La France réoriente ses exportations d'armes vers l'Europe

En 2019, 45 % des commandes d'exportations françaises d'armement, soit 3,47 milliards d'euros, ont été réalisées avec des partenaires européens (42% avec un pays membre de l'Union) contre 25% en 2018 et de 10% à 15% les années précédentes. «Nous avons fait le choix de l'Europe», écrit la ministre des Armées, Florence Parly, dans le rapport au Parlement sur les exportations d'armement rendu public mardi. «Il s'agit de créer des partenariats, de favoriser les coopérations et l'interopérabilité de nos armées avec en ligne de mire la volonté d'agir ensemble. C'est cela l'Europe de la défense».

    Boeing begins involuntary layoffs, but defense biz to remain mostly untouched

    By: Valerie Insinna WASHINGTON — Boeing began making its first round of involuntary layoffs on Wednesday morning, announcing that it will slash the jobs of approximately 6,770 employees across the United States. Boeing's massive commercial business will take the brunt of the cuts, with the company's defense, space and security division only expected to shed less than 100 employees through involuntary layoffs this week. “While the deeper reductions are in areas that are most exposed to the condition of our commercial customers, the ongoing stability of our defense, space and related services businesses will help us limit overall impact, and we will continue hiring talent to support critical programs and meet our customers' evolving needs,” a Boeing spokesman said in a statement. Boeing plans to reduce its total headcount by 10 percent through natural turnover, voluntary layoffs and involuntary cuts — a measure made necessary by the ongoing impact of the COVID-19 pandemic, which has shook the travel industry and called into question commercial airlines' ability to pay for Boeing aircraft already on order. So far, about 5,520 U.S.-based employees have been approved for voluntary layoffs, with about 380 of that sum coming from Boeing's defense business. The approximately 6,770 U.S.-based employees that will be involuntarily laid off this week represents the largest portion of layoffs expected by the company. Those workers will receive severance pay, COBRA health care coverage and career transition services, Boeing CEO Dave Calhoun said in a message notifying employees about the cuts. “The several thousand remaining layoffs will come in much smaller additional tranches over the next few months,” a Boeing spokesman said. In his message to Boeing employees, Calhoun hinted that the situation is to improve as countries begin reopening businesses and more customers feel comfortable booking air travel. However, it will take years for Boeing to fully recover from the pandemic, he added. “The COVID-19 pandemic's devastating impact on the airline industry means a deep cut in the number of commercial jets and services our customers will need over the next few years, which in turn means fewer jobs on our lines and in our offices.     Military/Commercial Avionics Outlook Strong, Deloitte Says

    By Frank Wolfe The military and commercial outlook for avionics sales is strong, according to the author of a new Deloitte report, the 2020 Global Aerospace and Defense Industry Outlook. "The outlook for the aerospace avionics market is positive with good growth expected over the next few years, primarily due to the strong aircraft order book," Robin Lineberger, the leader of Deloitte global aerospace and defense, wrote in an email to Avionics International. "Moreover, all the major global militaries are increasing their spending on acquiring advanced military aircraft, further driving the growth for avionics," Lineberger wrote. Such aircraft include the Japanese F-3 twin-engine stealth fighter by Mitsubishi to replace the country's single-engine Mitsubishi F-2 jets and to complement the country's Lockheed Martin F-35s; the European Future Combat Air System (FCAS); and the United States Air Force's sixth generation fighter. In June at the Paris Air Show, Dassault Aviation unveiled an FCAS mock up, as government and company officials signed an FCAS Industry Agreement on Demonstrator Programs. The latter accord covers the main components of FCAS: a new generation, manned fighter; support "remote carrier" drones; and an Air Combat Cloud to integrate sensors. FCAS is to replace Dassault's Rafale fighter and the Airbus/BAE Systems/Leonardo-built Eurofighter. During the unveiling of the mock up, French President Emmanuel Macron said that he favors German-French-Spanish cooperation on FCAS with the British, which are developing their own advanced fighter through the BAE Systems Tempest program. In early October, the Air Force officially stood up a new program executive office to lead Digital Century Series, which will look to rapidly develop and field new aircraft beginning with the service's sixth-generation fighter. Last week, Will Roper, the Air Force's service acquisition executive, said that the new Digital Century Series initiative will look to improve integration of emerging technologies by buying smaller quantities of new fighter jets, potentially from multiple companies at a time. “Demand for military equipment is on the rise as governments across the globe focus on military modernization, given increasing global security concerns,” according to the new Deloitte report. “The uncertainty and sustained complexity of the international security environment worldwide is likely to boost global defense spending over the next five years.” In 2020, global defense spending will reach around $1.9 trillion, driven mainly by the U.S. but also countries such as China, Russia and India, the 14-page report says. It adds that NATO members in Europe, under pressure from the U.S., are also increasing defense spending to hit a target of 2 percent of GDP, and tensions in the Middle East are also driving demand for defense equipment. By 2023, global defense spending is expected to be $2.1 trillion, Deloitte said. Commercial and general aviation avionics sales are also expected to grow. "Demand for new and advanced flight capabilities from airlines and small general aviation aircraft owners to make flight operations more efficient and safer will continue to drive demand for commercial avionics," Lineberger wrote in his email to Avionics International. "Moreover, significant investments will be made on avionics because of government-mandated upgrades, for instance, the mandates for Automatic Dependent Surveillance/Broadcast capability (ADS-B), Head-Up Displays (HUD) and Controller/Pilot Datalink Communications equipment (CPDLC). However, there are some challenges which include longer product development cycle that leads to increased development costs." Urban air mobility, electric propulsion and fully automated flight decks are technology trends to watch in years ahead, according to the Deloitte report. "Although commercial aircraft manufacturers are increasingly relying on automated flight controls, including automated cockpits, the commercial aerospace sector is aiming to transition to fully automated flight decks," Lineberger wrote in his email. "Such a transition will likely reduce the number of crew members in the cockpit, resulting in lower costs for airlines.     By: Jaroslaw Adamowski WARSAW, Poland — The Croatian government has canceled its decision to purchase used F-16C/D Barak fighters from Israel, the Defence Ministry said in a Jan. 14 statement. The move follows a recommendation by the Croatian Defence Council that authorities relaunch the procurement step of its fighter jet acquisition program, set up to replace the country's outdated Mikoyan MiG-21 fighters. The council is comprised of President Kolinda Grabar-Kitarovic, Prime Minister Andrej Plenkovic, and a number of senior government, parliamentary and military officials. After a thorough analysis of the canceled procurement, Plenkovic's cabinet will “define a new model” of acquiring fighter jets for the Croatian Air Force, the prime minister said. Prior to the cancellation, Croatian Defence Minister Damir Krstičević said in a statement that “Israel has ... unfortunately officially informed the Ministry of Defence that it is unable to receive the adequate [third-party transfer] approval for the delivery of Israeli F-16 Barak aircraft to the Republic of Croatia.” Earlier this month, the Croatian government said it had given “Israel a deadline on its capability to deliver the aircraft offered at the international tender” and that Israel was “responsible for obtaining the approval from the United States for the supply of the aircraft.” Croatian officials have told local media the U.S. government accused its Israeli counterpart of unfair competition in the tender, in which the U.S. had offered Croatia secondhand F-16s.
