DoD SBIR 22.4 Annual BAA Topic Pre-Release: Army Topic Release 2 – A224-004, A224-005, and A224-006

The DoD Small Business and Technology Partnerships Office announces the pre-release of the following DoD SBIR 22.4 Annual Broad Agency Announcement (BAA) topics:

Department of the Army

  • A224-004: Advanced Tire Technology for Manned and Unmanned Systems
  • A224-005: M997A3 Chassis Suspension Improvements
  • A224-006: Variable Speed Engine Cooling Fan for Acoustic Detection Management

IMPORTANT DATES:

  • March 10, 2022: Topics pre-release
  • March 24, 2022: Topics open, begin submitting proposals in DSIP
  • April 12, 2022: Topic Q&A closes to new questions at 12:00 p.m. ET
  • April 26, 2022: Topics close, full proposals must be submitted in DSIP no later than 12:00 p.m. ET

Topic Q&A

Topic Q&A is now available on the Topics and Topic Q&A page in DSIP. Proposers may submit technical questions through Topic Q&A page at https://www.dodsbirsttr.mil/submissions/login.

During pre-release, proposers can contact TPOCs directly or submit questions via Topic Q&A. Once DoD begins accepting proposals on March 24, 2022, no further direct contact between proposers and topic authors is allowed. All questions and answers are posted electronically for general viewing. Topic Q&A will close to new questions on April 12, 2022 at 12:00 p.m. ET, but will remain active to view questions and answers related to the topics until the BAA close.

Questions submitted through the Topic Q&A are limited to technical information related to improving the understanding of a topic's requirements. Any other questions, such as those asking for advice or guidance on solution approach, or administrative questions, such as SBIR or STTR program eligibility, technical proposal/cost proposal structure and page count, budget and duration limitations, or proposal due date WILL NOT receive a response. Refer to the Component-specific instructions given at the beginning of that Component's topics for help with an administrative question.

Proposers are advised to monitor Topic Q&A during the BAA period for questions and answers and frequently monitor DSIP for updates and amendments to the topics.

    Nouvelle version du Black Eagle 50

    Steadicopter présente une nouvelle version de son drone Black Eagle 50. A l'occasion du salon DSEI, l'entreprise israélienne Steadicopter présentera une version modernisée du Black Eagle 50. Cet aéronef correspond à un drone VTOL (à décollage et atterrissage vertical), capable de mener des missions civiles et militaires. Il a principalement été mis au point pour la conduite d'opérations ISTAR (renseignement, surveillance, acquisition de cible, reconnaissance). La nouvelle version du Black Eagle 50 repose sur deux nouveautés majeures. D'une part, l'aéronef a été équipé d'un système de navigation inertielle, lui permettant de se déplacer sans accès au signal GPS et de calculer les coordonnées de l'appareil en permanence. Deuxième grosse amélioration apportée au Black Eagle 50, l'appareil a été modifié afin de pouvoir conduire des missions en environnement naval, voire même d'être embarqué à bord d'un b'timent. Le Black Eagle 50 peut ainsi désormais conduire des missions sur terre et en mer. Son endurance, comprise entre 3 et 4 heures, et sa portée, pouvant atteindre les 150 km, lui permettent ainsi de couvrir de large périmètre à chaque mission. Equipé de capteurs permettant de conduire des missions en environnement diurne et nocturne, le Black Eagle 50 peut emporter une charge utile allant jusqu'à 5 kilos, pour une masse à vide de 27 kilos.     Au préalable, la ministre des Armées, Florence Parly, a rappelé l'importance prise par l'espace pour notre défense nationale. Elle ne souhaite pas qu'il devienne un « véritable Far West ». Cette inquiétude justifie la politique volontariste engagée depuis 2017 avec la création en 2019 d'un Commandement de l'espace. Elle est également revenue sur l'arsenalisation de l'espace, la multiplication des débris, les capacités adverses développées visant à gêner, neutraliser ou détruire nos capacités spatiales.     Italian government praise for F-35 shows early doubts waning

    By: Tom Kington ROME – Italy's populist government has given its clearest sign yet that it is firmly backing the F-35, following early pledges to scrap the program by the Five Star party, one of two parties making up Rome's governing coalition. “It is obvious we cannot deprive our Air Force of a great air capability that puts us ahead of many other countries,” said junior defense minister Angelo Tofalo during a speech in Italy's parliament this week. Tofalo is a member of the Five Star party, which formed a governing coalition in June this year with the League party after courting votes with its condemnation of the fighter program. Last year, the party said it would cancel Italy's plans to buy 131 aircraft. Since taking office, the new government's defense minister Elisabetta Trenta — who was tapped for office by the Five Star party — has said the government will consider slowing down orders, rather than cancelling the program. Last month, a government source told Defense News Italy would buy six or seven aircraft in the next five years instead of the previous plan to buy around ten. Tofolo's statement took the positive appraisal of the F-35 one step further. “We have talked about the F-35 for many years in Italy, often in a distorted way, whereas you often need to really know and evaluate information,” he said. “The F-35 program is now moving, and is 20 years old, and contrary to what is often said it is an aircraft which surely has the benefit of optimum technology, maybe the best in the world at this time,” he added. Italy has so far taken delivery of 10 F-35As and one F-35B, which were assembled at the country's final assembly line in Cameri, northern Italy.
