GA-ASI Announces Streamlined ISR Tools for UAS

General Atomics Aeronautical Systems, Inc. (GA-ASI) has unveiled its new Integrated Intelligence Center (I2C), which presents innovative ways to improve the user experience for operators of Remotely Piloted Aircraft (RPA) using automation and user experience-based design (UX).

“I2C will rapidly transform data into actionable intelligence,” said David R. Alexander, president, GA-ASI. “We see benefits to the warfighter on many fronts, including the reduction of operational cost – whether it's Ground Ops, Air Ops, or Intel Ops. By combining XC2, Automatic Takeoff and Landing, MMC and our single-seat Certifiable Ground Control Station, we will reduce manning by 50 percent.”

GA-ASI's modular and open software architecture designs promote horizontal integration of third party software and rapid integration of new capabilities, making the following developments the ideal set of Intelligence, Surveillance and Reconnaissance (ISR) tools for streamlined and improved collaboration:

  • eXpeditionary Command & Control (XC2): XC2 laptop leverages GA-ASI's Advanced Cockpit development by porting select capabilities to a ruggedized laptop. A forward-deployed maintainer can use the laptop to employ automated pre-flight and post-flight checklists that reduce setup times by up to 50 percent, and reduces the airlift requirements by eliminating the need for a forward-deployed Ground Control Station (GCS).

  • Certifiable Ground Control Station (CGCS): The CGCS enables single-seat operations to reduce manpower requirements. Its tactical situation display unifies ISR and C4ISR data, as well as mission planning into a single Common Operating Picture (COP). The integrated Collins Pro Line Fusion enables CGCS certifiability for operation in national airspace.

  • Multi-Mission Controller (MMC): The MMC enables a single user to safely control multiple aircraft and perform transit and routine ISR missions using a hand controller. When an aircraft is tasked with performing more dynamic ISR or a strike mission, MMC allows a rapid handoff of the aircraft to a dedicated GCS, where a mission crew can take control.

  • Metis – Automated intelligence Collection Management: Metis is a map-based interface that enables a pre-approved Metis user to request ISR products from the RPA, similar to ordering a car from Uber. Once the Metis user sends a task, it's transmitted to MMC in real time. The MMC user selects the task and an integrated third party auto-router automatically generates a safe route to the requested target.

  • STARE Imagery: The System for Tactical Archival, Retrieval, and Exploitation's (STARE) Common Operation Picture shows aircraft locations, where the operator can look and what they are looking at. The Multi-INT exploitation tool ingests, archives, disseminates and makes ISR data discoverable for imagery analysts to utilize. STARE reduces data exploitation tasks from hours to minutes.

  • Automation of Intel Ops: I2C integrates third party capabilities and software services to make Intel analysts more effective. Automated Activity Alerts – based on Multi-INT data correlation – reduces the need for eyes-on RPA sensor data to pick out significant activity. GA-ASI is partnering with best-of-breed companies specializing in Artificial Intelligence (AI) and Machine Learning with proven AI-based systems deployed across multiple commercial sectors. GA-ASI works with these businesses to train their AI capability with MQ-9, MQ-1C and Predator ISR data.

These tools and capabilities are either operationally deployed, undergoing customer operational assessment or are actively flying aircraft.

    IAI ELTA Awarded 125 Million-Dollar Contract for Czech Mobile Air Defence Radar (MADR) Program

    December 5, 2019 - ELTA Systems, a subsidiary of Israel Aerospace Industries (IAI), announced that a Government-to-Government (GTG), contract has been signed today in Prague, by the International Defense Cooperation Directorate (SIBAT), at the Israel Ministry of Defense and the Czech Ministry of Defense. The agreement was signed for the Czech Mobile Air Defense Radar (MADR), program and comprises eight ELTA ELM-2084 Multi-Mission Radars (MMR) with air surveillance, air defense, and artillery capabilities. IAI's ELTA will assume the role of prime contractor. The MADR systems will be delivered, tested, licensed and accepted in operational condition during 2021-2023 in the Czech Republic, and will be adapted to operate in accordance with Czech and NATO command and control systems. The Israeli party will transfer state-of-the-art technology and know-how. The program also includes a substantial contribution from Czech industries, amounting to 30% of the contract value. The cooperation with local companies will apply to all parts of the program including design, manufacturing, assembly, integration, testing and life-time maintenance of the systems. Certain security components will be manufactured locally, including advanced Gallium Nitride (GaN) radar modules, as well as auxiliary sub-systems such as trucks and camouflage nets. This agreement is part of the ongoing and excellent cooperation between the two countries on the political, industrial, defense and homeland security levels.     ARMY Sevenson Environmental Services Inc.,* Niagara Falls, New York, was awarded a $230,000,000 firm-fixed-price contract for environmental remediation. Bids were solicited via the internet with 25 received. Work locations and funding will be determined with each order, with an estimated completion date of Dec. 3, 2024. U.S. Army Corps of Engineers, Baltimore, Maryland, is the contracting activity (W912DR-20-D-0008). CORRECTION: The contract announced on Nov. 25, 2019, for Navistar Defense LLC, Lisle, Illinois (W56HZV-20-D-0016), for two commercial Medium Tactical Vehicle Variants and spare parts contained an incorrect award amount. The correct amount is $24,529,450. NAVY L3 Technologies Inc., Insight Technology Division, Londonderry, New Hampshire, is awarded a $37,500,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract with a five-year ordering period for precision aiming lasers (PAL). This is a first-time buy for PAL. The PAL combines a range finder with a ballistics and environmental sensor/processor to provide the operator with a ballistic solution for increased likelihood of first-round hit.     By: Christina Mackenzie PARIS – France remained in the world's top five defense exporters in 2019 with €8.3 billion ($9.3 billion) worth of contracts signed, notably with European partners Belgium, the Netherlands, Hungary and Spain, according to a defense ministry report published this week. Half of these contracts were in the naval sector, a very sharp rise from the average 10 percent this sector represented in the past. The contract to replace the mine-hunters for the navies of Belgium and the Netherlands, a program piloted by Belgium on behalf of the two nations, accounted for more than 40 percent of naval sector sales. These sales also partially explain the very sharp rise in 2019 of exports to EU member states: 42 percent of the total, a figure that rises to almost 45 percent if one includes European non-EU members, compared to 25 percent in 2018 and an average 10-15 percent in previous years. The next major export client was the United Arab Emirates (with the Gowind corvette contract) but the 30 percent share of exports in the Africa/Middle East zone was 20 points down compared to 2018 but also compared to the average of the past decade. The report notes that France's exports are, above all, aimed at preserving its own security by establishing bilateral cooperations with European countries and strengthening transatlantic ties. The bilateral cooperations are high-level, long-term, intergovernmental agreements and exports to help the partner nations strengthen and adapt their military capacity. The sale of 16 H225M helicopters and 20 H145M helicopters to Hungary, of two telecommunication satellites to Spain and of the mine-hunters to Belgium and the Netherlands illustrate this philosophy. These exports are on par with those of the past decade “and were obtained in a particularly competitive context with the confirmation of U.S. supremacy and the emergence of new major exporters (notably China).” The parliamentary report also notes that Russia “occupies a very strong position on markets with limited financial resources [...] notably to conquer clients outside its traditional sphere of influence. Over the past few years, Russia has strengthened its position on the Asian markets, in the Middle-East and in north Africa.” There were 4,634 export licenses delivered in 2019, either for transfer of equipment (within the European Union) or for export (to all non-EU countries). But each license does not necessarily mean that an export took place, they merely give the framework for the authorization and establish the conditions for the export.
