Five European allies sign on to build NATO’s next medium-lift helicopter

STUTTGART, Germany – Five NATO member nations have signed on to build the alliance's next-generation helicopter, planned to replace existing fleets starting in 2035.

France, Germany, the United Kingdom, Italy and Greece each signed letters of intent to participate in the program, dubbed “Next-Generation Rotorcraft Capability,” or NGRC, per a Nov. 19 statement issued by NATO.

Over the coming years, these partners will work together to develop “an entirely new helicopter capability” that would replace a variety of medium multi-role rotorcraft fleets that are expected to retire between 2035 and 2040. The program was launched on the margins of the virtually held defense ministerial meeting in October, the alliance said.

“By investing our resources and channeling our development initiatives through a multinational framework, we are making sure allies are equipped with the best available capabilities, which helps to maintain NATO's technological edge,” NATO Deputy Secretary-General Mircea Geoană was quoted as saying in the release.

The letters of intent are non-binding documents, and the initial cooperation effort is in principle open to other NATO allies and partners, subject to the approval of the existing participants, a NATO official said in an email to Defense News.

Details including cost, work share between the five nations and specific timelines have not yet been released. NATO envisions defense ministers from participating countries will sign a legally binding memorandum of understanding for the initial concept phase around 2022.

In the meantime, the allies will develop a statement of requirements to inform that concept phase, and hash out a cooperation plan to define, develop and field the next-generation helicopter. The NATO official noted that it will be critical to “get the intellectual foundation for NGRC right,” and that 2021 discussions to establish an initial common statement of requirements will not require “substantial” capital expenditures.

Next year's efforts will provide “a robust starting point for the participants to discuss and design the subsequent concept phase and agree on the associated funding requirements for the following years,” the official said.

As a medium multi-role rotorcraft, this new capability would assist NATO allies in missions including insertion and extraction of special operations forces, and transporting small- and medium-sized cargo and troops within operational theaters. It would also be used in medical evacuation, search and rescue, and anti-submarine warfare.

NATO is launching this effort just as the U.S. Army is firming up requirements for its own new medium multi-role rotorcraft, via the Future Long-Range Assault Aircraft (FLRAA) competition. A draft request for proposals for this capability – part of the service's next-generation Future Vertical Lift family of systems – is expected by the end of 2020. Bell and a Boeing-Sikorsky team have each already built a technology demonstrator, and are expected to compete for the contract award, with plans to field the new aircraft by 2030.

FREEDBERG JR.on July 27, 2020 at 7:00 AM WASHINGTON: Field tests and computer models have convinced the Army that future armored vehicles can fight with just two human crew, assisted by automation, instead of the traditional three or more, the service's armor modernization chief told me. That confidence drove the Army, in its draft Request For Proposals released on the 17th, to require a two-soldier crew for its future Optionally Manned Fighting Vehicle. The OMFV is scheduled to enter service in 2028 to replace the Reagan-era M2 Bradley, which has the traditional trio of commander, gunner, and driver. (Both vehicles can also carry infantry as passengers, and the Army envisions the OMFV being operated by remote control in some situations). The Army has already field-tested Bradleys modified to operate with a two-soldier crew instead of the usual three, said Brig. Gen. Richard Ross Coffman, the director of Army Futures Command's Cross Functional Team for Next Generation Combat Vehicles. “As we speak,” he told me in an interview last week, “we've got those Mission-Enabling Technology Demonstrators, or MET-D, actually maneuvering at Fort Carson, Colorado, as part of the Robotic Combat Vehicle test.” With the benefit of modern automation, Coffman said, those two-soldier crews have proven able to maneuver around obstacles, look out for threats, and engage targets — without being overwhelmed by too many simultaneous demands. “They're doing that both in simulation and real world at Carson right now,” Coffman told me. “You have two humans with a virtual crewmember that will remove cognitive load from the humans and allow the functions of gunning, and driving, and commanding the vehicle to be shared between humans and machines,” Coffman said. “We think that the technology has matured to the point where ...this third virtual crewmember will provide the situational awareness to allow our soldiers to fight effectively.” The defense contractors who would have to build the vehicle – even if a government team designs it – aren't so sure. “A two-man crew will be overwhelmed with decision making, no matter how much AI is added,” one industry source told me. A Persistent Dilemma For at least eight decades, combat vehicle designers have faced a dilemma. A smaller crew allows a smaller vehicle, one that's cheaper, lighter, and harder to hit – and if it is hit, puts fewer lives at risk. But battlefield experience since 1940 has shown that smaller crews are easily overwhelmed by the chaos of combat. Historically, an effective fighting vehicle required a driver solely focused on the path ahead, a gunner solely focused on hitting the current target, and a commander looking in all directions for the next target to attack, threat to avoid, or path to take. (Many vehicles added a dedicated ammunition handler and/or radio operator as well). A “virtual crewmember” could solve this dilemma — but will the technology truly be ready by the late 2020s? The Army actually tackled this question just last year and came to the opposite conclusion. You see, the draft Request For Proposals released last week is the Army's second attempt to launch the OMFV program. In March 2019, the Army issued its original RFP for an Optionally Manned Fighting Vehicle. In most respects, the 2019 RFP was much more demanding than last week's draft: It wanted the vehicle in service two years earlier, in 2026 instead of 2028, and it had such stringent requirements for weight and amor protection that no company managed to meet them, leading the Army to start over. But for all its ambition in other aspects, the 2019 RFP did not mandate a two-person crew; that's a new addition for the 2020 version. It's worth noting that just one company managed to deliver a prototype by the Army's original deadline in 2019: General Dynamics. They built their vehicle to operate with a crew of three – but with the option to go down to two as automation improved. At the same time, the Army started experimenting with Robotic Combat Vehicles that had no human crew aboard at all. The long-term goal is to have a single soldier oversee a whole wolfpack of RCVs, but the current proto-prototypes are operated by remote control, with a crew of two: a gunner/sensor operator and a driver. The Army has been impressed by how well these teleoperated RCVs have performed in field trials. If two soldiers can effectively operate a vehicle they're not even in, might two be enough to operate a manned vehicle as well? The other piece of the experimental RCV unit is the mothership, an M2 Bradley with its passenger cabin converted to hold the teleoperators and their workstations. These modified M2s, called MET-Ds, also operate with just two crewmembers, a gunner and a driver – without a separate commander – and, says Coffman, they've done so successfully in combat scenarios. The Army is not just adding automation to individual vehicles. It's seeking to create combined units of manned and unmanned war machines that share data on threats and targets over a battlefield network, allowing them to work together as a seamless tactical unit that's far more than the sum of its parts. “This [vehicle] will not fight alone, but as part of a platoon, a company, a battalion,” Coffman said. “The shared situational awareness across that formation will transform the way we fight.”

    By: Andrew Chuter LONDON — Britain's Royal Navy took delivery of two new aircraft carriers, but a government report on the ships achieving operational capability has laid bare some obstacles toward making a fully effective carrier strike group. In a report released June 25, the National Audit Office pointed to delays in developing the Crowsnest airborne early warning radar and contracting to build the logistics ships destined to support the 65,000-ton carriers as ongoing problems for the Royal Navy. The NAO also raised questions about future funding. The Ministry of Defence is making slow “progress in developing the crucial supporting activities that are needed to make full use of a carrier strike group, such as the Crowsnest radar system and the ability to resupply the carriers. In addition, it has not established a clear view on the future cost of enhancing, operating and supporting carrier strike, which creates the risk of future affordability pressures,” the NAO said. Added the head of the watchdog: “The MoD also needs to get a firmer grip on the future costs of carrier strike. By failing to understand their full extent, it risks adding to the financial strain on a defense budget that is already unaffordable.” HMS Queen Elizabeth, the first of two carriers built by British industry in a £4.6 billion (U.S. $5.7 billion) program, is already undertaking extensive sea trials, with its F-35B jets ahead of a planned first deployment next year. The second carrier, HMS Prince of Wales, is also conducting sea trials but is some months behind its sister ship. The warships are not expected to be operated simultaneously. The NAO said the Lockheed Martin-led program to install Crowsnest radars on Royal Navy Merlin helicopters is running 18 months late and will impact how the British carrier strike force is initially deployed. The watchdog said the MoD is working to come up with an acceptable baseline radar by the time HMS Queen Elizabeth undertakes its initial deployment next year. “As at April 2020, the Department [the MoD] expected to achieve initial Crowsnest operating capability in September 2021, some 18 months later than planned,” the NAO reported. “As this is later than the December 2020 milestone for declaring initial operating capability for carrier strike, the Department is working to provide a credible baseline radar capability for the first deployment with the United States in 2021. It expects to recover some lost time to declare full operating capability in May 2023, 11 months later than planned. However, the existing timetable contains no contingency to accommodate any further slippage. The delays will affect how the Department can use carrier strike during this period.” British and U.S. Marine Corps jets will be based on the carrier during its first deployment, partly because the U.K. does not have a sufficient inventory of available jets. Eighteen of the aircraft have so far been delivered for use by the Royal Navy and the Royal Air Force Lockheed Martin secured the Crowsnest contract in 2017, with Searchwater radar supplier Thales and helicopter builder Leonardo as subcontractors. Crowsnest is a key element in the protection of the naval strike group, giving air, maritime and land detection and tracking capabilities. The NAO said the delay “has been caused by a subcontractor, Thales, failing to meet its contractual commitments for developing equipment and not providing sufficient information on the project's progress. Neither MoD nor its prime contractor, Lockheed Martin, were aware of these problems until it was too late, reflecting MoD's ineffective oversight of its contract with Lockheed Martin.” A Lockheed Martin UK spokesperson said the company is working to deliver the Crowsnest capability in time for HMS Queen Elizabeth's deployment. “As prime contractor for Crowsnest, we understand the fundamental component that this program delivers to the UK's Carrier Enabled Power Projection. We will continue to ensure that the program develops in line with our requirement to deliver the Crowsnest capability to support the first operational deployment of HMS Queen Elizabeth,” the spokesperson said. “We will work with our industrial partners and the MoD to address any developmental issues which arise, including the deployment of additional resources, if necessary, to maintain program timescales and deliver this critical capability to the Royal Navy.” Thales UK did not respond to Defense News' requests for comment by press time. The NAO partly blames the setbacks for why the MoD faces a “tight timetable” to develop full operating capability for a strike group by 2023. But the watchdog also highlighted the Fleet Solid Support program as another obstacle. The MoD had targeted 2026 for when the first of up to three logistics ships could provide ammunition, food and general stores to the carrier strike group, but that timeline has extended by up to three years as a result of ongoing uncertainty over the schedule to compete and build the vessels operated by the Royal Fleet Auxiliary. The MoD abandoned a competition to build the ships late last year, saying it was concerned about obtaining value for money. At the time, the program was mired in controversy over whether the contract should go to a British shipyard consortium or awarded to a foreign company. That issue remains unresolved. No date has officially been given for restarting the competition. Defence Secretary Ben Wallace told the parliamentary Defence Committee earlier this year that he thinks it will relaunch in September, but that has not been confirmed. Defence Committee Chairman Tobia Ellwood was particularly critical of the failure to provide the necessary support ships, noting that without them, the carriers' capability would be seriously undermined. “It'll be hotched and potched, only available for short operational journeys,” he told the Daily Telegraph on June 26. “It will be for display purposes only, and that's a very expensive toy.” Britain has only one solid support vessel, RFA Fort Victoria, that can replenish a carrier at sea. It entered service in 1994 and is due to retire in 2028, having had its life expectancy extended. The NAO report said the limitations of RFA Fort Victoria would have a knock-on effect to carrier operations. “Having only one support ship with limited cargo capacity slows the tempo and reach at which the Department [the MoD] can replenish a carrier group. In addition, the Department will have restricted options for deploying the carriers for much of 2022 because RFA Fort Victoria will be unavailable due to major planned maintenance work,” the NAO said. Responding to the report, an MOD spokesperson said: ”Carrier strike is a complex challenge, which relies on a mix of capabilities and platforms.
