AIR FORCE
New Mexico Institute of Mining and Technology, Socorro, New Mexico, has been awarded a $92,980,000 cost-reimbursement, indefinite-delivery/indefinite-quantity contract for Playas Electronic Attack & Cyber Environment research and development. This contract will define, develop and deploy cyber electronic warfare (EW) capabilities for research and development, evaluation, test and training in support of employment of cyber EW effects. This effort will provide a unique and enduring environment to support Department of Defense assets for the employment of cyber and EW effects. Work will be performed in Playas, New Mexico, and is expected to be completed by Oct. 7, 2026. Fiscal 2019 research and development funds in the amount of $5,298,000 are being obligated at time of award. The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-20-D-1888).
Linde Services LLC, New Providence, New Jersey, has been awarded a $77,000,000 hybrid firm-fixed-price, cost-plus-fixed-fee contract (FA7022-20-D-0002) with a cost reimbursable line item, indefinite-delivery/indefinite-quantity contract for the processing separation, and radio assay of atmospheric gas samples for elemental determination of sample components. This contract provides for laboratory analytical services and support services, including but not limited to, sample analysis, analytical technique advancement, special projects, computer software support. The location of performance is New Providence, New Jersey. The work is expected to be completed by Sept. 30, 2027. This award is the result of a sole-source acquisition. Fiscal 2020 operations and maintenance funding in the amount of $6,998,924 is obligated at the time of award. Headquarters Air Combat Command, Acquisition Management and Integration Center, Detachment 2 Operation Location, Patrick Air Force Base, Florida, is the contracting activity.

Olgoonik Technical Services LLC, Anchorage, Alaska, has been awarded a maximum $13,314,408 modification (P00033) exercising the fourth one-year option period of a one-year base contract (SP3300-16-C-5001) with four one-year option periods for warehousing and distribution support services. This is a fixed-price-incentive contract with cost-reimbursement line items. Locations of performance are Alaska and California, with an Oct. 15, 2020, performance completion date. NAVY
Schuyler Line Navigation Co. LLC, Annapolis, Maryland, is awarded an $11,803,500 modification under a previously awarded firm, fixed-price contract (N32205-18-C-3508) to fund the first one-year option period. The option will continue to provide one U.S. flagged vessel (SLNC Goodwill) in support of the Department of Defense Logistics Agency Energy for the transportation of clean petroleum products in the Far East region. The current contract includes a 12-month base period, three 12-month option periods and one 11-month option period. Work will be performed in the Far East region, and is expected to be completed by Oct. 14, 2020. Fiscal 2020 working capital funds in the amount of $2,950,875 will be obligated at time of award and each quarter thereafter and will expire at the end of the current fiscal year. By: Daniel Cebul WASHINGTON — The Defense Information Systems Agency (DISA) has opened a second operations watch floor to help operate and secure global information-sharing and command and control capabilities, according to a Sept. 12 press release from the agency. The organization opened the new floor July 15 at Hill Air Force Base in Utah. The center is now known as DISA Global West. The original operations watch floor, DISA Global Operations Command, headquartered at Scott AFB, Illinois will now be known at DISA Global East. Opening a second watch floor improves the survivability and redundancy of global network operations, the DISA statement said, and allows for what's described as 24/7 “Active-Active” operations. “Active-Active” means that DISA is continuously available to provide operational and security capabilities, even if one of the two operation centers goes down. This added layer of redundancy is viewed as critical in an increasingly hostile cyber environment. “In a world where our cyber adversaries are becoming more and more sophisticated in their abilities to infiltrate networks and interfere with services, Active-Active operations allows DISA Global to reduce continuity risks and make the Defense Information Systems Network and DISA services more agile and responsive,” said Laura Williams, the agency's Active-Active program manager. While dividing the work force between locations introduces new difficulties to operations, the agency is confident the move will improve resiliency without compromising capability. “It's always a challenge when you have a geographically separated work force,” said Army Col. Lisa Whittaker, DISA Global commander said in the release. “But we are a tremendous team coming together for this effort. The teammates that work at DISA Global West are closely integrated with those at DISA Global East. Gareth Jennings, London - Jane's International Defence Review 26 April 2020 The US Army is looking to acquire tethered unmanned aerial vehicles (UAVs) to laser-designate ground targets from stand-off distances. A solicitation posted on 24 April by the Department of the Army calls for information on a tethered-UAV that can be used by Air National Guard (ANG) Special Tactics Operators (STOs) to observe and engage hostile ground forces using laser-guided weapons from greater stand-off distances. "The required product will allow STOs to develop tactics, techniques, and procedures for observing and engaging hostile forces with low-collateral, long stand-off, laser-guided weapons fired or released from weapons systems that are unable to self-designate and expedite targeting for systems that can self-designate but have not yet identified a target's location," the request for information (RFI) noted. Performance standards for the tethered UAV set out in the RFI comprise the ability to reach 200 ft above ground level (AGL); 24-hour flight on a 2 kw or smaller generator; a 5 lb (2.3 kg) payload capacity; AES 256 encryption of the UAV control and video data; ability for open architecture use of the UAV's onboard computer; gimballed camera with co-witness laser designator capability of 30 mj or better, laser spot tracker, and laser rangefinder (which would reduce the 5 lb payload); the ability to generate target co-ordinates; an untethered communications link range of 8 km or better; remote handoff capability desired; an untethered flight duration of at least 45 min with 3 lb payload; autonomous delivery capability of 4 lb; multiple hot-swappable payloads and batteries (ability to change payload and batteries without powering down); the ability to operate in high winds of more than 40 mph (64 kph); the ability to operate in precipitation- industry standard IP54 or better; a temperature capability of -10°F to + 120°F (-23°C to 49°C); a hover capability and forward flight speed of 35 mph or better; target recognition artificial intelligence (AI) capable for people and vehicles; an Android Team Awareness Kit (ATAK) integrated plugin; and the ability to operate and navigate in GPS and radar-denied environments. https://www.janes.com/article/95779/us-army-seeks-tethered-uav-for-laser-designating
