    US Army releases draft RFP for Bradley vehicle replacement

    By: Aaron Mehta WASHINGTON — The U.S. Army on Friday issued a draft request for proposals for the preliminary design phase of its delayed optionally manned fighting vehicle, or OMFV, the first major step in a relaunched competition to replace the Bradley Infantry Fighting Vehicle. The preliminary phase will be open for 40 days, with the goal of gathering industry feedback ahead of the final RFP, which will come later this year. That final RFP will award of up to five design contracts in June 2021, setting the next stage in the competition. “As we continue to progress through the first phase of our five-phased approach for the OMFV program, communication, inclusive feedback and innovative thinking from industry remains key,” Maj. Gen. Brian Cummings, the Army's program executive officer for ground combat systems, said in a statement. “We are looking forward to receiving feedback and learning from industry what's in the realm of the possible as we continue to develop this truly transformational vehicle for our Soldiers.” Added Brig. Gen. Ross Coffman, director of the Next Generation Combat Vehicles Cross-Functional Team: “Accurately defining the desired set of capabilities without over-constraining the design is critically important. “The Army is committed to open communication with industry to ensure the characteristics and eventual requirements of the OMFV are informed by technological advances.” The focus on gathering industry feedback should not be a surprise, given the recent history of the program. When the OMFV program was conceived, the Army planned to hold a prototyping competition, selecting two winning teams to build prototypes with a downselect to one at the end of an evaluation period. But in October, the Army ended up with only one bidder in the OMFV competition — General Dynamics Land Systems — after other competitors dropped out, citing requirements and schedule concerns. As a result, the Army in January announced it would be relaunching the program to ensure more competition going forward — a decision that led to service leaders taking heat from Congress during testimony in March. OMFV is the first large acquisition effort to come out of Army Futures Command. The draft RFP, posted on a government contracting website Friday, drives home the point by stating: “To permit industry design freedom and promote innovation, the Army has avoided quantifying or prescribing critical levels of performance wherever possible.” “We do not want to box industry into a solution,” Cummings said. “We want to incentivize industry as they lean forward and think creatively to bring the Army innovative technologies and solutions necessary to achieve our vision — both in terms of the ability to integrate newer technology we are seeing today and leaving space for future growth on the OMFV platform.” https://www.defensenews.com/land/2020/07/17/army-drops-draft-rfp-for-bradley-replacement/

    USAF Identifies Critical New KC-46 Design Flaw

    By Steve Trimble The U.S. Air Force has identified a potential new design flaw with the KC-46A tanker and banned the fleet from carrying cargo or passengers until a solution is found and delivered. Multiple cargo locks embedded in the floor of the aircraft released inadvertently during a recent operational test and evaluation flight, according to a statement by Air Mobility Command (AMC). Air Force and Boeing officials are working to identify a solution to the problem, AMC says. An uncommanded release of the cargo locks could allow pallets of cargo or passenger seats to shift position during flight, potentially changing the center of gravity of the aircraft. In response, the Air Force generated the third unresolved Category 1 deficiency report charged to the KC-46 program, AMC says. A Category 1 deficiency reflects an identified risk that jeopardizes lives or critical assets. The Air Force agreed to accept the first KC-46 last January despite two Category 1 deficiencies still pending. Boeing is implementing an Air Force-funded design change to the actuator on the refueling boom to make it more sensitive to smaller receiver aircraft, such as A-10s and F-16s. Meanwhile, Boeing has submitted a proposed redesign of the remote vision system (RVS) to correct what the Air Force calls a “rubber sheeting” affect that distorts the image on the visual display used by the boom operator during refueling operations.     By Brian Garrett-Glaser Canadian simulator and training provider CAE is in talks with the U.S. Navy to add its new high-tech data analysis tool suite, CAE Rise, to existing and future programs, including aircrew training services for the T-44C Pegasus, according to the company. Launched for the civil aviation market in 2017, CAE Rise allows instructors to objectively assess pilot competencies using live data during training sessions, accessible via iPad interface. CAE pitches the system as a means of using big data analysis to reduce subjectivity in pilot assessment, allow instructors to focus more on teaching and help create more efficient training programs. The CAE Rise system can "detect everything for a maneuver, and it's able to tell the instructor what parameter went out of whack, where [the pilot] did not do according to standards,” said Terry Constantakis, CAE's director of civil aviation training solutions. “So in terms of key benefits for CAE Rise, we often use the term ‘better than the naked eye' in terms of detecting errors and helping the instructor provide assessments,” he added. “It also allows the instructor to focus more on soft skills. For example, when we look at things like grading, we noticed that when instructors have RISE they spend more time providing comments on soft skills like teamwork, communication and workload management — things that are not necessarily performance-based or technical skills.” CAE Rise has been adopted by a number of airlines in Asia, including a five-year agreement with AirAsia to train its long-haul pilots to fly for affiliate airline AirAsia X on the Airbus A330. More recently, in late 2018, CAE released its RISE data suite for the defense market, with key features like development on Microsoft Azure Government for cloud computing to meet government cybersecurity and compliance requirements. The company is offering CAE Rise to the Pentagon as an enhancement to its current contract for T-44C aircrew training devices, which the company began delivering in 2014. “As far as what branches of the U.S. military have expressed an interest, I will say we have had ongoing discussions with the U.S. Navy,” said a company spokesperson. “We have briefed and demonstrated to the Navy how CAE Rise could be used to enhance and improve naval aviator training.” “There are no other CAE Rise customers on the defense side that we can disclose currently,” the spokesperson added. CAE hopes the platform will, in addition to improving the quality of aviation training services, help address the global civil and military pilot shortage that is expected to worsen in coming decades. The company's analysis on pilot demand published in 2016 estimated a need for 180,000 new captains globally within the next 10 years.
