    By: Nathan Strout The Department of Defense redirected more than $282 million to intelligence, surveillance and reconnaissance programs in the past two months, largely from a defense-wide operation and maintenance account. The most recently approved reprogramming of $247 million was dated June 21. According to the Pentagon, the action aims to close ISR gaps in the combatant commands. The transfers go to a variety of programs, including artificial intelligence development and developing a bilateral network to share ISR data with strategic partners. In addition to the $247 million from operation and maintenance accounts, the June 21 reprogramming action also transfers $22.5 million to Special Operations Command. That money was made available after ending a program for a signals intelligence sensor effort that originally appeared in the fiscal year 2018 budget. About $13 million of that funding will now provide signals intelligence sensors for use on contractor airborne ISR systems, while another $6.5 million will go toward modernizing an undisclosed maritime ISR system. The remaining funding will go to acquiring and deploying six new sensitive compartmented information facilities. The June 21 reprogramming action follows a $12.25 million reprogramming action May 20. Then, about $7.9 million of that funding went to classified programs, while the remaining $4.3 million went to upgrading AI and machine learning processors in support of pattern of life analysis. Of the more than quarter of a billion dollars in transferred funding, the Army received $31 million, the Navy received $28.6 million, the Air Force received $77.6 million, and the remaining $144.8 million will be spent on defense-wide programs. Meanwhile, the Air Force has announced July 15 that Col. Julian Cheater will be the service's new director of ISR operations.     Government watchdog finds 3 issues disrupting US nuclear modernization efforts

    By: Kelsey Reichmann WASHINGTON — The U.S. agency responsible for making explosive materials used in nuclear weapons is facing challenges that could impact the country's planned modernization of its nuclear arsenal, according to a report by the Government Accountability Office. The National Nuclear Security Administration, a semiautonomous agency within the Energy Department, is facing three main challenges, according to the report: a dwindling supply of explosive materials, aging and deteriorating infrastructure, and difficulty in recruiting and training qualified staff. This report comes amid congressional debate over the cost of modernizing the U.S. nuclear arsenal, an effort driven by President Donald Trump. NNSA's supply of materials, which are “highly specialized” with specific chemical and physical characteristics, are in low supply, the report says. Furthermore, the NNSA is lacking the knowledge base to produce the materials, as the recipes to make them were not well-documented, or the processes themselves infrequently practiced, the report notes. Challenges in obtaining materials is not a new issue for the NNSA, the watchdog notes. The agency experienced a similar situation with a material known as “Fogbank,” and the GAO reported in March 2009 that the NNSA lacked the knowledge to manufacture the material — leaving the process for Fogbank “dormant for about 25 years." Fogbank is used in the production of the W76-1, a warhead for the Navy's Trident ballistic missile. Under the Trump administration's plans for a new low-yield nuclear weapon, the U.S. is making a W76-2 variant, which entered production earlier this year. The GAO notes that when the NNSA is actually able to replicate formulas for materials, procuring those materials has proved challenging, given the irregular and small order specifications to contractors. But the GAO identifies aging infrastructure as the greatest risk to the NSSA. “The NNSA 2019 Master Asset Plan states that 40 percent of the explosives infrastructure of NNSA's sites is insufficient to meet mission needs, which can lead to contamination of explosive products or limit the use of facilities,” the report says. It notes that contamination has already occurred from rust falling off rafters and grass blowing through cracks in the walls, contaminating batches of explosives. Aging facilities must receive updates to modern safety standards to protect employees, the GAO says. The Los Alamos High Explosives Chemistry Laboratory, for example, was built in the 1950s and has struggled to adopt to modern instrumentation, according to the report. Facilities also deal with limited storage, the report says, meaning explosives can be stored in a single location where they could potentially cause a chemical reaction. The report also cites NNSA documents that describe challenges in recruiting qualified staff, who often must have a security clearance. For example, Pantex, a contractor hired by the agency, in 2018 estimated it would need 211 full-time staff members. However, in November that year, it reported only 172 full-time employees. Officials with agency contractors told the GAO that the problem is largely due to the competitive industry; in particular, Pantex competes with oil and gas companies in Texas. The company has now expanded its recruitment efforts to include local colleges and universities, the report says. In a written response to the report, the head of the NNSA, Lisa Gordon-Hagerty, said the “GAO's observations and recommendations are consistent with [the Department of Energy]/NNSA's recent efforts to centralize management of energetic material."     Congress has questions about the Air Force’s and Navy’s next-generation fighter programs

    By: Valerie Insinna WASHINGTON — The House Armed Services Committee wants to limit the amount of money the Air Force and Navy get for their respective sixth-generation fighter programs until it gets some answers. The Navy and Air Force are leading separate efforts to develop a follow-on fighter jet to the F-35, with both services calling their programs “Next Generation Air Dominance.” Both projects are in the early stages of development, with the services hoping to ramp up activities this year. But HASC intends to fence off 85 percent of the fiscal 2021 funding requested for the NGAD until the committee receives an independent review performed by the Pentagon's director of cost assessment and program evaluation, according to the Tactical Air and Land Forces Subcommittee's markup of the FY21 defense policy bill. A committee aide told reporters on Monday that the stipulations are “nothing out of the ordinary” and are meant to allow lawmakers to gain further insight into the programs, not to permanently strip funding from the efforts. “When they field their capabilities, we just want to make sure that they've thought them through, that the department has determined that they are affordable and that anything else that is already in the budget into the future that's high priority as well is not going to get pushed out unintentionally if they have unexpected cost growth or run into problematic issues when they field the capabilities,” the aide said. How's the Air Force effort going? Earlier this month, Air Force acquisition executive Will Roper said the service is on track to finalize a business case for its NGAD program this summer. The Air Force envisions NGAD as a family of systems that could include aircraft, drones and other advanced technologies. But when it comes to developing new advanced aircraft, Roper wants to pursue a new strategy he calls the “Digital Century Series” that would have multiple companies continuously developing new jets and competing against each other for small-batch contracts. The business case, which is being put together by the program executive office for advanced aircraft, will explore whether the Digital Century Series idea is technically feasible, how the development and procurement process should be structured, and whether it would be cheaper than traditional contracting methods. “That is going to really help us, I hope, because we'll show that data and argue that it is not just better from a ‘competing with China and lethality' standpoint. It's just better from a business standpoint,” Roper said. “If it breaks even or is less [than traditional methods], I will be exceptionally happy. If it's more expensive — and I hope not exceptionally more — then we're going to have to argue” on behalf of the program. The Air Force has asked for $1 billion for its NGAD program for FY21. It received $905 million for the program in FY20. How's the Navy's effort faring? The Navy's NGAD program, also known as F/A-XX, is more mysterious. In its FY21 budget rollout this year, the service announced it would curtail its Super Hornet buy, purchasing a final 24 F/A-18E/Fs and then using the savings from a planned 36 jet buy from FY22 to FY24 to invest in its own future fighter. Little is known about the Navy's requirements. The service completed an analysis of alternatives in June 2019, as well as broad requirements and guidance for a concept of operations. The effort is now in the concept development phase, during which defense companies explore ideas “that balance advanced air dominance capabilities and long-term affordability/sustainment,” Navy spokesman Capt. Danny Hernandez told Defense News earlier this month. Congress has signaled that it may not be willing to allow the Navy to stop buying Super Hornets in future years. HASC inserted language into the FY21 defense policy bill urging the Navy to continue buying new Super Hornets, warning the service that next-generation fighter procurement does not always proceed according to plans. “The committee recalls the Navy curtailed F/A-18 procurement approximately 10 years ago with aspirational goals to maintain strike-fighter inventory levels with planned procurement of F-35C,” the committee said. “That plan was not realized due to F-35 program execution and subsequently required the Navy to procure additional F/A-18E/F aircraft to reduce operational risk. The committee expects a similar outcome may occur with the Navy's current plan for FA-XX due to affordability and technological challenges.” The bill also directs the chairman of the Joint Chiefs of Staff and the Defense Department's inspector general to provide more information on the operational risk incurred by not buying additional Super Hornets, as well as F/A-18 squadron adherence to maintenance practices. https://www.defensenews.com/air/2020/06/23/congress-has-questions-about-the-air-force-and-navys-next-generation-fighter-programs/
