  Lockheed Martin And Canadian UAVs To Improve Unmanned Beyond Visual Line Of Sight Operations

  Calgary, Alberta, December 17, 2019 – The ability to fly unmanned aerial vehicles (UAVs) beyond the visual line of sight (BVLOS) significantly improves their effectiveness and potential. The increased range of BVLOS operations requires real-time airspace situational awareness for the UAV pilot and support crew to ensure safe, repeatable operations. Canadian UAVs and Lockheed Martin Canada CDL Systems have signed a memorandum of understanding to provide an unmanned traffic management solution to meet this challenge. This solution will build a complete airspace picture necessary to conduct unmanned operations beyond visual line of sight in Canada and beyond. “A complete airspace picture is an absolutely necessity to conduct unmanned flights beyond visual line of sight,” said Dustin Engen, Lockheed Martin Canada CDL Systems Business Development Manager. “When combined, Canadian UAV's Sparrowhawk radar and our VCSi product will offer all users this complete picture and provide the necessary situational awareness for BVLOS flights in Canada and abroad.” Lockheed Martin Canada CDL Systems will provide integration support for the vehicle control station software called VCSi, a universal Ground Control System based on more than 1.5 million flight hours in military and commercial flight operations. Canadian UAVs will integrate their low-cost, ground-based radar, Sparrowhawk, into VCSi to provide users with a complete airspace picture of manned and unmanned aviation tracking with collision avoidance. Sparrowhawk has been instrumental in Canadian UAVs' first permitted BVLOS flights outside of restricted airspace in Canadian history. The company will also develop hardware and artificial intelligence software as part of Project Skysensus, a five-year investment from Canada's Industrial and Technological Benefit (ITB) Policy. “With Canadian UAVs' advanced market position in BVLOS operations, we are seeing a lot of gaps in what the general market offers to solve fundamental technological issues in unmanned aviation,” said Sean Greenwood, President of Canadian UAVs. “As a result, we developed a technology roadmap that invests in a comprehensive toolset to increase flight safety and repeatability as these operations increase in volume and airspace complexity.   Canadian Forces says submarines can operate until mid-2020s - but still no details on how fleet will be upgraded

  DAVID PUGLIESE, OTTAWA CITIZEN The Victoria-class submarines were expected to reach the end of their operational lives starting in 2022, according to documents obtained under the Access to Information law. That could have been a major problem for the federal government as it is looking at planning a modernization program for the on-board systems on the class, starting in 2023 or 2024. If the subs were to reach the end of their operational lives starting a year earlier, how would that have worked? Defence Watch asked that question and has been informed that things have now changed. Department of National Defence spokesman Daniel Le Bouthillier said that the Victoria-class start to reach the end of their operational life in the mid-2020s. That later date was determined after DND officials did a more extensive examination of the submarine fleet life. But there are still no details on what needs to be done to extend the life of the subs, how much that will cost, or when that will be done. “The Victoria-class Modernization (VCM) Program is currently in the Options Analysis stage, where the preferred modernization option is being selected,” Le Bouthillier noted. “Details of specific capabilities and milestones will be determined as the program evolves.” Last year Defence Minister Harjit Sajjan praised the capability submarines provide Canada. “No other platform in the Canadian Armed Forces can do what a submarine can do,” Sajjan said. “No other platform has the stealth, the intelligence-gathering, surveillance and reconnaissance capability and the deterrence to potential adversaries that a sub does.” But the Liberals have rejected a Commons defence committee recommendation that the Victoria-class subs, bought used in 1998 from the United Kingdom, be replaced with submarines capable of under-ice capabilities. “The government has also committed to modernizing the four Victoria-class submarines to include weapons and sensor upgrades that will enhance the ability of the submarines to conduct Intelligence, Surveillance and Reconnaissance (ISR) and deliver necessary improvements of platform and combat systems to extend operational capability to the mid-2030's,” the government response to the committee noted. https://ottawacitizen.com/news/national/defence-watch/canadian-forces-says-submarines-can-operate-until-mid-2020s-it-is-still-determining-how-to-upgrade

  Attribution d’un contrat de prolongation de la durée de vie du navire de la Garde côtière canadienne Terry Fox

Aujourd'hui, la Garde côtière canadienne (GCC) annonce l'attribution d'un contrat de prolongation de la durée de vie du navire de la Garde côtière canadienne (NGCC) Terry Fox à hauteur de 135,56 millions de dollars. Le navire sera placé en cale sèche et entamera une période d'entretien prolongée destinée à augmenter sa durée de vie opérationnelle. À la suite d'un processus concurrentiel ouvert, Services publics et Approvisionnement Canada, au nom de la GCC, a attribué le contrat à Heddle Shipyards, de St. Catharines, en Ontario, pour effectuer les travaux de prolongation de la durée de vie du NGCC Terry Fox. Le contrat de prolongation de la durée de vie du navire comprend deux phases : une phase d'ingénierie et d'approvisionnement de 14 mois qui préparera le chantier naval pour la deuxième phase, et une période de travail de 18 mois, où le navire sera placé en cale sèche pour le projet de prolongation de sa durée de vie. Grand brise-glace polyvalent, le navire est capable de mener des opérations soutenues dans l'archipel arctique pendant les mois d'été, et des opérations d'escorte de déglaçage dans le golfe du Saint-Laurent et sur la côte est de Terre-Neuve en hiver. Le navire participe également à divers programmes de la GCC, notamment à des missions scientifiques dans l'Arctique. Pendant que le navire fait l'objet de travaux de prolongation de sa durée de vie de la fin de 2023 au printemps 2025, la Garde côtière canadienne réaffectera ses autres ressources maritimes, afin de s'assurer que les voies navigables du Canada continuent d'être sécuritaires pour tous les gens de la mer.
