Défense européenne : entretien avec Arnaud Danjean

Arnaud Danjean, spécialiste des questions de défense et de sécurité, député européen, accorde un entretien à L'Opinion. Il déplore : «Au niveau de l'Union européenne (UE), la défense devait être à la fois une nouveauté et une priorité. La nouveauté subsiste dans le projet de budget, approuvé le 21 juillet par le Conseil européen, mais on ne peut plus parler de priorité». Concernant le Fonds Européen de Défense (FED), M. Danjean souligne : «C'est d'abord un outil pour l'industrie et la recherche» or «il devait être pourvu à hauteur de 13 milliards et le sera de 7 milliards». De plus «la mise en œuvre du FED n'est pas finalisée et fera l'objet de règlements. Plutôt que de se concentrer sur deux ou trois projets structurants, on risque d'être dans une logique de saupoudrage et de redistribution», avertit le député.

    Serco Awarded $162 Million Contract to Support U.S. Navy’s Amphibious Warfare Program Office

    September 30, 2019 - Serco Inc., a provider of professional, technology and management services, announced today that the Company has been awarded a contract to continue its support to the U.S. Navy's Amphibious Warfare Program Office (PMS 377) with a full range of professional support services including Test & Evaluation Program Support, Technical Management Support, Acquisition & Life Cycle Management, and Integrated Logistics Support. This is the first contract award announcement for the Naval Systems business that Serco acquired from Alion Science & Technology Corporation. The recompete contract has a one-year base period plus four one-year option periods and is valued at $162 million, if all options are exercised. The business began providing direct program support to PMS 377 in 2009, and since then the program has grown from 8 personnel to approximately 220 today. Under the contract award, Serco will continue providing services that support the new construction and delivery of Navy amphibious ships and crafts, as well as the entire program lifecycle of four classes of craft, including multi-purpose (LHAR Class) ships, Landing Craft Utility (LCU 1610 and LCU 1700), Landing Craft Air Cushion (LCAC) and Ship Shore Connector (SSC). Services provided range from concept design and engineering; to program management for production and ship/craft delivery; to fleet support including Ship Life Extension Program (SLEP), regular overhauls and vessel retirement.     American trucks land in Israel to support Iron Dome testing ahead of US Army delivery

    By: Jen Judson WASHINGTON — A Ukrainian cargo plane that landed in Israel Aug. 3 carried trucks that will be used to support Iron Dome battery testing ahead of delivery in the United States, U.S. Army Futures Command confirmed. The Ukrainian plane was used to transport the trucks because of its capability to meet load requirements and delivery timelines, an AFC spokeswoman told Defense News. The U.S. Army has bought two Iron Dome batteries to fill a cruise missile threat gap as an interim solution while it continues to shape its future Indirect Fires Protection Capability being developed to battle against not just cruise missiles but unmanned aircraft threats, rockets, artillery and mortars. Congress mandated the Army buy and field two batteries no later than the end of fiscal 2020. The Oshkosh vehicles will be mated with the Iron Dome system and then be delivered to the United States in that form following factory acceptance testing in Israel. The first battery is expected to be shipped to the United States in December and the second in February, Brig. Gen. Robert Rasch, the U.S. Army's program executive officer for missiles and space, said at the Space and Missile Defense Symposium Aug. 4. While the Army has said it will not buy all-up Iron Dome systems as part of the IFPC program, officials developing the capability are considering incorporating parts of Iron Dome in the final solution. The service will conduct a shoot-off of best available options for integration into an enduring IFPC solution in the third quarter of fiscal year 2021. Rasch stressed the Army won't throw away its Iron Dome systems when IFPC comes online, but instead the service will continue to use the systems because it plans to ensure the batteries are interoperable with U.S. command-and-control capabilities. The Army plans to field Iron Dome by the end of the year, but it will still take time to train troops on the system before deployment. Some lawmakers are urging the Army to rapidly deploy the systems to the Middle East, arguing U.S. and coalition forces there need the protection from Iran and its proxies. As equipment to complete U.S. Iron Dome batteries arrived in Israel, American firm Raytheon Technologies and Israeli-based Rafael Advanced Defense Systems have formed a joint venture to build the Iron Dome missile defense system in the United States. Under the name Raytheon Rafael Area Protection Systems, the partnership is being set up to build a first-ever Iron Dome “all-up-round” facility stateside. The facility will build Iron Dome systems, the Tamir interceptor and launcher, and the SkyHunter missile (the U.S. version of Tamir). Jen DiMascio, Aviation Week Executive Editor, Defense and Space, responds: The U.S. military operates 13,319 aircraft—about three times as many manned aircraft as the Chinese military, which operates 4,519. But the ratio is not even across all types of aircraft, according to Aviation Week Intelligence Network (AWIN) data analysts Dan Urchick and Michael Tint. When it comes to combat aircraft, the ratio is more narrow: The U.S. operates 3,435 aircraft while China operates 1,943. For now, the U.S. has a qualitative edge—with 586 fifth-generation combat aircraft to China's 38.
