La force aérienne allemande redonne du potentiel à ses avions Tornado pour les garder au moins jusqu’en 2030

Sur les 247 chasseurs-bombardiers PANAVIA Tornado qu'elle a reçus à la fin des années 1970, la Luftwaffe [force aérienne allemande] n'en aligne plus que 85. Ces appareils lui permettent de participer aux plans nucléaires de l'Otan [avec la capacité d'emporter la bombe tactique B61] ainsi que de mener des missions de frappes, de reconnaissance et de guerre électronique.

Étant donné leur 'ge, les Tornado allemands arriveront au bout de leur potentiel en 2025. D'où le projet de Berlin de se procurer 30 F/A-18 Super Hornet et 15 E/A-18 Growler auprès de Boeing, afin que la Luftwaffe puisse continuer à mener ses missions nucléaires et de guerre électronique visant à supprimer les défenses aériennes ennemies [SEAD] pour le compte de l'Otan.

Seulement, annoncé en 2020, ce choix mettra du temps à se concrétiser. En effet, la chambre basse du Parlement allemand [Bundestag] aura son mot à dire... mais pas avant 2022. Ce qui fait cet achat de F/A-18 et de E/A-18G dépendra des résultats des prochaines élections fédérales de septembre prochain et du gouvernement qui en sera issu. En un mot, il n'est pas encore acquis. Et quand bien même il le sera, il faudra du temps pour négocier le contrat, livrer les appareils et former les pilotes ainsi que les techniciens de la Luftwaffe.

D'où la décision de cette dernière de redonner du potentiel à ses Tornado pour les maintenir en service jusqu'en 2030 au moins. Ce qui est loin d'être simple étant donné que les pièces détachées sont désormais rares, voire introuvables pour certaines étant donné qu'elles ne sont plus fabriquées.

Quoi qu'il en soit, en partenariat avec Airbus Defence & Space [ADS], un premier Tornado du Luftwaffengeschwader 33 a vu son potentiel prolongé de 2.000 heures de vol supplémentaires après une lourde opération de maintenance effectué dans les installations d'Airbus à Manching.

Pour cela, il a donc fallu démonter entièrement l'appareil et vérifier chacun de ses composants. Une t'che dont s'est acquittée la société d'ingénierie et d'analyse Industrieanlagen-Betriebsgesellschaft [IABG] à Ottorbrunn. Au total, il a donc fallu de nouveau fabriquer 400 pièces structurelles qui n'étaient plus disponible sur le marché.

« Afin de pouvoir assembler à nouveau les parties centrale et avant [du Tornado], tous les trous des anciennes pièces ont dû être reproduits sur les nouvelles avec une précision de 0,001 millimètre », explique la Bundeswehr. « Nous travaillons ici comme des horlogers », a commenté un sous-officier mécanicien de la Luftwaffe.

    Libya is turning into a battle lab for air warfare

    By: Tom Kington ROME — During Libya's proxy war this year, the skies over the North African country have filled with Turkish and Chinese drones, Russian MiG 29s and Sukhoi 24s and Emirati Mirage 2000s — reportedly — with Turkish F-16s and Egyptian Rafales waiting in the wings. Russian air defense systems have taken down drones while fighters, civilians and air bases have been bombed by jets as C-130s and Turkish A400M aircraft keep up deliveries of new weaponry and fighters into the country. In short, Libya has been transformed this year into something of an air warfare laboratory, begging the question, what exactly is going on, who is winning and what has this conflict taught generals about modern air combat? “On one level, Libya yet again simply underscores the value of air power – you do not want to get in a fight without it,” said Douglas Barrie, Senior Fellow for Military Aerospace at the International Institute for Strategic Studies in London. The conflict in lawless Libya began to escalate in April 2019 as local strongman General Khalifa Haftar launched his campaign to take the capital Tripoli. Backed by Egypt, the United Arab Emirates, Russia and France, he felt confident going up against the UN-recognized government in Tripoli backed by Turkey, Italy and Qatar. In April last year, Chinese Wing Loon II drones operated by the UAE bombed civilian targets in the city, reflecting the recent, and rapid, procurement of Chinese drones around the Middle East. “The Chinese have been adept at selling drones in the Middle East, including to Saudi Arabia, the UAE, Egypt and Iraq. With the US previously constrained in selling systems, the Chinese saw a gap in the market,” said Barrie. Turkey has proved the exception. Around May 2019, it introduced its own TB2 drone into the fray, attacking Haftar's forces, knocking out Russian Pantsir air defense systems supporting him and helping end his ambitions to take Tripoli. “Turkey has majored in UAV design and manufacture and likely used Libya in part as a test and adjust battle lab, and its systems are now ‘combat proven'. Its industry, like Roketsan, has also developed small, precision-guided munitions for UAVs,” Barrie said. A second analyst said Turkey's use of its TB2 in Libya had been a game changer. “Turkey decided it was okay to lose them from time to time, that they were semi-disposable, and that novel approach caught their enemy off guard,” said Jalel Harchaoui at the Clingendael Institute in Holland. The reason? Cost. “They used to cost the Turks $1-1.5 million apiece to build, but thanks to economies of scale as production volumes rose, the cost has dropped to below $500,000, excluding the control station,” said Harchaoui. He added that software and other technical changes had boosted the TB2′s efficiency and reconnaissance capabilities, which allowed them to find the right altitude to avoid the Russian Pantsir systems. “The performance of the Wing Loon II's in the hands of the UAE has meanwhile been largely static. They didn't evolve, so they have been much less impressive,” he said. Barrie said Libya was another example of the normalization of drone use in modern warfare. “UAVs are a capability now pursued by state and non-state actors alike. Obviously states can afford more capable, larger systems, while non-state actors may have to make do with home-built systems akin to being made with Radio Shack-like components, or acquiring systems from state sponsors.” He added, “In Libya UAVs have suited this kind of ugly, attritional warfare against small, lightly armed units.” The use of manned fighters in Libya has meanwhile been characterized by major powers sending them in on the quiet, with no announcement. Last July, a missile strike on a migrant center near Tripoli which killed 53 was likely the work of the UAE, the BBC has reported, quoting a confidential UN investigation. Analyst Harchaoui alleged that UAE Mirage 2000-9 aircraft flying out of an Egyptian base had been supporting Haftar periodically since June 2019. “Misrata airbase, which has hosted Turkish TB2 drones, was bombed multiple times last year by Emirati drones and jets until the Turks brought in Korkut and MIM-23 Hawk air defense systems. The raids over Misrata stopped in 2020 – probably because the UAE did not want to see a captured pilot show up tortured on Facebook,” he said. On July 4, fighter jets attacked Al-Watiya air base, just after Turkey had brought in its MIM-23 Hawk air defense missiles there. “Sonic booms heard over Sebha, in southwest Libya, suggest the aircraft took off from Egypt then flew to Libya via the Sahara to avoid being spotted by Turkish frigates off the Libyan coast,” said Harchaoui. “Could it have been Egyptian Rafales? They are good but don't have enough experience for an ultra-precise mission like this. French pilots flying Egyptian Rafales is unlikely in case one was captured, leaving the UAE Mirages as most likely,” he said. “Of all the Gulf states, the UAE is the most capable of this kind of mission – they have the combat experience and could do this,” added Barrie. Meanwhile, the U.S. military command in Africa reported in late May that satellite imagery showed Russian aircraft arriving in Libya to support Haftar. USAFRICOM said, “At least 14 MiG-29s and several Su-24s were flown from Russia to Syria, where their Russian markings were painted over to camouflage their Russian origin.” The aircraft are reportedly being used to support the Wagner Group, a Russian-sponsored mercenary operation on the ground in Libya which Moscow denies links to. The American command warned the aircraft might be flown by “inexperienced” mercenaries who “will not adhere to international law.” According to Harchaoui, eye witnesses in Libya reported a number of misses notched up during bombing raids by the aircraft. “That suggests they were not Russian air force pilots,” he said. This summer the conflict has slowed, as Haftar's forces retreat from Tripoli and take up position to fight for the coastal city of Sirte, which is key to controlling Libya's oil trade. With Al-Watiya airbase now repaired and back in business after the July air raid, Turkey may be considering basing its F-16s there, finally giving it a beach head for fighters in Libya. Bringing in American-built aircraft could however rely on the say-so of the U.S. “Is the U.S. so concerned about Russia's intervention in Libya it would support the deployment of Turkish F-16s to stop it?” said Harchaoui. “Or will it come down on the side of Egypt, which is a US ally?     Air Force Eyes Drones For Adversary And Light Attack Roles As It Mulls Buying New F-16s

    The future of the U.S. Air Force's tactical aircraft fleet is under review, with some radical ideas under discussion. BY THE WAR ZONE STAFF JANUARY 22, 2021 The U.S. Air Force is in the midst of a major review of its tactical aircraft fleets. This includes investigating the possibility of using drones equipped with the artificial intelligence-driven systems being developed under the Skyborg program as red air adversaries during training, and potentially in the light attack role. The service is also exploring a potential purchase of new F-16 fighter jets, likely based on the Block 70/72 variant, two decades after the service ordered its last Vipers as it shifted focus to the F-35A Joint Strike Fighter. In an interview with Steve Trimble, Aviation Week's Defense Editor and good friend of The War Zone, earlier this month, which you can find here, now-former Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics, Will Roper, provided insight into the ongoing tactical aircraft review, including particularly intriguing comments about forthcoming unmanned aircraft system programs and buying additional F-16s. These and other ideas are being scrutinized as the service looks toward its Fiscal Year 2023 budget request, which, barring any complications, would be unveiled in the spring of 2022. Roper had been the chief architect and advocate of the Air Force's Skyborg program, which the service revealed in 2019, and is developing a suite of new autonomous capabilities for unmanned aircraft with a heavy focus on artificial intelligence (AI) and machine learning. The service has said that the goal is to first integrate these technologies into lower-cost loyal wingman type drones designed to work together with manned aircraft, but that this new “computer brain” might eventually control fully-autonomous unmanned combat air vehicles, or UCAVs. The Skyborg effort has been heavily linked to other Air Force programs that are exploring unmanned aircraft designs that are “attritable.” This means that they would be cheap enough for commanders to be more willing to operate these drones in riskier scenarios where there might be a higher than average probability of them not coming back. With this in mind, Skyborg technology has previously been seen as ideal for unmanned aircraft operating in higher-threat combat environments. However, in the interview with Aviation Week, Roper suggested that they might also first serve in an adversary role. In this way, these unmanned aggressors would test combat aircrew, either standing in for swarms of enemy drones or conducting the kinds of mission profiles for which an autonomous control system would be better suited. As the proliferation of advanced drone capabilities continues, adversary drone training systems will become a pressing capability. Even using drones to stand in for or augment manned adversary platforms is one of the potential solutions to the problem of needing far more targets in the air at one time to stress fleet pilots. Operating huge fleets of manned adversaries is highly cost-prohibitive. For example, Air Combat Command shortlisted seven companies for a combined total of $6.4 billion of potential aggressor contract work in 2019; details of the first five bases to receive this support were revealed last year, as The War Zone reported at the time. Other solutions, including augmented reality, are being looked at to solve this problem, as well. You can read more about this issue in this past exclusive of ours. “I think, at a minimum, attritables ought to take on the adversary air mission as the first objective,” Roper said. “We pay a lot of money to have people and planes to train against that do not go into conflict with us. We can offload the adversary air mission to an artificially intelligent system that can learn and get better as it's doing its mission.” Roper's specific mention here of attritable drones is interesting and could perhaps hint that the manned aircraft they would battle with might, at least on some occasions, also shoot them down. If that were to become a reality, it would provide pilots with a highly realistic element to their training that would potentially be far more valuable than the relatively “canned” type of live-fire gunnery or missile firing that they are exposed to today. The Air Force Research Laboratory (AFRL) is already in the midst of an effort, separate from Skyborg, to develop an autonomous unmanned aircraft that uses AI-driven systems with the goal of having it duel with a human pilot in an actual fighter jet by 2024. Roper also clearly sees the use of drones equipped with the Skyborg suite of systems as a potential way to bring down the cost of the entire red air training enterprise, reducing the requirement to procure more expensive manned aircraft and teach the instructors required to fly them. Beyond cost-saving, however, there is still a demand for higher-end red air capabilities, especially stealthy ones, that contractors can't really provide. This is one of the reasons why early-model F-35s have been chosen to equip a future aggressor squadron. While this will go some way to meeting the demand for advanced threat simulation, it is likely to be a limited and costly fleet. Stealthy, but attritable drones, such as the XQ-58 Valkyrie, would certainly be a possibility for adding additional capacity here at a lower cost. As well as training the human elements, introducing Skyborg-enabled drones into large-force exercises would also help train them, enhancing their own AI algorithms, and building up their capabilities before going into battle for real. Essentially, algorithms need to be tested repeatedly to make sure they are functioning as intended, as well as for the system itself to build up a library of sorts of known responses to inputs. Furthermore, “training” Skyborg-equipped drones in this way in red air engagements inherently points to training them for real air-to-air combat. Air-to-air combat isn't the only frontline role the Air Force is eying for drones carrying the Skyborg suite. “I think there are low-end missions that can be done against violent extremists that should be explored,” Roper said. This opens up the possibility that lower-cost unmanned aircraft using AI-driven systems could help the Air Force finally adopt a light attack platform after more than a decade of abortive efforts in this regard. Despite initial plans to buy hundreds of aircraft, the service dramatically scaled back its most recent attempt, known as the Light Attack Aircraft program, in 2019. U.S. Special Operations Command (SOCOM) subsequently tried to revive the project, but Congress blocked that effort in its annual defense policy bill, or National Defense Authorization Act (NDAA), for the 2021 Fiscal Year. So, there remains a requirement for a light attack platform that could potentially be filled by an advanced unmanned alternative. In the meantime, the Air Force had also attempted to cease buying MQ-9 Reaper drones, which currently undertake many of these types of lower-end combat missions, but this was ultimately blocked by Congress, too. Still, close air support (CAS) is a mission that still benefits hugely from a human in the cockpit. As such, the exact capability set of a semi-autonomous drone, in this regard, may be limited. One could imagine giving the targeting control directly to those the drone is tasked with supporting on the ground though. This could compress the kill-chain and help with providing CAS in contested environments where a stealthy and attritable airframe may be overtly beneficial. Just such a concept was floated by the then Air Force Chief of Staff General Mark Welsh, who described it as “a flying Coke machine.” You can read all about that in this past article of ours. Roper had also indicated in his interview that perhaps the cost-savings from using drones in the adversary role might free up funds to otherwise address the light attack issue, as well as other needs the Air Force might have. Replacing “adversary air [with attritable unmanned aircraft] would save us money up front,” Roper explained. With regards to manned tactical aircraft, Roper also revealed in the interview that the Air Force is looking at new purchases of F-16s. “As you look at the new F-16 production line in South Carolina, that system has some wonderful upgraded capabilities that are worth thinking about as part of our capacity solution,” he said. Roper was almost certainly referring to the latest Block 70/72 variants of the F-16C/D that Lockheed Martin has been successfully selling on the export market in recent years. The company also offers an upgrade package to bring existing Vipers up to a similar configuration, known as the F-16V. In September 2020, the defense giant announced plans to standardize its F-16 offerings around a base model derived from the Block 70/72 configuration, which you can read about more in this past War Zone piece. New Vipers based on this standardized model are what the Air Force would likely be looking to buy in Fiscal Year 2023 or beyond. The latest Block 70/72 jets are already highly capable, featuring sophisticated avionics, mission systems, active electronically scanned array radar, extended range, and a digital electronic warfare suite. In the meantime, the Air Force is working hard to wring the most out of existing F-16 inventory, updating many with the Scalable Agile Beam Radar (SABR) and the new electronic warfare package from the Block 70/72.
