France: C'est confirmé, le Charles-de-Gaulle aura bien un petit frère

Florence Parly, ministre des Armées, a annoncé ce mercredi 8-Mai, sur BFMTV et la radio RMC, que la France travaille sur un projet de porte-avions. La France ne possède qu'un seul porte-avions, le Charles-de-Gaulle, actuellement en mission dans l'océan Indien, pour 18 mois.

"Nous travaillons sur une nouvelle génération de porte-avions a déclaré Florence Parly au micro de Jean-Jacques-Bourdin. Puisque le porte-avions (le Charles-de-Gaulle) aujourd'hui déployé dans l'océan Indien est un élément extrêmement fédérateur y compris au plan européen".

La ministre française des Armées a en revanche jugé prématurée la proposition allemande d'un porte-avions européen, soulignant que cela nécessitait un commandement européen compliqué à mettre en œuvre.

" Je crois qu'on n'en est pas encore tout à fait là." "Il faut réfléchir d'abord à ce que pourraient être les conditions d'emploi d'un porte-avions européen", a observé Florence Parly.

"Une chose est de le construire à plusieurs, une autre de le mettre sous un commandement européen. Là, c'est beaucoup plus compliqué", a-t-elle ajouté.

Rappelons que le Charles-de-Gaulle a quitté son port d'attache toulonnais fin 2018 pour une mission de 4 mois. Long de 261,5 mètres, ce vaisseau-amiral français peut emporter 40 aéronefs, dont 30 avions Rafale. Sa construction avait débuté en 1987 pour remplacer le Clemenceau.

    Défense spatiale : les grandes lignes du rapport

    Par Yann Cochennec Les députés Olivier Becht et Stéphane Trompille viennent de remettre leur rapport sur la stratégie de défense spatiale dont la France doit se doter pour annihiler les menaces actuelles et futures. La France a décidé de se doter d'une stratégie de défense spatiale et la première étape est ce rapport que les députés Olivier Becht et Stéphane Trompille viennent de rendre devant la Commission de la Défense et des forces armées. L'incident du satellite espion russe en a été l'élément le plus médiatiquement visible et a servi d'accélérateur à une volonté qui était d'ores et déjà en gestation. Après la militarisation de l'espace, Olivier Becht et Stéphane Trompille soulignent dans leur rapport "l'arsenalisation de l'espace avec envoi et présence d'armes qui auront vocation à être utilisées dans le cadre d'un conflit". Le tout dans un contexte qui a changé : apparition de nouvelles puissances spatiales, l'arrivée de firmes privées sur le marché du spatial et la révolution "nano", soit la capacité de produire des satellites de plus en plus petits "pratiquement indétectables, qui peuvent être équipés d'une capacité de brouillage, d'écoute, de prise de contrôle cyber ou de charges explosives". Par conséquent : "défendre nos satellites civils comme militaires dans l'espace, être capable de voir, d'éviter, d'agir et de neutraliser un menace devient dès lors un enjeu de souveraineté nationale et européenne", soulignent Olivier Becht et Stéphane Trompille. Pour les auteurs du rapport, cette stratégie de défense spatiale devrait s'orienter autour de plusieurs axes. D'abord en renforçant les moyens de surveillance. Les systèmes de radars GRAVES et SATAM doivent "être complétés par de nouveaux développements" capables de suivre des engins "non-kepleriens" ou "très manoeuvrants et suivant des orbites non habituelles". Solution préconisée : deux nouveaux systèmes de radars de veille en orbite basse installés, l'un en métropole, l'autre en Guyane. Les rapporteurs préconisent aussi la mise en place "d'un système de surveillance des orbites géostationnaires" avec l'achat de trois télescopes supplémentaires (Polynésie, Nouvelle Calédonie) en plus du système TAROT du Cnes. "La surveillance de l'espace devra aussi pouvoir s'effectuer depuis l'espace : emport de capteurs d'approche sur nos satellites, mise en orbite de satellites patrouilleurs, surveillance de nos satellites par un petit satellite de type "chien de garde". Deuxième axe : la capacité de neutraliser une menace dans l'espace. Les deux parlementaires préconisent, plutôt que l'usage de missiles anti-satellites, de développer de nouvelles technologies : laser ionique "affectant les capteurs qui équipent les voies haute résolution visibles du satellite en le rendant momentanément inopérant, laser classique permettant de détruire chirurgicalement un équipement donné d'un satellite; moyens cyber pour brouiller ou détourner un satellite, bras articulés montés sur un satellite ou une mini-navette permettant d'arrimer un satellite hostile, de le dévier de son orbite et de l'envoyer vers les confins du système solaire. Enfin, pour être en capacité de poursuivre les missions "en cas de neutralisation de nos propres satellites", les auteurs proposent les dispositions suivantes : développement de constellations de satellites, "développement de moyens de lancement très rapides de fusées emportant un satellite à partir de drones spéciaux de type ALTAIR développé par l'Onera ou de type Pegasus de Dassault", développement "de pseudo-satellites de haute altitude capables de rendre des services équivalents à un satellite de basse altitude", de type Stratobus de Thales Alenia Space ou Zephyr d'Airbus Defense & Space.     AIR FORCE Raytheon Co., Marlborough, Massachusetts, is awarded a $442,265,464 cost-plus-incentive-fee undefinitized contract action for the force element terminal (FET) development effort. This contract provides for the design, development, testing, integration, and logistical support of a FET system that will transition the B-52 and RC-135 hardened communication terminals from the Military Strategic Tactical Relay satellite communications satellite constellation to the Advanced Extremely High Frequency satellite constellation. The majority of the work will be performed at Raytheon's facilities in Marlborough, Massachusetts; and Largo, Florida, and is expected to be completed by August 2023. This award is the result of a sole-source acquisition. Fiscal 2019 and 2020 research, development, test and evaluation 3600 funds, in the amount of $5,812,581, are being obligated at the time of contract award. The Air Force Life Cycle Management Center, Hanscom Air Force Base, Bedford, Massachusetts, is the contracting activity (FA8735-20-C-0003). Raytheon Co., Marlborough, Massachusetts, has been awarded a $36,848,806 cost-plus-fixed-fee contract modification (P00152) for the software encryption platform (SEP) engineering change effort, under the Family of Advanced Beyond Line-of-Sight Terminals (FAB-T) production contract. The contract action will develop and deliver an updated National Security Agency approved SEP. Work will be performed at Marlborough, Massachusetts, and is expected to be completed by March 2023. This award is the result of a sole source acquisition. Fiscal 2019 research, development, test and evaluation funding in the amount of $1,000,000 is being obligated at the time of award. The FAB-T Contracting Office, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8705-13-C-0005). ARMY LOC Performance Products,* Plymouth, Michigan, was awarded a $41,439,129 firm-fixed-price contract for the procurement of manufactured T-161 double pin track which is comprised of molded track pads, rubberized pins and forged track shoe bodies with bonded rubber backings to be used on the Army's Bradley family of vehicles, armored multi-purpose vehicle and Paladin family of vehicles. Bids were solicited via the internet with two received. Work will be performed in Plymouth, Michigan, with an estimated completion date of Jan. 12, 2022. Fiscal 2020 other procurement, Army funds in the amount of $41,439,129 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-20-C-0052). Lockheed Martin Corp., Orlando, Florida, was awarded a $9,829,327 modification (P00013) to contract W31P4Q-19-C-0071 for engineering services in support of the Hellfire Missile and Joint Air-to-Ground Missile. Work will be performed in Orlando, Florida, with an estimated completion date of Jan. 15, 2021. Fiscal 2020 missile procurement, Army funds in the amount of $9,829,327 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity. DEFENSE LOGISTICS AGENCY Carter Enterprises,** Brooklyn, New York, has been awarded a maximum $21,105,765 firm-fixed-price, indefinite-quantity contract for coats and trousers. This was a competitive acquisition with six responses received. This is a one-year base contract with three one-year option periods. Location of performance is New York, with a Jan. 15, 2021, performance completion date. Using military services are Army and Air Force. Type of appropriation is fiscal 2020 through 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-20-D-1206). NAVY Crowley Government Services, Jacksonville, Florida (N62387-15-C-2505), is awarded a $20,771,542 firm-fixed-price contract with reimbursable elements extension by invoking Federal Acquisition Regulation (FAR) 52.217-8 “option to extend services” to continue the operation and maintenance of five Tactical Auxiliary General Ocean Surveillance (T-AGOS) vessels; and two missile range instrumentation ships (T-AGM).     Elisha Gamboa, Space and Naval Warfare Systems Command Public Affairs SAN DIEGO (NNS) -- Space and Naval Warfare Systems Command (SPAWAR) joined 10 other Navy commands at the U.S. Navy Information Warfare (IW) Pavilion to demonstrate the critical teamwork required in today's information driven environment during WEST 2019, Feb. 13-15, at the San Diego Convention Center. The Navy's IW pavilion at the conference, co-hosted by the U.S. Naval Institute (USNI) and Armed Forces Communications and Electronics Association (AFCEA), showcased the Navy's role in the information domain through the use of speakers, panels, subject matter experts and capability displays. As part of the speaker series, SPAWAR Commander Rear Adm. Christian Becker stressed the command's mission of delivering information capabilities to the fleet from seabed to space to protect the Navy and the nation from attack, promote prosperity, and preserve strategic influence. “The proliferation of advanced technologies makes staying ahead of the competition a constant challenge,” said Becker. “To outpace our adversaries we must take every opportunity to innovate, lead and drive new ways to speed delivery of advanced capability to the warfighter now and into the future.” Emphasizing information as a key domain of warfare, Becker also announced that SPAWAR will be changing the names of its Echelon III systems centers, SPAWAR Systems Center Atlantic and SPAWAR Systems Center Pacific, to Naval Information Warfare Center Atlantic and Naval Information Warfare Center Pacific respectively, effective Feb. 18. “While the centers' mission will remain the same, the new names reflect the centers' focus, core capabilities, and importance in the full spectrum of warfighting,” Becker said during his address to the industry on Feb. 13. “The names also improve clarity of mission and purpose with our stakeholders across the fleet and industry and throughout the broader Information Warfare Community and Naval Research and Development Enterprise.” To provide attendees with a comprehensive understanding of the Navy's information warfare community, this year's Navy IW pavilion featured three ways for industry to engage with Navy IW professionals — the Navy IW theater speaking series, the Navy IW engagement zone and Navy IW technology demonstrations. The speaker series covered topics focused on the evolution and present state of the information warfare domain ranging from rapid prototyping, enabling ‘compile to combat in 24 hours,' cybersecurity, military intelligence, enhancements in military training and technology, and extensive insight into the IW community status and mission areas. In an effort to foster innovation, an engagement zone meeting area provided a platform for attendees to connect with more than two dozen program managers, business portfolio managers and subject matter experts from multiple IW commands. “WEST provides a terrific opportunity to meet with industry experts on a wide range of technology areas to accelerate learning in support of PEO C4I's Information Warfare mission outcomes” said Capt. Kurt Rothenhaus, program manager of the Navy's Tactical Networks Program Office (PMW 160), at the Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I). Surrounding the engagement zone, the IW pavilion also hosted 18 technology demonstrations spotlighting various systems and capabilities that support and facilitate information warfare, from seabed to space. Highlighting innovation in acquisition was SPAWAR Systems Center Pacific's rapid prototyping exhibit, demonstrating some of the latest tools available to defense acquisition professionals to deliver capability to the warfighter at the speed of relevance. “SSC Pacific has a long, proud history as first-adopters of disruptive, information-based technologies and novel engineering methods,” said Carly Jackson, SPAWAR Systems Center Pacific's director of prototyping-Information Warfare. “Our world class scientists and engineers have been at it again — emboldened by the urgency of calls from our fleet commanders — thriving in the power and complexity of the cresting waves of technology and innovation, and setting new standards for speed, scale, and rigor as we rapidly prototype and field capabilities to our Nation's Sailors and Marines.” Also popular with attendees was the SPAWAR Systems Center Pacific additive manufacturing exhibit, demonstrating modern technology developments in 3D printing of antennas for Naval applications. PEO C4I demonstrated the Consolidated Afloat Networks and Enterprise Services (CANES), the Navy's next generation tactical afloat network. CANES will take advantage of the new business model of open architecture, Service Oriented Architecture, and rapid commercial off-the-shelf insertion, in order to bring fiscal savings to the Navy, as well as operational agility to the warfighter. To encourage and facilitate industry connections and partnerships, SPAWAR also had representatives from the command's Office of Small Business Programs on hand to provide information on how to do business with SPAWAR. “The IW Pavilion provides a platform for us to inform our small business industry partners about current and future requirements needed to support SPAWAR's mission,” said Mark McLain, SPAWAR Office of Small Business Program director. “SPAWAR recognizes that small businesses drive innovation and the creation of new industries, and tapping into their specialized capabilities and experience will assist in growing our industrial base of capable companies that can provide innovative, agile, and affordable solutions for today's and tomorrow's Navy.” Other displays ranged from unmanned under water vehicles used for operational decision making, cutting-edge position, navigation and timing technologies, artificial intelligence and machine learning applications, military satellite and nanosatellite communication systems, research and development of commercial cloud services and more.
