COLOGNE, Germany — An agreement by two German shipyards to merge has dislodged a major legal roadblock in the multibillion-dollar program to build the Navy's MKS 180 large frigate-type warships.
The Defence Ministry's confirmation on Friday that German Naval Yards Kiel had dropped its protest against Dutch shipbuilder Damen, who was announced as the winner of the contract in January, was the final building block in a turbulent week for the European naval industry.
Days prior, the German shipbuilder said it would merge with Bremen-based Lürssen, giving the latter company the lead in building surface combatants together. Lürssen, for its part, is already part of the MKS 180 team as a subcontractor to Damen, and the Dutch said they would lean heavily on their German partner in building four initial vessels under the program.
Earlier this year, German Naval Yards Kiel lamented an unfair evaluation of its MKS 180 bid by the Defence Ministry, announcing it was prepared for a potentially lengthy legal battle. But just as litigious as the company sounded in its public proclamations, industry insiders said there appeared to be a willingness early on by all companies to come to an agreement outside of duking it out in court.
Damen, meanwhile, is expected to rethink the distribution of its MKS 180 workshare plan now that the former competitor is also onboard, albeit only by extension. Considerations to that effect would be a “logical next step,” one company official said.
“We are pleased with the consolidation of the German shipping industry under the leadership of the Bremer Lürssen Group,” a Damen statement read. “We look forward to intensive cooperation in the future. As Damen, we see this consolidation as a positive development.”
The company also believes the merger would “increase the chance of equal cooperation between Northern European countries in the field of naval construction — a development that we can only applaud in an otherwise unevenly distributed European playing field.”
That leaves the question of what will happen with ThyssenKrupp Marine Systems, another losing bidder in the MKS 180 race. The company previously reported to be part of the German consolidation talks, leading to reports that a single, national shipbuilding “champion” was in the works.
For now, however, TKMS is still weighing its options, as Reuters reported this week. In one scenario, the shipbuilder could merge with Italy's Fincantieri, with talks ongoing to that effect, according to the news service. It is also possible TKMS could join the other two German yards at a later time.
Whatever happens next, it appears a broader move toward naval-industry consolidation may be gaining steam in the wake of the Lürssen-GNY Kiel deal, according to experts.
“The cards are reshuffled,” said Sebastian Bruns, a naval analyst with the University of Kiel in northern Germany. “The consolidation is a significant step forward — and potentially not the final evolution in the Central European warship sector yet.”

By: Aaron Mehta WASHINGTON — In a letter to Secretary of Defense Mark Esper and acting Navy secretary Thomas Modly, the congressional delegation from Maine has requested quicker payments and relief from contractual obligations for the defense industrial base, including local shipyards, impacted by the COVID-19 outbreak. In the letter sent Thursday, the delegation — Republican Sen. Susan Collin and Independent Sen. Angus King, as well as democratic Reps. Chellie Pingree and Jared Golden — warn that “the Department of Defense and the Navy must immediately act to protect our nation's defense industrial base, including our nation's shipyards.” Maine is home to Bath Iron Works, owned by General Dynamics, which produces both the Zumwalt and Arleigh Burke class destroyers. The delegation has three key demands. The first is for the department to “work to mitigate cash flow and other financial burdens” on contractors and subcontractors as a result of the outbreak, “to include relief from contracting requirements that are uniquely impacted by COVID-19.” The contract relief being sought involves waiving schedule and price requirements in case delivery times are impacted by loss of workforce due to coronavirus-inflicted travel bans, closures, quarantines or travel restrictions. It could also potentially give cover should a subcontractor be unable to deliver a part on time. Second, to take “any actions possible to accelerate or advance payments or new contract obligations in order to provide immediate stability to the industrial base.” The lawmakers offer to “immediately assist” the department if additional funding or “new legal authorities” are needed to make such sped-up payments possible. And third, the delegation calls for the department to clarify “planning and public guidance to ensure a stable industrial base while also ensuring the health and safety of the defense industrial base workforce” — that is, to make clear what workers must stay at work, and which could potentially work from home. A spokesman for General Dynamics told Defense News earlier this week that they are allowing anyone who can work from home to do so, while curtailing travel and pausing participation in trade shows. “An outbreak of COVID-19 at one of our nation's shipyards or other large defense contractors could truly be devastating to our national defense,” the delegation writes. “We ask you to work with and support industry to take all the necessary protective actions.” King is a member of the Senate Armed Services Committee, while Collins sits on the appropriations defense subcommittee. Pingree is a member of the House Appropriations Committee while Golden is on the House Armed Services Committee. ByChristen McCurdy Nov. 21 (UPI) -- Raytheon has been awarded a new contract to produce the Paveway Family of Weapons, kits that turn "dumb" bombs in the precision guided bombs, for allied militaries. The $386 million contract, announced Wednesday by the Department of Defense, covers "Paveway-specific activities," including studies, production, certification, integration and sustainment, referred to as a total package approach. Paveway bombs, really kits that convert "dumb" bombs into precision weapons, can use either GPS or laser guidance, increasing both accuracy and flexibility of existing munitions. According to Raytheon, Paveways have made up a significant number of air-to-ground precision-guided weapons used in recent years in Middle East missions, including Operation Iraqi Freedom, Operation Enduring Freedom and Unified Protector. The new contract is a modification to a previous one, increasing the ceiling of the previous contract, awarded in August 2018, from $110 million to $496 million. This modification involves 100 percent military sales to countries that have either contracted to acquire or expressed interest in acquiring Paveway weapons, and is funded entirely by foreign military sales funds, the Pentagon said.
