L3Harris and Collins split $203M order for Army radios

The U.S. Army is ordering second-generation manpack radios from L3Harris Technologies and Collins Aerospace worth $203.2 million, ahead of a forthcoming operational test that will inform a full-rate production decision next fiscal year.
The Army said April 29 it awarded a negotiated bilateral firm-fixed-price delivery orders to Collins, of Iowa, and L3Harris, of New York, for a total of 3,440 (1,720 each) radios and ancillaries. Delivery, which is part of its third low-rate production order, are to begin in the first quarter of fiscal 2021.
The radios are a key element to what the service calls the integrated tactical network, the concept behind the Army's modernized battlefield network which will incrementally add capabilities units every two years beginning in 2021.
The orders will support the ITN and tactical satellite modernization efforts, as well as security force assistance brigades and future deployments, according to the Program Executive Office Command, Control, Communications-Tactical (PEO C3T).
L3Harris announced it received a $95 million low-rate initial production order for AN/PRC-158 multi-channel radios, while Collins said it received an order for its AN/PRC-162 ground radios, worth the remaining value of the award―about $108 million. Both fall under the five-year HMS (Handheld, Manpack & Small Form-Fit) indefinite delivery/indefinite quantity contract, which has a $12.7 billion ceiling and a five-year extension option for the Army.

Italy signals slowdown on F-35 orders
By: Tom Kington ROME — Italy will stretch out the order of F-35 fighter jets, buying six or seven of the aircraft in the next five years instead of the previously planned 10 jets, a government source told Defense News. The decision follows a review of the program by Italy's populist government, which took office in June and is mulling defense spending cuts to pay for social welfare programs and cover tax cuts. The source said the plan did not envisage a reduction in orders, merely a slowdown of intake, which would leave the decision of the total F-35 purchase to a future government. Previous governments planned to buy 60 F-35As and 30 F-35Bs for a total of 90 aircraft. The new government will focus on spending plans over its five-year mandate and not beyond, the source said, adding that discussions are underway with the U.S. about the change in schedule. The decision on the slowdown keeps with Italian policy on the F-35 set out by Defence Minister Elisabetta Trenta after she took office in June. “What I would like to do is lighten the load, since we have other spending commitments in Europe. We will try to stretch out deliveries instead of cutting the order, which would reduce offsets and mean penalties,” she told Defense News at the time. Italy has taken delivery of 10 F-35As and one F-35B. Two of the "A" models as well as the "B" model are being used for training in the U.S., while eight "A" models are now based at the Italian Air Force's base in Amendola, southern Italy. Trenta was tapped for office by the Five Star party, one of two political parties in Italy's current coalition government. Five Star politicians took a hostile line toward the F-35 program before taking office, at one point promising to scrap it. However, a defense spending document released last month suggests the government will maintain spending on the program in the next two years, with €766 million (U.S. $874 million) due to be spent in 2019 and €783 million in 2020. Those figures should be treated as provisional until the overall budget is signed in Parliament in the coming weeks. Five Star politicians have also shown hostility toward another U.S. defense program — the ground station planned in Sicily to support the Mobile User Objective System, or MUOS, network, a U.S. Navy-run satellite network providing voice and data communications to U.S. military personnel and platforms around the world, even when they are under thick forest canopies. Lockheed Martin-Led Team Begins Construction On Navy's Littoral Combat Ship, The Future USS Nantucket
MARINETTE, Wis., Oct. 9, 2019 /PRNewswire/ -- Lockheed Martin (NYSE: LMT) and Fincantieri Marinette Marine marked the beginning of construction on Littoral Combat Ship (LCS) 27, the future USS Nantucket, with a ceremony in Marinette. As part of a ship-building tradition dating back centuries, a shipyard worker welded the initials of Polly Spencer, USS Nantucket ship sponsor and wife of U.S. Secretary of the Navy Richard Spencer, into the ship's keel plate. This plate will be affixed to the ship and travel with Nantucket throughout its commissioned life. "The USS Nantucket will confront many complex challenges," said Richard V. "It will confront humanitarian relief all the way to great power competition, drawing on the strength of every weld, every rivet applied by the great people here." Unique among combat ships, the focused-mission LCS is designed to support mine countermeasures, anti-submarine and surface warfare missions today and is easily adapted to serve future and evolving missions tomorrow. The Freedom-variant LCS is: Flexible — Forty percent of the hull is easily reconfigurable, able to integrate Longbow Hellfire Missiles, 30 mm guns, and manned and unmanned vehicles designed to meet today's and tomorrow's missions.
