up the bulk of the assessment at 60 per cent. Cost and economic benefits companies can provide to Canada will each be worth 20 per cent. The Conservative government had previously selected the F-35 as the air force's new jet but backed away from that plan after concerns about the technology and growing cost. During the 2015 election campaign, Justin Trudeau vowed that his government would not purchase the F-35. But at the same time, Trudeau stated his government would hold an open competition for the fighter purchase. The Liberal government backed away from its promise to freeze out the F-35 and the aircraft is now seen as a front-runner in the competition as it has many supporters in the Royal Canadian Air Force. Many of Canada's allies plan to operate the plane. Canada is a partner in the F-35 program and has contributed funding for the aircraft's development. Canada already changed some of the industrial benefits criteria of its fighter jet competition in May to satisfy concerns from the U.S. government that the F-35 would be penalized or couldn't be considered because of how that program was set up. U.S. officials had warned that the F-35 development agreement Canada signed years ago prohibits partners from imposing requirements for industrial benefits. Under the F-35 agreement, partner nations such as Canada are prohibited from demanding domestic companies receive specific work on the fighter jet. Instead, Canadian firms compete and if they are good enough they receive contracts. Over the last 12 years, Canadian firms have earned more than $1.3 billion in contracts to build F-35 parts.
