    Les spécialistes en armement ont jusqu'en 2020 pour produire un rapport en vue du choix du prochain avion de combat helvétique. Les cinq candidats sollicités pour le prochain avion de combat suisse ont transmis leurs offres vendredi à armasuisse. Cette étape marque le début de la phase d'analyse et d'essais. Les offres portent sur les avions suivants: Eurofighter (Airbus, Allemagne), F/A-18 Super Hornet (Boeing, États-Unis), Rafale (Dassault, France), F-35A (Lockheed-Martin, États-Unis) et Gripen E (Saab, Suède). De février à mars, les spécialistes d'armasuisse et des Forces aériennes procéderont aux essais des avions dans les simulateurs correspondants, indique vendredi le Département fédéral de la défense dans un communiqué. Ces activités auront lieu chez les candidats et se dérouleront parallèlement aux audits de support produit. Au cours de ces audits, les forces aériennes des pays de fabrication présenteront l'exploitation et la maintenance des avions ainsi que le déroulement de la formation. Ils seront suivis par l'analyse des réponses au questionnaire que les fabricants devaient remplir dans leurs offres. Essais à Payerne Parallèlement, entre avril et juillet, les avions de combat seront soumis à des essais en vol et au sol à Payerne. Pour chaque candidat, armasuisse, en coopération avec l'État-major de l'armée, les Forces aériennes, la Base logistique de l'armée et la Base d'aide au commandement, rassemblera dans des rapports spécialisés les connaissances tirées de la phase d'analyse et d'essais. Ces rapports constitueront la base de la comparaison entre les candidats qui sera réalisée au deuxième semestre 2020. Ils serviront aussi à déterminer pour chaque modèle d'avion la taille nécessaire de la flotte. Deuxième appel d'offres Sur cette base, armasuisse élaborera un deuxième appel d'offres qui sera transmis aux candidats. À partir des connaissances acquises avec la deuxième offre, armasuisse comparera les candidats entre eux et déterminera l'utilité globale pour chaque candidat. Le rapport d'évaluation mettant en parallèle cette utilité avec les coûts d'acquisition et d'utilisation pour une période de 30 ans sera alors élaboré.     Navy Awards Contract for First Vessel In Its Family of Unmanned Surface Vehicles

    By: Sam LaGrone July 14, 2020 8:48 PM • Updated: July 15, 2020 6:38 AM The Navy has awarded a contract for the first unmanned surface vessel it will design and build on its own, a key milestone for the eventual family of unmanned systems that will be a key component of the future surface fleet, according to a Monday contract announcement from the Pentagon. L3 Technologies won a $35-million contract to develop a prototype medium unmanned surface vehicle (MUSV) on Monday, which could grow to $281 million if options for eight follow-on craft are exercised, Naval Sea Systems Command announced. The contract calls for delivering the first prototype by the end of the Fiscal Year 2023, according to a release from NAVSEA. “The president's 2021 budget request for the Navy includes additional funding for a second MUSV prototype in FY23. The acquisition strategy for the FY23 vessel is to be determined, however, for flexibility, the development contract contains options for additional USVs,” read the statement. The award to L3 for MUSV is the Navy's first bite at the apple for developing a USV. DARPA contracted for two Sea Hunter vessels in what was originally the Anti-Submarine Warfare (ASW) Continuous Trail Unmanned Vessel (ACTUV) program but has since shifted its focus to be the predecessor to MUSV. A Pentagon office also contracted for two Large USVs as part of the Overlord program, and the Navy will also take those vessels and use them to shape an eventual LUSV program of its own. The Navy envisions a family of unmanned systems that will be the backbone of a future fleet of netted “attritable” platforms that will provide lower-cost options compared to manned surface combatants like the Arleigh Burke-class destroyer or the new FFG(X) frigate program. “The initial focus is on the design, fabrication, testing and support of funded MUSV prototype vehicles. Rapid prototyping efforts will inform procurement of additional MUSV units,” Navy spokesman Capt. Danny Hernandez told USNI News on Tuesday. “The Navy will continue to assess the MUSV acquisition plan and has the option to conduct new or additional competitions, if warranted.” According to a notional list of requirements reviewed by USNI News in 2019, the MUSV would “function as a sensor and communications relay as part of a family of unmanned surface systems being developed by the service. The craft will be able to carry a payload equivalent to a 40-foot shipping container, will operate on its own for at least 60 days before needing to return to port, and be capable of refueling at sea,” reported USNI News. “The craft will have to also be able to autonomously operate under the rules of the maritime road at a cruising speed of about 16 knots with a minimum range of about 4,500 nautical miles and operate via a government-provided communication relay system.” L3 served as a subcontractor for Leidos, the lead contractor for the Sea Hunter program that DARPA contracted for before passing it off to the Navy. However, the next version of the MUSV will be different from the Sea Hunter, Navy officials told USNI News this week. “The MUSV and the existing Sea Hunter vessel have differing missions and requirements. The existing Sea Hunter vessel was designed and built with the mission of anti-submarine warfare and would be capable of tracking and following submarines using a hull-mounted sonar array over long distances. The MUSV will provide and improve distributed situational awareness in maritime areas of responsibility through [intelligence, surveillance and reconnaissance] and [electronic warfare] implemented by modular payloads,” Hernandez told USNI News. While the program is under development, the current Sea Hunter has been assigned to Surface Development Squadron 1 and is set to operate with a carrier strike group in the near future. L3 Technologies Inc., Camden, New Jersey, is awarded a $34,999,948 fixed-price-incentive-firm-target contract for the detail design and fabrication of a prototype Medium Unmanned Surface Vehicle (MUSV). This contract includes options for up to eight additional MUSVs, logistics packages, engineering support, technical data, and other direct costs, which, if exercised, will bring the cumulative value of this contract to $281,435,446. Work will be performed in Morgan City, Louisiana (72.7%); Arlington, Virginia (9.8%); Jeanerette, Louisiana (8.1%); New Orleans, Louisiana (6.6%); Worthington, Ohio (1.7%); Lafayette, Louisiana (0.9 %); and Gautier, Mississippi (0.2%), and is expected to be completed by December 2022. If all options are exercised, work will continue through June 2027.     Shanahan: Super Hornet on track to meet readiness goals, but F-16s and F-22s still struggling

    By: Valerie Insinna WASHINGTON — The Super Hornet is set to meet the 80 percent mission capable rate goal by the end of the year, the Pentagon's top civilian said Wednesday, but it remains unclear whether the F-35, F-22 and F-16 will be able to meet the mark. Last fall, former Defense Secretary Jim Mattis gave the Air Force, Navy and Marine Corps until the end of fiscal year 2019 to bring their F-35s, F/A-18E/F Super Hornets, F-22 Raptors and F-16s up to an 80 percent mission capable rate — a key metric to determine the health of a flying squadron's aircraft. Of those, the “real emphasis was on the F-35 and F/A-18,” acting Defense Secretary Pat Shanahan said May 1 during a House Appropriations Committee panel, and the Super Hornet has made a “tremendous” amount of headway over the past year. “The Navy has made significant progress with the F/A-18s. I think they're on track to meet the goal in September,” he told lawmakers. However, Shanahan suggested that the F-22 and F-16 are unlikely to hit the 80 percent goal, adding that the F-22 “has struggled” and the F-16 “is a bit of a high bar” to clear. Shanahan was unclear on whether the F-35 — which is available in three different variants used by the Air Force, Marine Corp and Navy — will be able to meet the mandate this year. “The F-35s, being brand new aircraft, that [80 percent] should be the baseline where we start,” he said. “The F-35 will come home. We're going to drive that home.” The Air Force, Navy and Marine Corps didn't not provide information about the F-35's progress by press time, but the most recent statistics do not seem promising. The services have stopped publishing mission capable rate statistics last year, citing operational sensitivities, but a March report by the Government Accountability Office found that all variants of the F-35 operated at a mission capable rate of about 50 percent from a period of May to November 2018. However, Mattis' mandate specifies that only the F-35s used by operational squadrons must meet the readiness marker. Because there are only a small number of operational F-35 squadrons, and those units typically have newer and more reliable aircraft, the services may stand a better chance of getting to the 80 percent rate. Air Force spokeswoman Ann Stefanek concurred with Shanahan's assessment of the F-16 and F-22, saying that damage from Hurricane Michael to Tyndall Air Force Base's F-22s and ongoing difficulties with maintaining the F-22's low observable coating were likely to prevent the Raptor from achieving an 80 percent mission capability rate this year. However, the service is still “optimistic” that it will be able to get its F-16s over the finish line by the end of FY19, she said. Given the low availability of tactical aircraft in recent years, it would be a massive accomplishment to get any of the fighter jets to meet the 80 percent goal. In August, Navy Secretary Richard Spencer told reporters that half of the service's Super Hornet aircraft were mission capable — a huge increase from 2017 when two-thirds of the fleet were not available to fly. In 2017, the last year the Air Force put out data, F-22s held a 49 percent mission capable rate and the F-16 hovered around 65 to 70 percent, depending on the model.
