    L3, Northrop Selected for Next Generation Jammer Work; Program Stalled After Raytheon Protest

    By: Sam LaGrone The next phase of the Navy's effort to replace its decades-old ALQ-99 jamming systems on its fleet of electronic warfare aircraft is in a holding pattern amid a protest from a company cut from the competition, USNI News has learned. As part of rapid acquisition push for the new jamming technology, the Navy is splitting up the Next Generation Jammer (NGJ) ALQ-99 replacement work into three increments based on the frequencies the system must block – high-band, mid-band and low-band – to help shield U.S. aircraft from anti-air radar systems. In 2013, Raytheon won a $276 million award for the first portion of the NGJ project – the ALQ-249 mid-band jamming part of the new system – and was awarded an additional $1.2 billion for the work in 2016. In late 2017, Naval Air Systems Command announced a “demonstration of existing technology” contract to shape how it would pursue the low-band increment. The work would create “[a] demonstration that will lead to an assessment of the maturity level of the technologies that might be applied to a low band jammer pod,” a NAVAIR spokesperson told USNI News in a statement on Tuesday. “This will help inform the appropriate acquisition strategy of the program.” Last month, L3 and a team of Northrop Grumman and Harris were selected to move forward from a field of four competitors that also included Raytheon and a Lockheed Martin and Cobham team, USNI News has learned. Soon afterwards, Raytheon filed a protest with the Government Accountability Office, arguing it should have been selected to move forward with the low-band jammer effort. Both L3 and the Northrop Grumman/Harris team confirmed that their low-band tech was selected for potential further study by NAVIAR but referred additional questions to the Navy due to the ongoing protest from Raytheon. “We have a mature and exceedingly capable offering for Next-Generation Jammer Low Band,” a Northrop spokesman told USNI News in a statement. “Northrop Grumman stands ready to demonstrate that technology.” USNI News understands a Lockheed Martin/Cobham team was not selected for further study. A Lockheed spokesperson referred questions to the Navy citing the protest. In a short statement, Raytheon implied the Navy did not fully take into account the benefits of the company's existing investment into the ALQ-249 mid-band jamming technology. “We believe there were errors in the government's evaluation,” Dana Carroll, a Raytheon spokeswoman, told USNI News in a statement. “Our low-risk, open architecture pod effectively and affordably counters modern threats while maximizing reuse of proven technology and taxpayer investment.” The GAO has until October to reach a decision on Raytheon protest. The Next Generation Jammer program has been a weak point the Navy's push to revitalize its aerial electronic warfare portfolio after the service shrugged off developing an improved capability for years in favor of other priorities.     DARPA: In the Sky and on the Ground, Collaboration Vital to DARPA’s CODE for Success

    On a brisk February morning in the Yuma, Arizona, desert, a swarm of unmanned aerial vehicles equipped with DARPA's Collaborative Operations in Denied Environment system, or CODE, successfully carried out mission objectives, even when communications were offline and GPS was unavailable. One-by-one, six RQ-23 Tigersharks lifted off, fitted with an array of sensors onboard. Next to the runway at the U.S. Army's Yuma Proving Ground, the mission team inside a small operations center tracked the aircraft and as many as 14 additional virtual planes on an aerial map. The capstone demonstration paired program performer Raytheon's software and autonomy algorithms and Johns Hopkins University Applied Physics Laboratory's White Force Network to create a realistic, live/virtual/constructive test environment. During four demonstration runs, the team activated a variety of virtual targets, threats, and countermeasures to see how well the Tigersharks could complete their objectives in suboptimal conditions. “Exactly how the aircraft continue to work together in degraded conditions is the most challenging aspect of this program,” said Scott Wierzbanowski, the DARPA program manager for CODE in the Tactical Technology Office. “Current procedures require at least one operator per UAV in the field. Equipped with CODE, one operator can command multiple aircraft; and in a denied environment, the aircraft continue toward mission objectives, collaborating and adapting for deficiencies.” Before, if operators lost communications with a UAV, the system would revert to its last programmed mission. Now, under the CODE paradigm, teams of systems can autonomously share information and collaborate to adapt and respond to different targets or threats as they pop up. “CODE can port into existing UAV systems and conduct collaborative operations,” said Wierzbanowski. “CODE is a government-owned system, and we are working closely with our partners at the Air Force Research Laboratory and Naval Air Systems Command to keep each other informed of successes and challenges, and making sure we don't replicate work. In the end, our service partners will leverage what we've done and add on what they need.” The Tigersharks employed in the demonstration are surrogate assets for CODE. Each has about one-tenth the speed and performance of the aircraft planned for integration, but shows traceability to larger platforms. Constructive and virtual threats and effects presented by the White Force Network are appropriately scaled to the Tigersharks' capabilities. “It's easy to take the CODE software and move it from platform to platform, both from a computer and vehicle perspective. It could be a manned aircraft, unmanned aircraft, or a ground vehicle,” said J.C. Ledé, technical advisor for autonomy with the Air Force Research Laboratory. “The concept for CODE is play-based tactics, so you can create new tactics relatively easily to go from mission to mission.” The Naval Air Systems Command (NAVAIR) will take ownership of CODE after DARPA closes out the agency's role in the program this year. It already has built a repository of algorithms tested throughout the development process. “What we're doing with the laboratory we set up is not just for the Navy or NAVAIR. We're trying to make our capabilities available throughout the entire DoD community,” said Stephen Kracinovich, director of autonomy strategy for the Naval Air Warfare Center Aircraft Division (NAWCAD). “If the Army wanted to leverage the DARPA prototype, we'd provide them not just with the software, but an open development environment with all the security protocols already taken care of.” Kracinovich says NAWCAD has a cadre of people with hands-on knowledge of the system, and is ready to help port the capability to any other DoD entity.     Keep modernization of the Ground Based Strategic Deterrent program on track

    By: Former U.S. Air Force secretaries and chiefs of staff In 1959, the U.S. Air Force deployed its first intercontinental ballistic missile at Vandenberg Air Force Base in California. A year later, the Navy deployed its first submarine-launched ballistic missile aboard the submarine George Washington. These systems, together with the Air Force's nuclear-capable bomber force, formed the United States' nuclear deterrence capability, which came to be known as the “triad.” The triad has been the foundation of U.S. national security policy for over 60 years, providing stability to America's global military operations and diplomacy efforts. The triad — and the security umbrella it extends to our allies and partners — has fostered decades of peace and prosperity. Nuclear deterrence has successfully prevented crises from escalating to conflicts and promoted cooperation and diplomacy in resolving disputes. Today, nuclear deterrence is more important than ever, which is why we must prioritize efforts to modernize the triad. Throughout the Cold War and into the 21st century, military and political leaders have worked together to maintain a credible, safe and reliable nuclear deterrence capability. As technologies and threats evolve, so has the triad. Over the years, each leg has been modernized several times. Currently, the Air Force is developing the B-21 long-range strike bomber, which will enter service later this decade, and the Navy is replacing its fleet of ballistic missile submarines with the Columbia class, scheduled to begin patrols in 2031. A replacement is also needed for the Minuteman ICBM system, which first entered service in 1962 and has been upgraded and extended 40 years beyond its original service life. In 2010, after affirming the importance of maintaining a land-based leg, the Obama administration initiated the Ground Based Strategic Deterrent program, a modern ICBM system that will improve reliability, lower operational costs, and respond to current and future threats. The Air Force will soon begin work on GBSD, which will enter service in 2029. Over 10 years of planning have led to this goal, with the program's necessity validated by two presidential administrations, six congresses and six secretaries of defense. ICBMs are an integral part of the triad, providing complementary capabilities to the sea-based and bomber legs that enhance our overall deterrence posture. For example, land-based missiles are the most robust and stabilizing leg of the triad. Consisting of 400 active, hardened missile launch facilities on sovereign U.S. soil and dispersed over 30,000 square miles, ICBMs pose a nearly insurmountable obstacle to those who wish us harm. They prevent any rational adversary from credibly threatening or confidently planning a strike. Failing to adequately maintain the land-based leg of the triad by fully funding the GBSD would threaten strategic stability and make remaining U.S. nuclear forces more vulnerable. America's ICBM force is both affordable and cost-effective — it features the lowest annual sustainment and recapitalization costs compared to the other two legs. It is vital the nation maintain its nuclear force posture, which has acted as a stabilizing element of global security for decades. Modernizing the triad is no small undertaking, and our current modernization efforts are the result of decades of careful planning and bipartisan support. Stewardship is handed down from one set of leaders to the next, and in this critical moment of transition it is imperative our current leaders keep these modernization programs on track. We strongly recommend that members of Congress support moving ahead with the GBSD program so it can join the other legs in providing effective deterrence for decades to come.
