Israeli firm sells over 150 drones to European country

JERUSALEM — Bluebird Aero Systems has sold more than 150 vertical-takeoff-and-landing drones to an unnamed European country in a deal worth “tens of millions of euros,” the Israeli company announced Tuesday.

The company, which makes WanderB and ThunderB tactical VTOL drones, said the customer will incorporate the two UAV types into infantry, armored, artillery and special forces units.

The commander of the ground forces of the unnamed country provided a statement via Bluebird that said the government was impressed with the VTOL solution, as it will enable “high operational flexibility and provide invaluable real-time intelligence and situational awareness.”

The VTOL design has been tested in harsh environments and proved reliable. The recently sold drones are expected to be deployed to enhance the capabilities of units adjusting to modern fighting methods, providing “advanced and reliable intelligence, surveillance, target acquisition and reconnaissance capabilities to address the modern battlefield's challenges,” the commander said.

The head of the country's special forces brigade command agreed with the ground forces commander that the long range and endurance of the man-packable and tactical UAVs will aid in rapid deployment with small units. The special forces leader added that the UAV is a fit for day and night use.

Bluebird's unmanned aircraft systems have been operational with the Israel Defense Forces since 2002 and in other countries since 2006, where they have logged a total of 52,000 sorties.

According to the recent edition of the Drone Databook at Bard College's Center for the Study of the Drone, Bluebird UAVs are also used by India, Chile and Ethiopia. These countries use the 9.5-kilogram SpyLite, which has a range of 50 kilometers. In contrast the ThunderB, which was sold in this contract, weighs 32 kilograms and has a range of 150 kilometers. It can also carry a small cargo under each wing, which Bluebird says can be used to drop “essential material” with an accurate ballistic trajectory. The WanderB is man-packable at 13 kilograms and a 50-kilometer range. It can be used to relay real-time surveillance using electro-optical/infrared payloads. Bluebird says the ThunderB is ideal for long, covert intelligence, surveillance, target acquisition and reconnaissance missions.

The Greek police have reportedly used SpyLite and ThunderB since 2014. And the WanderB has previously been offered to Spain.

Bluebird is confident the latest deal will lead to additional European contracts. This deal adds to an overall trend of growth for Israeli companies in Europe as well as the expansion of the small and mini-UAV market. Israel's Elbit Systems sold more than 1,000 mini-drones in a $153 million deal last year to a southeast Asian country. More countries are seeking these smaller UAS solutions for tactical or special forces units in the field, including pairing drones with armored vehicles. This is especially the case as technology advances and units seek to modernize and network together fleets of drones.

    By: Sebastian Sprenger COLOGNE, Germany — The German government is facilitating talks between major naval shipbuilders in an effort to set up a national conglomerate rivaling industry champions like Naval Group in France and Fincantieri in Italy, according to a local media report. Negotiations to that effect have been ongoing behind closed doors since the beginning of 2020 between ThyssenKrupp Marine Systems, German Naval Yards Kiel, and Lürssen, broadcaster NDR reported Thursday. Top executives from the companies confirmed the developments on Twitter, though without elaborating on the status of the negotiations. News of the consolidation plan comes in the wake of German Naval Yards Kiel and TKMS losing a multibillion-dollar contract for new Germany Navy frigate-type ship, dubbed MKS 180. Dutch bidder Damen won the competition in January. The Dutch company has teamed with Lürssen for the program, vowing to do most of the construction work in Germany. Still, the MKS 180 award angered industry lobbying groups in Germany, who argue that the country's good-faith effort to carry out a European Union mandate for bloc-wide competition in major public programs backfired. Other European countries tend to keep such defense-related work within their own industrial ecosystems, the argument goes. “The need for a German consolidation in naval shipbuilding has been repeatedly emphasized by us and our owner, Privinvest, during the past few years,” German Naval Yards Kiel CEO Jörg Herwig was quoted as saying in a statement. “Only a strong German player will be able to remain globally competitive and strengthen the German technology sector.” Privinvest is owned by French-Lebanese businessman Iskandar Safa. A request for a statement from the German Ministry for Economic Affairs and Energy was not immediately returned on Thursday. The idea of a unified German naval industry cluster runs counter to the narrative that the European defense market should focus less on national retrenchment and instead bank more on efficiencies through cross-continental mergers. “I think we have to be honest with ourselves and admit that European defense acquisition will be mostly national, and maybe binational or trinational,” said Sebastian Bruns, a naval analyst with the University of Kiel in northern Germany. Bruns said Lürssen's role in the consolidation talks will be interesting to watch because the company has its foot in the door of the MKS 180 program — through Damen — and at the same time would benefit from a German industry conglomerate with the Navy as a guaranteed customer. All the while, German Naval Yards Kiel has begun the legal process of challenging the Defence Ministry's pick of Damen for the business. Letting the litigation play out in the courts is all but certain to cause a delay in the eventual delivery of the vessels to the sea service.     As Era Of Laser Weapons Dawns, Tech Challenges Remain

    Steve Trimble As the U.S. Air Force comes within weeks of the first operational laser weapons, the Defense Department is hatching new concepts to address the power and thermal management limits of the state-of-the-art in the directed energy field. In a largely secret dress rehearsal staged last week at Fort Sill, Oklahoma, the Air Force performed another round of tests of the deploying Raytheon High Energy Laser Weapon System (HEL-WS), as well as other directed energy options, such as the Air Force Research Laboratory's Tactical High Power Microwave Operational Responder (THOR), says Kelly Hammett, director of AFRL's Directed Energy Directorate. “All I can say is there were multiple systems. From my reading of the reports, it looked like a very successful exercise,” says Hammett, who addressed the Association of Old Crows annual symposium Oct. 29. The Fort Sill experiment was intended to put the weapons through their paces in a realistic operational environment. AFRL's Strategic Development, Planning and Experimentation (SDPE, which, despite its spelling, is pronounced “Speedy”) office called on the HEL-WS and THOR to engage swarms of small unmanned aircraft systems (UAS). The experiments also demonstrated new diagnostic tools, allowing AFRL testers to understand the atmosphere's effect on energy propagation in real time. SDPE awarded Raytheon a contract in August to deliver a “handful” of systems to the Air Force for a one-year deployment scheduled to conclude in November 2020. The HEL-WS will be used to defend Air Force bases from attacks by swarming, small UAS and cruise missiles, Hammett says. The Air Force is not releasing the location of the deployed sites for the HEL-WS. AFRL also is grooming THOR for an operational debut. Instead of blasting a UAS with a high-energy optical beam, THOR sends powerful pulses of radio frequency energy at a target to disable its electronics. Hammett describes THOR as a second-generation directed energy weapon. It is designed to be rugged for operational duty and compact enough to be transported inside a single container loaded into a Lockheed Martin C-130. Upon unloading from the aircraft, THOR can be activated within a couple hours, or broken down and moved within the same period, he says. Despite decades of basic research on directed energy systems, such operational capabilities have evolved fairly rapidly. The Air Force finally consolidated its strategy for developing directed energy weapons in the 2017 flight plan, Hemmett said. The document narrowed a once-fragmented research organization that attempted to address too many missions. “Directed energy zealots like myself have been blamed, rightly so, of saying directed energy can do almost anything you want it to do. And we pursued multiple applications to the effect that we were diffusing some of our efforts,” he says. The 2017 flight plan selected three initial use cases: Air base defense, precision strike and self-protect. The HEL-WS and THOR are addressing the first mission. The Joint Navy-Air Force High Power Electromagnetic Non-Kinetic Strike (Hijenks) program is developing a missile to address the precision strike requirement, as a follow-on to the Counter-electronics High Power Microwave Advanced Missile Project (Champ) that concluded five years ago. In the long-term, AFRL also plans to demonstrate the Self-Protect High Energy Laser Demonstrator (Shield), a podded defensive weapon for aircraft. Although such technology has come far, researchers are still grappling with fundamental issues to make them practical. Namely, the power generation and thermal management requirement for high-energy lasers and high-power microwaves remains a challenge. “If you're willing to have very limited duty-cycle, very limited magazine, the power and thermal management aren't very challenging,” Hemmett says. “Of course, that's not what we want from directed energy weapons. We want deep magazines. We want to be able to handle wave attacks as favorably or more favorably that kinetic weapons.” The “rule of thumb” for a high-energy laser is an efficiency of about one-third, meaning a 300-kW generator is necessary to create a 100-kW laser beam, resulting in 200 kW of waste heat that must be dealt with in some way, says Frank Peterkin, a senior technologist on directed energy for the U.S. Navy who spoke at the same event. On Navy ships, that puts the laser in competition with the electronic warfare and radar subsystems for power and thermal management loads, he adds. “The challenge for the directed energy community is we don't really own the solution,” Peterkin says. “It does need to be a more holistic solution for the Navy. We are a customer, but we're not driving the solution, per se.” Although directed energy researchers cannot design the power grids for bases, ships and aircraft, they can help the requirement in other ways, says Lawrence Grimes, director of the Directed Energy Joint Transition Office within the Defense, Research and Engineering directorate of the Office of the Secretary of Defense. The development of special amplifier diodes for fiber optic lasers are breaking the “rule of thumb” for high-energy systems, Grimes says. “They actually operate at higher temperatures and higher efficiency, so they can reduce the requirement necessary for the prime power and thermal management, and we're not throwing away 200 kW.” Other Defense Department organizations are pursuing more ambitious options. The Strategic Capabilities Office is selecting suppliers to demonstrate small, 10 MW-size nuclear reactors, as a power generation option for directed energy weapons at austere forward operating bases. Meanwhile, AFRL also is considering space-based power generation. Under the Space Solar Power Incremental Demonstrations and Research program, AFRL will investigate using high-efficiency solar cells on a spacecraft to absorb the solar energy. The spacecraft then would convert the solar energy into a radio frequency transmission and beam it to a base to supply energy. AFRL has awarded Northrop Grumman a $100 million contract to begin developing the technology. If those seem like long-term options, the Air Force is not immediately concerned.     Adds Two Airplanes, One Squadron The Navy's C-40 fleet has undergone some major changes in the last few months - adding two airplanes, one squadron and completing its current planned aircraft procurements. The Tactical Airlift Program Office (PMA-207) took delivery of the Navy's 16th aircraft in June and 17th aircraft on September 26. The Navy's latest C-40A aircraft will be assigned to U.S. Naval Reserve Fleet Logistics Support Squadron (VR) 57. These last two deliveries have allowed the C-40 fleet to realign and expand its horizons. "The C-40 plays an important role in the Navy Unique Fleet Essential Airlift (NUFEA) fleet," said CAPT Steve Nassau, PMA-207 Program Manager. “These extremely flexible logistics support aircraft are an integral part of every type of maritime mission, from humanitarian assistance to long-range, high priority deliveries.” The sixth Navy C-40 squadron was established last month. VR-51, nicknamed the Windjammers, deploying from Kaneohe Bay, Hawaii, received two C-40 aircraft from the fleet. The squadron will be fully operational in October, following receipt of its “Safe for Flight” certification. “The Safe for Flight certification is an entire program overview in which the government ensures that all contractor, air crew, and government operating procedures are in place and functioning correctly,” said Darwin Lazo, PMA-207 Medium Lift DAPML. “It is the final certification for a new squadron.” VR-51 will soon begin entering the VR deployment rotation. “There is always a C-40 deployed to US Central Command (CENTCOM), US European Command (EUCOM) and US Pacific Command (PACOM) to meet mission requirements,” said Donna Elliott, PMA-207 Medium Lift IPTL. Over the past year, the C-40 fleet logged 24,374 hours of flight time, completed 1,555 missions, transported 95,746 passengers and 20,012,934 tons of cargo. In doing so, the aircraft has maintained a 90% readiness rating and has played a vital role in providing military transport not available with contract or commercial carriers.
