Burgess ARLINGTON, Va. — The secretary of the Navy is bullish on the future Constellation-class guided-missile frigate (FFG) and said it may be a possible candidate for sale to the nation's allied and partner navies. In an Oct. 28 webinar discussion with retired Rear Adm. Frank Thorp IV, president and CEO of the Navy Memorial in Washington, D.C., Navy Secretary Kenneth J. Braithwaite sees the potential for service in many nations' navies for the FFG, liking the potential of sales to the large number of customers for the F-35 Joint Strike Fighter. “Why can't we create a Joint Strike Frigate?” Braithwaite mused. “Why can't we take that same platform and offer it to our allies and partners around the world? After all, it is an amalgamation of an Italian-U.S. joint effort to build that ship in a U.S. shipyard. It's already got an international footprint.” Thorp pointed out a comment Oct. 26 from National Security Adviser Robert O'Brien at the Marinette Marine shipyard in Wisconsin, where the Constellation, will be built, that building two frigates would not be enough. “We're going to need two, three, four frigates built a year to get to the numbers of where we want to be,” O'Brien told employees during a visit to the shipyard, reported Paul McCleary in the Breaking Defense website. “This yard has the capability to build two or three of them itself.” “It's great to have that kind of support in the White House and I'd love to see us build [more],” Braithwaite said. “I'm a huge fan of that ship. It is an incredibly capable vessel. ... I spent a lot of time picking the name for that ship to make it fit into the culture piece of who we are and what we are as the United States Navy.     Congress wants five-year budget plan for European defense fund

    By: Jen Judson WASHINGTON — Congress wants the Pentagon to produce a five-year plan for the European Deterrence Initiative fund, much like what is required each year when the Defense Department rolls out its base budget request. In the fiscal 2020 defense policy bill's conference report released Dec. 9, Congress gives the Pentagon a tight deadline to produce a future years plan for the EDI account for FY20 — no later than the end of the year — that covers “not fewer than the four succeeding fiscal years.” Congress wants the defense secretary and the head of U.S. European Command to submit to congressional defense committees subsequent future five-year plans beginning in FY21 at the same time as budget requests are submitted. The EDI account — initially called the European Reassurance Initiative — was created to help Eastern European allies deter Russia from further incursion into Europe following its annexation of Crimea from Ukraine and continued military activity in the region. The U.S. Army's presence at the time of the annexation had dwindled from roughly 200,000 troops in Europe in the 1980s to around 33,000 in 2015. The Army had only two permanently stationed brigade combat teams, had closed more than 100 sites since 2006, and was concentrated in Italy and Germany rather than along NATO's eastern flank. The plans should contain a description of the “intended force structure and posture” of the assigned forces in Europe for the last fiscal year as well as “the manner in which such force structure and posture support the implementation of the National Defense Strategy,” according to the bill's report. The plan should also detail infrastructure and military construction investments and the assessment of resources including cost estimates for each project needed to achieve requirements such as increased presence, exercises, training, enhanced pre-positioning of stocks and building partnership capacity, the bill noted. The Pentagon should also include a timeline to achieve force posture and capabilities to include permanent posture requirements as well as a detailed account of what has changed from the previous year, according to the bill. Additionally, the Defense Department is required to submit a report no later than the end of November 2020 and each year after summarizing in detail funds obligated for EDI for the past fiscal year, as well as a comparison of funds requested for the following fiscal year. Under the bill, the Pentagon must also provide an interim briefing no later than the end of March 2021 and each year after covering the status of all matters to be included in the future years plans and reports on EDI. Funding for EDI has continued to grow since its inception almost five years ago. In FY19, the Pentagon requested $6.5 billion, up from $4.8 billion in FY18 and $3.4 billion in FY17. Only in FY20 did the funding come down, when the Pentagon cut the account by 10 percent.     Seapower Staff EAST HARTFORD, Conn. — Pratt & Whitney, a division of Raytheon Technologies Corp., has been awarded a $1.5M contract to conduct an F135 modernization study and operational assessment by the F-35 Joint Program Office to determine specific propulsion system growth requirements for Block 4.2 F-35 aircraft and beyond, the company said in an Oct. 20 release. The study is expected to conclude in March 2021. “This award is a significant milestone for the program and the warfighter, as we look to ensure the F135 propulsion system continues to provide the foundation for all air vehicle capability requirements over the full lifecycle of the F-35,” said Matthew Bromberg, president, Pratt & Whitney Military Engines. “As we look to the future, growth in aircraft capability must be met with matched propulsion modernization. Fortunately, the F135 has ample design margin to support agile and affordable upgrades that will enable all F-35 operators to keep pace with evolving threat environments.” Under this award, Pratt & Whitney will assess F135 engine enhancements required to support future F-35 weapon system capability requirements across all F-35 variants beginning with Block 4.2 aircraft. The scope of the assessment focuses on enhancements addressing improvements to up and away thrust, powered lift thrust, power and thermal management capacity, and fuel burn reduction. Designed with the knowledge that operational environments will evolve and threats will advance, the F135 is postured to meet future F-35 capability requirements. Its modular design and advanced digital architecture allow for the agile development and spiral insertion of both hardware and software upgrades. As part of the study, Pratt & Whitney's GATORWORKS organization will complete the conceptual design and analysis of multiple F135 Engine Enhancement Package (EEP) growth options with phased insertion plans. Leveraging significant U.S. Government and Pratt & Whitney investment in next generation adaptive propulsion technologies, Pratt & Whitney's EEP approach offers low risk, variant-common upgrade options for the F135 that provide increased performance aligned with the program's continuous capability development and delivery strategy and serve as a critical enabler for future capability growth of the F-35 weapon system.
