Défense européenne : entretien avec Arnaud Danjean

Arnaud Danjean, spécialiste des questions de défense et de sécurité, député européen, accorde un entretien à L'Opinion. Il déplore : «Au niveau de l'Union européenne (UE), la défense devait être à la fois une nouveauté et une priorité. La nouveauté subsiste dans le projet de budget, approuvé le 21 juillet par le Conseil européen, mais on ne peut plus parler de priorité». Concernant le Fonds Européen de Défense (FED), M. Danjean souligne : «C'est d'abord un outil pour l'industrie et la recherche» or «il devait être pourvu à hauteur de 13 milliards et le sera de 7 milliards». De plus «la mise en œuvre du FED n'est pas finalisée et fera l'objet de règlements. Plutôt que de se concentrer sur deux ou trois projets structurants, on risque d'être dans une logique de saupoudrage et de redistribution», avertit le député.

    DARPA: Defending Against Adversarial Artificial Intelligence

    Today, machine learning (ML) is coming into its own, ready to serve mankind in a diverse array of applications – from highly efficient manufacturing, medicine and massive information analysis to self-driving transportation, and beyond. However, if misapplied, misused or subverted, ML holds the potential for great harm – this is the double-edged sword of machine learning. “Over the last decade, researchers have focused on realizing practical ML capable of accomplishing real-world tasks and making them more efficient,” said Dr. Hava Siegelmann, program manager in DARPA's Information Innovation Office (I2O). “We're already benefitting from that work, and rapidly incorporating ML into a number of enterprises. But, in a very real way, we've rushed ahead, paying little attention to vulnerabilities inherent in ML platforms – particularly in terms of altering, corrupting or deceiving these systems.” In a commonly cited example, ML used by a self-driving car was tricked by visual alterations to a stop sign. While a human viewing the altered sign would have no difficulty interpreting its meaning, the ML erroneously interpreted the stop sign as a 45 mph speed limit posting. In a real-world attack like this, the self-driving car would accelerate through the stop sign, potentially causing a disastrous outcome. This is just one of many recently discovered attacks applicable to virtually any ML application. To get ahead of this acute safety challenge, DARPA created the Guaranteeing AI Robustness against Deception (GARD) program. GARD aims to develop a new generation of defenses against adversarial deception attacks on ML models. Current defense efforts were designed to protect against specific, pre-defined adversarial attacks and, remained vulnerable to attacks outside their design parameters when tested. GARD seeks to approach ML defense differently – by developing broad-based defenses that address the numerous possible attacks in a given scenario. “There is a critical need for ML defense as the technology is increasingly incorporated into some of our most critical infrastructure. The GARD program seeks to prevent the chaos that could ensue in the near future when attack methodologies, now in their infancy, have matured to a more destructive level. We must ensure ML is safe and incapable of being deceived,” stated Siegelmann. GARD's novel response to adversarial AI will focus on three main objectives: 1) the development of theoretical foundations for defensible ML and a lexicon of new defense mechanisms based on them; 2) the creation and testing of defensible systems in a diverse range of settings; and 3) the construction of a new testbed for characterizing ML defensibility relative to threat scenarios. Through these interdependent program elements, GARD aims to create deception-resistant ML technologies with stringent criteria for evaluating their robustness. GARD will explore many research directions for potential defenses, including biology. “The kind of broad scenario-based defense we're looking to generate can be seen, for example, in the immune system, which identifies attacks, wins and remembers the attack to create a more effective response during future engagements,” said Siegelmann. GARD will work on addressing present needs, but is keeping future challenges in mind as well. The program will initially concentrate on state-of-the-art image-based ML, then progress to video, audio and more complex systems – including multi-sensor and multi-modality variations. It will also seek to address ML capable of predictions, decisions and adapting during its lifetime. A Proposers Day will be held on February 6, 2019, from 9:00 AM to 2:00 PM (EST) at the DARPA Conference Center, located at 675 N.     The military wants many systems to share one language

    By: Mark Pomerleau The Army, Navy and Air Force secretaries recently signed a memorandum that would establish common standards of information in future weapon systems, a move that will allow for greater coordination on a future battlefield that will require faster decision making. As the military is shifting its focus to so-called great powers and simultaneously each pursing its own version of multidomain operations — a concept of operating more seamlessly across the five domains of warfare — there is a recognition for the need for closer cooperation. According to an Air Force release Feb. 8, older weapon systems were not developed with common interface standards, which made interoperability more difficult. “This is vital to our success,” said Mark Esper, the secretary of the Army. “After reviewing the capabilities of common standards, we have collectively determined that continued implementation, and further development of modular open systems approaches are necessary to keep our competitive advantage.” In recent years, the services have developed, demonstrated and validated common data standards through a cooperative partnership with industry and academia to allow for a modular open systems approach, the release said. When the services follow the standards, contractors can build interoperable systems. This approach can lead significantly reduce development timelines and shrink costs by as much as 70 percent, the release said. “The ability for our systems and forces to exchange information and communicate effectively gives our war fighters the best capabilities to deliver the fight tonight,” Richard Spencer, the secretary of the Navy, said. “This reform will make us a highly integrated and more lethal fighting force.” With new approaches, such as multidomain operations, Pentagon leaders say it is critical for systems and forces to communicate across domains as well as cyber and land systems. "Victory in future conflict will in part be determined by our ability to rapidly share information across domains and platforms," Heather Wilson, secretary of the Air Force, said. "Sharing information from machine to machine requires common standards." Some in industry are helping the military answer some tough problems. “How do you take all the platforms that are out there and link them together and then be able to create decisions that happen a lot faster or get to decisions that you couldn't have gotten to if you were looking at each of the domains independently,” Rob Smith, vice president of C4ISR & UAS, Rotary and Mission Systems at Lockheed Martin, told reporters in July. While linking systems together may sound easy, Smith said differences in planning cycles, technologies and classifications is challenging. Going forward, the Air Force release said the joint memorandum directs service acquisition executives to publish specific implementation guidance for acquisition programs, continue to identify gaps and develop new standards when needed.
