    South Korean study finds Chinook upgrade more expensive than buying new helos

    Brian Kim SEOUL — Research on the long-awaited upgrade of Chinook helicopters flown by the South Korean military shows it would be cheaper to buy new aircraft, according to a local lawmaker. Rep. Min Hong-chul of the ruling Democratic Party revealed the result of the latest preliminary research on the Chinook upgrade during a parliamentary audit of the Defense Acquisition Program Administration on Oct. 20. The lawmaker, who sits on the National Assembly's Defense Committee, said the research concluded in September that the cost of upgrading 17 of the 43 CH-47D Chinook helicopters would be about 1.35 trillion won ($1.2 billion), which is higher than the estimated cost of 1.22 trillion won for buying new ones. The upgrade cost is partly driven by the fact that Chinook manufacturer Boeing no longer produces parts for older variants, like those owned by South Korea, so specially ordered parts could prove expensive, Min said, citing the research conducted by the Defense Agency for Technology and Quality, which is affiliated with DAPA. Furthermore, some Korean military task equipment such as the Korean Variable Message Format data link cannot be installed on the upgraded helos due to incompatibility, the research suggested. “A series of reverses and delays on decision-making have foiled key arms acquisition projects, including the Chinook upgrade,” Min said, expressing concern about an operational gap in military transport trainings and missions. South Korea operates about 50 Chinooks, with some of them in service for up to 50 years. With some parts of the older Chinook no longer being produced, the South Korean fleet's operational rate has suffered, according to the lawmaker. For instance, the Air Force's Chinook utilization rate from the first half of the year was around 40 percent. DAPA is expected to hold a meeting soon to decide whether to buy new heavy-lift helicopters rather than upgrade the existing fleet. But industry sources expect buying new helos would take more time and end up costing more, depending on the variant. “To get Block I CH-47F Chinook cargo helicopters, which have been on the shopping list of the South Korean Army, the letter of offer and acceptance should be issued by July next year at the latest, but it would be very difficult to finalize the decision-making procedures within the timeline,” said Ahn Seung-beom, a military analyst and writer with Defense Times Korea. “[If it doesn't] buy Block I, South Korea has an option to get Block II, which is to be produced for the U.S. Army first, and then it could take more time and costs to get the up-to-date, heavy-lift helicopters.” A source at Boeing told Defense News that both cost and an export license stand in the way of South Korea's CH-47F Block II purchase. “The development of the CH-47F Block II is still underway, so the price cannot be expected at this moment,” the source explained on condition of anonymity. “The U.S. Army has yet to place an order for the new cargo helicopters, so it's unclear how many aircraft would be produced.” It's also unclear if a foreign sale will receive approval, the source added. “The U.S. government strictly controls arms technology, so getting an export license for key weapons systems is a hurdle.” https://www.defensenews.com/global/asia-pacific/2020/10/27/south-korean-study-finds-chinook-upgrade-more-expensive-than-buying-new-helos/

    What do Marines want in their next drone? Everything

    By: Mark Pomerleau The Marine Corps has revamped its requirements for a large unmanned aerial system after industry leaders said an early version of the drone could cost as much as $100 million. Now, Marine leaders are following a tiered approach to the requirements as a way to manage costs and work closely with industry. The Marines are charting ahead with the Marine Air Ground Task Force (MAGTF) Unmanned Expeditionary, or MUX, group 5 UAS. The Marines have long expressed a desire for an organic drone in the Group 5 category, the largest category of military drones. The initial desired capability set for the MUX was extremely broad, mirroring a Swiss Army knife of mission sets. When first presented to industry, leaders derided the expansive mission set as too costly. “They came back and said you're talking about something that's going to be $100 million, as big as a V-22. Are you sure that's what you want?,” Lt. Gen. Robert Walsh, commanding general of the Marine Corps Combat Development Command and Deputy Commandant for Combat Development and Integration, told a small group of reporters following his appearance at the Modular Open Systems Summit in Washington May 1. “We said ‘No, that's not what we want, not something that big. We want something to fly off a ship, off an expeditionary site. What that allowed us to do through the industry involvement then was to neck down, if you look at the [request for information] we sent out for the industry day, it tiered the requirements.” The initial RFI was released March 8. With the tiered requirements approach, Walsh explained that the Marines listed four capabilities they wanted most, while others could be nice to haves or even be handled by other assets. Tier 1 capabilities include airborne early warning – which Walsh said industry wasn't heavily considering but is a capability the Marines absolutely need coming off a ship – command and control communications, digitally passing information, intelligence, surveillance and reconnaissance and electronic warfare. Additional capabilities include potential weapons armament if the drone will escort V-22s and logistics. “Amazon, FedEx, somebody else will help us with that and we'll probably buy what they're developing,” Walsh said of the logistics portion. Similarly, Col. James Frey, the director of the Marine Corps' Aviation Expeditionary Enablers branch, told USNI News that the Future Vertical Lift program might fill this void, adding that whatever is not covered by the program could be done with the CH-53K heavy-lift helicopter. Ultimately, Walsh noted that bringing industry in early will help the service refine its requirements before setting them in stone, leading to a better capability. The industry day, slated for June 6 and 7, will “bring everybody together and help us with this and have like a workshop approach to that. Coopération accrue au sein du Conseil de sécurité des Nations Unies, à l'occasion du mandat de deux ans de l'Allemagne, notamment par le « jumelage » des deux présidences du Conseil de sécurité (la France en mars et l'Allemagne en avril 2019, en 2020 soit en mai/juin soit en juin/juillet). Création de quatre instituts culturels franco-allemands intégrés (Rio, Palerme, Erbil, Bichkek) et co-localisation de cinq instituts français et allemands (Cordoba, Atlanta, Glasgow, Minsk, Ramallah). Création d'une plateforme numérique franco-allemande de contenus audiovisuels et d'information. Élargissement des programmes de mobilité, par exemple dans le cadre de l'Office franco-allemand pour la Jeunesse, notamment pour les jeunes ayant des besoins spécifiques, les stagiaires et les apprentis, et fixation d'objectifs quantifiables. Mise en place d'un Fonds citoyen commun destiné à appuyer les projets conjoints d'acteurs de la société civile, notamment les initiatives citoyennes et les jumelages de communes. Mise en place d'un comité de coopération transfrontalière chargé de définir une stratégie commune pour le choix de projets prioritaires, d'assurer le suivi des difficultés rencontrées dans les territoires frontaliers et d'émettre des propositions en vue d'y remédier. Mise en œuvre conjointe d'un projet de territoire portant sur la reconversion de la zone de proximité de la centrale nucléaire de Fessenheim dans le contexte de sa fermeture, au travers d'un parc d'activités économiques et d'innovation franco-allemand, de projets dans le domaine de la mobilité transfrontalière, de la transition énergétique et de l'innovation. Amélioration des liaisons ferroviaires transfrontalières, par exemple : Colmar-Fribourg, en reconstruisant le pont traversant le Rhin en fonction des résultats de l'étude de faisabilité en cours, mais aussi liaison entre Strasbourg et l'aéroport de Francfort, liaison Strasbourg-Palatinat, liaison entre Sarrebruck et Paris. Renforcement de la coopération bilatérale de haut niveau en matière d'énergie et de climat, notamment concernant les plans nationaux pour l'énergie et le climat. Cela doit permettre de partager des hypothèses sur l'évolution du mix électrique, d'étudier la possibilité d'instaurer un plan commun franco-allemand dans les stratégies nationales, et de créer des incitations afin de faciliter la réalisation des objectifs nationaux en matière de transition énergétique. Création d'un réseau franco-allemand de recherche et d'innovation (« centre virtuel ») pour l'intelligence artificielle, reposant sur les structures existantes des deux pays. Coopération dans le secteur spatial en suivant trois axes prioritaires : promotion d'une stratégie commune pour une Europe plus innovante au sein de la nouvelle économie spatiale ; coopération permettant d'accroître la compétitivité de l'industrie spatiale, notamment dans un cadre industriel optimisé ; consolidation de l'accès autonome de l'Europe à l'espace gr'ce à des investissements en recherche et développement, la rationalisation industrielle et la préférence accordée aux lanceurs européens. Promotion de directives au niveau international sur l'éthique des nouvelles technologies et de valeurs communes dans la sphère du numérique et la société numérique. Création d'un groupe d'experts dans le domaine social, comprenant les partenaires sociaux, sur « l'avenir du travail ».
