    Stop the budgetary bleeding to get the Air Force we need

    By: Douglas Birkey In 2018, then-Secretary of the Air Force Heather Wilson sounded the alarm regarding the size of her service: “The Air Force is too small for what the nation expects of us.” Her response was direct: The service needed to grow from 312 to 386 operational squadrons. Given the concurrent demands presented by China and Russia at the high end of the threat spectrum, Iran and North Korea in the middle, and the continued danger posed by nonstate actors at the lower threat tier, this imperative for growth was grounded in clear requirements. However, instead of marking a positive turning point for the service, subsequent years saw the Air Force grow smaller, older and more fragile. The burgeoning security environment demands that this downward spiral end now. This is exactly why the Senate's version of the fiscal 2021 National Defense Authorization Act includes specific aircraft inventory floors for the Air Force. With positive intentions having fallen short year after year, it is time for legislation to stop the bleeding. No form of power projection is possible without the capabilities afforded by the Air Force. Ships at sea, forces on land and rear echelon operating locations will not survive long if not defended from aerial attack. Long-range strike affords the unique ability to hit critical targets deep behind enemy lines. Air mobility empowers joint force operations. Intelligence, surveillance and reconnaissance was the most in-demand mission area over the past two decades, and remains so today. Added to this, the Air Force also provides two-thirds of the nuclear triad. Despite the value provided by these missions, the Air Force has struggled to earn its fair share of the defense budget. It absorbed the largest fiscal cuts out of all the services in the years after the Cold War. Between 1989 and 2001, the Air Force saw procurement funding drop by over 52 percent — nearly 20 percent more than the other services. FY13 saw aircraft procurement funding hit the lowest levels in Air Force history. To add insult to injury, the Air Force also sees nearly 20 percent of its top-line budget diverted to the intelligence community — enough money to buy over 400 F-35 fighter jets a year. No other service gets hit like this. With budget pressures a perennial problem, the Air Force has continually sought to divest aircraft to free up cash. The problem is that the demand for Air Force missions never went away. Quite the opposite, it increased. In 1990, the Air Force had 2,893 fighters; today it has around 1,800. This same period saw bombers drop from 327 to 157. Combat operations have been unending since 1991, which means a smaller number of aircraft and crews simply get spun harder to meet demand. This is an unsustainable pattern, with the B-1B bomber standing as a cautionary tale. It has been flying combat missions on a nonstop basis since the 9/11 attacks. The Air Force retired a third of the B-1B inventory in the 2000s to save money that could be reinvested in the remaining aircraft. Budget pressures in subsequent years saw these savings evaporate, maintenance dollars run too thin and the aircraft pressed to the limit. They hit the breaking point last year, with less than 10 percent of the Air Force's B-1Bs mission-capable. With nearly every mission area in the Air Force inventory labeled as “high demand, low density,” expect to see similar challenges proliferate. These stresses are also a major driver behind the pilot crisis. Shrinking the Air Force in the hopes that expected savings could fund modernization has served as a continual mirage for Air Force planners. Indeed, the Air Force's answer to funding the Advanced Battle Management System and other priorities in the FY21 budget submission was to retire more aircraft. Better networks are of little use without the ability to complete the kill chain, and that takes aircraft. Presumed areas of growth hang precariously years into the future. There's little chance that cash will remain protected given COVID-19 budget pressures. The problem is that even when divestiture plans appear plausible on internal spreadsheets, service officials are not the ultimate arbiters of their resources. The broader Department of Defense, Office of Management and Budget, and Congress each have a vote on how funds are managed. This pattern clearly has not worked for the Air Force for the past 30 years. Playing this losing hand again will break the force at fundamental levels. That is why the Senate's proposed aircraft floor is not just a good idea — it is a necessity. A prudent negotiator does not enter a meeting with a high-risk position as the starting point, but that is exactly what the Air Force has done for far too long. The time has come to openly articulate what is required to meet national security requirements. That is what the 386 operational squadron goal is all about. It comes down to acknowledging what airmen will need to fly into harm's way, get the job done and come home safe. This takes both capability and capacity. It is time to rebuild the Air Force we need.     Budget Shows Flightworthy Sixth-Generation Fighter Engines Ready By 2025

    Steve Trimble July 31, 2020 Details of the first of two mostly secret initiatives to support the U.S. Air Force's five-year-old pursuit of a sixth-generation successor to the Lockheed Martin F-22 are now released and reveal that a critical technology for the Next-Generation Air Dominance program could become flightworthy by mid-2025. GE Aviation and Pratt & Whitney are scheduled to complete separate competitive designs for a Next-Generation Adaptive Propulsion (NGAP) system by the second quarter of 2022 and finish assessments on a full-scale engine three years later, according to Air Force budget documents. The schedule and spending details on the NGAP appeared for the first time in the Air Force's budget justification documents for fiscal 2021 that were submitted to Congress in February, but passed unnoticed for several months. The Air Force awarded GE and Pratt each a $427 million contract to support the NGAP program, but the details were shrouded in budget documents within the related Adaptive Engine Transition Program (AETP), an unclassified effort to develop a reengining candidate for the Lockheed F-35. After Senate authorizers cited the Air Force's lack of transparency for justifying a $270 million budget cut for AETP this year, service officials decided to break out funding for the NGAP in budget documents. In fact, the NGAP program reappeared in the fiscal 2021 budget documents for the first time in more than six years. The Air Force has kept all details about the Next-Generation Air Dominance (NGAD) program highly secret since 2016, but there was a brief, two-year window in 2014-15 when senior defense officials provided information about the underlying technology development efforts. The NGAP was first referenced in testimony by Alan Shaffer before House Armed Services Committee in March 2014. Shaffer is now the deputy to Ellen Lord, undersecretary of defense for acquisition and sustainment. Six years ago, he was the principal deputy to the director for research and engineering. In that role, Shaffer introduced the NGAP as an enabler to the NGAD program, along with another, complementary initiative focused on new airframes. “This program will develop and fly two X-plane prototypes that demonstrate advanced technologies for future aircraft,” Shaffer said in 2014. “Teams will compete to produce the X-plane prototypes, one focused on future Navy operational capabilities, and the other on future Air Force operational capabilities.” A year later, Frank Kendall, then undersecretary of defense for acquisition, technology and logistics, elaborated on the Aerospace Innovation Initiative (AII). The development of the X-planes would be led by DARPA, he said. “To be competitive, the Navy and the Air Force each will have variants focused on their mission requirements,” Kendall said. “There will be a technology period leading up to development of the prototypes. This will lead to the systems that ultimately will come after the F-35.” The results of the AII program have not been released or even acknowledged by Air Force or defense officials since 2015, but the initiative suggests that one or two X-plane aircraft could be in testing now. Kendall's remarks to Congress in 2015 came a year before the Air Force received the results of an Enterprise Capability Collaboration Team on the Air Superiority 2030 Flight Plan, which urged the development of a family of systems anchored by a next-generation fighter to replace the F-22. The Flight Plan prompted the Air Force to commission an analysis of alternatives (AoA) in late 2016. The results of that study were originally scheduled to be released by the end of 2017, but the analysis continued until early 2019. Meanwhile, a 2015 presentation by the Air Force Research Laboratory showed a notional schedule for the NGAD program; a contract award to launch the engineering and manufacturing development (EMD) phase is set for fiscal 2023. As late as the Air Force's fiscal 2019 budget request, the financial resources devoted to the NGAD appeared to support that schedule: A significant increase in funding starts in fiscal 2023, and $13 billion is set aside overall between fiscal 2019 and 2023. Last year, however, as the results of the AoA study became available, the Air Force appeared to defer the launch of the EMD by at least a few years. The fiscal 2020 budget request included only $6.6 billion for the NGAD from fiscal 2020-24. Funding for the NGAD and NGAP programs is accounted for separately in Air Force budget documents. The fiscal 2021 budget justification documents reveal that the Air Force spent $106 million for the NGAP in fiscal 2019. Another $224 million is allocated to the NGAP this year. But the program has requested an additional $403 million in fiscal 2021, the budget documents show. “The Next-Generation Adaptive Propulsion effort consists of four phases: preliminary design, detailed design, engine fabrication and engine assessments,” the Air Force's budget documents state. “Program deliverables include military adaptive engine detailed design parameters and models, engine hardware (plus spare parts), matured technologies, major rig assessment data (controls, combustor, etc.), program reviews, and technology, affordability and sustainability studies for next generation fighter aircraft,” the documents add. https://aviationweek.com/defense-space/budget-policy-operations/budget-shows-flightworthy-sixth-generation-fighter-engines

    A robot as slow as a snail ... on purpose

    By: Kelsey D. Atherton Snails and slugs are so commonplace that we overlook the weirdness of how they move, gliding on a thin film across all sorts of terrain and obstacles. Popular imagination focuses on how slow this movement is, the snail defined by its pace, but it is at least as remarkable that the same mechanism lets a snail climb walls and move along ceilings. The movement is novel enough that there is now a snail-inspired robot, sliding across surfaces on an adhesive membrane, powered by a laser. The snail robot, produced by a joint research team at the University of Warsaw Poland, together with colleagues from Xi'an Jiaotong-Liverpool University in Suzhou, China, created a centimeter-long robot powered by light. The research, published July in Macromolecular Rapid Communications, sheds new insight on how animals move in the wild, and on how small machines could be built to take advantage of that same motion. Why might military planners or designers be interested in snail-like movement? The ability to scale surfaces and cling to them alone is worth study and possibly future adaptation. There's also the simple efficiency of a creature that maneuvers on a single, durable foot. “Gastropods' adhesive locomotion has some unique properties: Using a thin layer of mucus, snails and slugs can navigate challenging environments, including glass, polytetrafluoroethylene (PTFE, Teflon), metal surfaces, sand, and (famously) razor blades, with only few super-hydrophobic coatings able to prevent them from crawling up a vertical surface,” write the authors. “The low complexity of a single continuous foot promises advantages in design and fabrication as well as resistance to adverse external conditions and wear, while constant contact with the surface provides a high margin of failure resistance (e.g., slip or detachment).” Snails can literally move along the edge of the spear unscathed. Surely, there's something in a robot that can do the same. The small snail robot looks like nothing so much as a discarded stick of gum, and is much smaller. At just a centimeter in length, this is not a platform capable of demonstrating much more than movement. The machine is made of Liquid Crystalline Elastomers, which can change shape when scanned by light. Combined with an artificial mucus later formed of glycerin, the robot is able to move, climb over surfaces, and even up a vertical wall, on a glass ceiling, and over obstacles, while it is powered by a laser. It does all of this at 1/50th the speed a snail would. This leaves the implications of such technology in a more distant future. Imagine a sensor that could crawl into position on the side of a building, and then stay there as combat roars around it. Or perhaps the application is as a robot adhesive, crawling charges into place at the remote direction of imperceptible light. Directing a robot into an unexpected position, and having it stay there with adhesive, could be a useful tool for future operations, and one that would be built upon research like this. The robot may be comically slow now.
