    United Technologies awarded $762.5M for Air Force, Marine Corps F-35 engines

    ByChristen McCurdy Nov. 22 (UPI) -- United Technologies has received a $762.5 million contract modification to deliver F135 propulsion systems for the Air Force and Marine Corps. The new deal, announced Thursday by the Department of Defense, funds Lot 14 production and delivery of 48 F135-PW-100 propulsion systems for the Air Force and 10 F135-PW-600 propulsion systems for the Marine Corps. The Pratt & Whitney F135 is a turbofan engine for the Lockheed Martin F-35 Lightning II, fifth generation single-engine stealth fighters used the Air Force, Marines and Navy plan to replace much of their fleets with in future years. In October, Lockheed finalized a $34 billion deal with the Pentagon to deliver 478 F-35 fighter planes in production Lots 12, 13 and 14 at a cost below $80 million each. It's the largest contract in military history, and the lowest per-plane cost for the F-35 series yet. That deal came after pressure from the Pentagon to lower the per-plane cost of the aircraft, which has also faced scrutiny for production and safety issues. The new contract funds production of 48 F135-PW-100 engines for the US Air Force. The F135-PW-100 powers the Air Force's F-35A aircraft. Per the October deal, the Pentagon's expected cost per plane for the F-35A in Lot 14 in $77.9 million. The deal also funds 10 F135-PW-600 engines for the Marine Corps' F-35B. Lot 14 production F-35Bs are projected to cost $101.3 million per plane. The Pentagon has obligated fiscal 2020 aircraft procurement funds in the amount of $762 million -- it covers $521.5 million in purchases for the Air Force and $240.9 in Marine Corps.     By: Nigel Pittaway MELBOURNE, Australia – Australian defense leaders this week denied claims that their department was urged to consider alternatives to the navy's plans of buying 12 large conventionally-powered submarines from France's Naval Group. The claims, reported by local news media in the wake of an Australian National Audit Office (ANAO) report about the program earlier this week, suggested negotiations with Naval Group were at such a poor state the Commonwealth-appointed Naval Shipbuilding Advisory Board had earlier recommended drawing up contingency plans. However, in a statement released Wednesday by Secretary of Defence Greg Moriarty, Chief of Defence Force Gen. Angus Campbell, Chief of Navy Vice Admiral Mike Noonan and Deputy Secretary Naval Shipbuilding, Tony Dalton, denied the claims. “Contrary to media interpretations of ANAO's latest report on the Future Submarine Program, Defence was not advised to ‘walk away' from Naval Group by the Naval Shipbuilding Advisory Board,” the statement read. “In line with best practice and following the advice of the Advisory Board, Defence has continued to assess all of the risks that attend this highly complex program. At each stage, we are adopting relevant risk mitigation strategies. The ANAO acknowledges that Defence has taken steps to manage risks.” The 12 Attack-class submarines are being acquired under Australia's Sea 1000 (Future Submarine) program to replace six existing Collins-class boats which, without a major service life extension program, will need to be retired by 2036. The design is based on the French Barracuda-class nuclear attack boat, and the program is valued at either $34.5 billion (50 billion Australian dollars), or $55.2 billion (AUD 80 billion), depending on accounting practices. Either way, it is Australia's largest-ever defense acquisition program. The ANAO report, titled “Transition to Design,” found that the design phase of the program is already nine months behind schedule and two important milestones had been missed. It said Defence “could not demonstrate” its expenditure of $396 million (US $273 million) on the design to date has been fully effective in achieving the two milestones to date. The Defence Department has spent 47 percent of all program expenditure thus far on design work and, despite the risk mitigation strategies, it continues to describe program risk as “high”. “While the first scheduled major milestone under the Submarine Design Contract was reached five weeks later than planned, Defence and Naval Group are working towards the recovery of this delay by the next contracted major milestone in January 2021. Importantly, the delivery of the Attack-class submarine has not been delayed,” the statement continued. “Acknowledging the scale of this program, we remain confident that our work on the Attack-class program with Naval Group and Lockheed Martin Australia (as the Combat Systems Integrator) is progressing thoroughly and will result in the delivery of a regionally-superior submarine from the early 2030s, establishing a truly sovereign capability as we maximize the involvement of Australian industry.” The Sea 1000 program timeline calls for delivery of the first Attack-class boat in 2032 with service entry around 2034. https://www.defensenews.com/2020/01/17/australian-defense-leaders-defend-submarine-buy-with-frances-naval-group

    Japanese acquisition officials reveal next steps in search for advanced fighter jet

    By: Mike Yeo TOKYO — Japan is pushing ahead with research and development into advanced fighter jet technology, despite uncertainty over its acquisition strategy for a next-generation fighter and questions about the degree to which Japanese industry will be involved in the program. These technologies include a new fighter engine, thrust vectoring control, stealth shaping for low observability as well as the weapons carriage and release mechanism for internal weapons bays, according to representatives from Japan's Acquisition, Technical and Logistics Agency, or ATLA, who spoke at the Japan International Aerospace Exhibition in Tokyo, which ended Nov. 30. Several of these technologies were fitted on the Mitsubishi X-2, a technology demonstrator built by the Japanese and used to test and validate several of these features. Since then Japan has continued development work on the 15-ton thrust XF-9 afterburning turbofan. That turbofan displayed an improvement up to 70 percent during the time it took to spool up to full thrust from idle, when compared to the earlier XF-5 used by the X-2, said Lt. Gen. Hiroaki Uchimura, director general of aerial systems at ATLA. Japan is also working on an advanced active electronically scanned array radar, as well as manufacturing techniques to reduce or eliminate the need for fasteners in aircraft structures. Neither feature found its way to the X-2, but work continues on both fronts, with the radar having been tested in the laboratory and slated for flight tests onboard a Mitsubishi F-2 fighter jet test bed. The continuing R&D effort is reflected in the budget requests the Ministry of Defense made for next fiscal year, which begins in April 2019. This includes $194.6 million for research into fighter “mission system integration studies and manned-unmanned aircraft teaming technology,” and is on top of the $1.7 billion Japan has invested in fighter research since 2009. That first figure is also more than 10 times the amount spent on R&D for Japan's Mitsubishi F-2 fighter, according to Uchimura. Japan's next-generation fighter will replace the F-2 around the mid-2030s, and both Uchimura and ATLA Commissioner Nobuaki Miyama, who spoke at different conference sessions at the aerospace exhibition, touched on five critical attributes for Japan's next fighter program. These include its ability to secure air superiority over potential adversaries; the ease of upgrading as new technologies emerge; the latitude to domestically perform upgrades and sustainment without requiring overseas approval; the level of involvement of local industries in performing those upgrades and sustainment; and the need for the fighter and program as a whole to have a “realistic and feasible” cost. Japan is currently studying several different procurement strategies for its next-generation fighter, including a wholly domestically developed and manufactured design, an international collaboration, or what it calls a “spinoff” development of an existing design. Japan and the United Kingdom have agreed to exchange information with each other for their respective fighter programs.
