Lockheed Martin Corp., Liverpool, New York, is awarded a $22,827,962 modification (P00003) to a firm-fixed-price order N00019-20-F-0535 against previously issued basic ordering agreement N00019-19-G-0029. This modification exercises an option to procure 12 retrofit advanced radar processor systems for the E-2D Advanced Hawkeye aircraft. Work will be performed in Liverpool, New York (54%); and Andover, Massachusetts (46%), and is expected to be completed in April 2025. Fiscal 2021 aircraft procurement (Navy) funds in the amount of $22,827,962 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded an $11,977,622 modification (P00003) to previously awarded cost-plus-fixed-fee contract N00019-20-C-0026. This modification provides continued support required to establish the common reprogramming tool development network and selection of a service-oriented architecture for the development of enhanced reprogramming tools, which is essential for all standing labs in support of the F-35 aircraft for the Navy, Air Force, Marine Corps, and the governments of Australia and Great Britain. Work will be performed in Fort Worth, Texas (90%); and Eglin Air Force Base, Florida (10%), and is expected to be completed in December 2021. Northrop Grumman Systems Corp., Rolling Meadows, Illinois, is awarded an $8,456,902 modification (P00010) to cost-plus-fixed-fee delivery order N00019-19-F-0453 against previously issued basic ordering agreement N00019-15-G-0026. This modification adds scope to provide non-recurring engineering to upgrade the current large aircraft infrared countermeasures system processor replacement in support of efforts to resolve advanced threat warning processor and control indicator unit diminishing manufacturing source issues, and exercises an option to provide expanded growth capability for the AN/AAQ-24 system for the Navy and the Air Force. Work will be performed in Rolling Meadows, Illinois, and is expected to be completed in April 2023. Fiscal 2019 aircraft procurement (Navy) funds in the amount of $5,075,661; fiscal 2020 aircraft procurement (Navy) funds in the amount of $2,961,241; and fiscal 2020 aircraft procurement (Air Force) funds in the amount of $420,000, will be obligated at time of award; $5,075,661 of which will expire at the end of the current fiscal year. ARMY

BAE Systems, Nashua, New Hampshire, was awarded a $49,937,097 firm-fixed-price contract for the Common Missile Warning System. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 15, 2025. The U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-21-D-0010).

General Dynamics Land Systems, Sterling Heights, Michigan, was awarded a $25,982,972 modification (P00004) to contract W56HZV-20-C-0031 to provide maintenance training and procedural technical assistance to the Kuwait Land Force. Work will be performed in Kuwait City, Kuwait, with an estimated completion date of Dec. 5, 2023. Fiscal 2010 Foreign Military Sales funds in the amount of $25,982,972 were obligated at the time of the award. MISSILE DEFENSE AGENCY

ARES Technical Services Corp.,* Burlingame, California, is being awarded a $51,962,387 competitive cost-plus-fixed-fee, level-of-effort contract with a three-year base value of $21,651,531 and two one-year options for Technical, Engineering, Advisory, and Management Support (TEAMS) - Next Safety advisory and assistance services. The work will be performed in Fort Belvoir, Virginia; Dahlgren, Virginia; Huntsville, Alabama; Fort Greely, Alaska; Vandenberg Air Force Base, California; Kirkland AFB, New Mexico; Pacific Missile Range Facility, Hawaii; and White Sands Missile Range, New Mexico, with an estimated completion date of Dec. 13, 2025. L‐3 Communications Vertex Aerospace LLC, Madison, Mississippi, has been awarded a $38,000,000 firm-fixed‐price, indefinite‐delivery/indefinite‐quantity modification (P00021) to contract FA8106‐17‐D‐0001 for contractor logistic support of the Air Force C‐12 fleet. Engineering Arresting Systems Corp., Ashton, Pennsylvania, has been awarded a $15,691,772 requirements-indefinite-delivery type, firm‐fixed-price production contract for the Mobile Runway Edge Sheave (MRES). Work will be performed in Ashton, Pennsylvania, and is expected to be completed Nov. 15, 2028. This contract is the result of a sole-source acquisition. DEFENSE LOGISTICS AGENCY

    By: Jen Judson WASHINGTON — The first-ever test of the Terminal High Altitude Area Defense system'sability to remotely fire an interceptor was deemed a success by the U.S. Missile Defense Agency. Following the test in the early hours of Aug. 30, the Lockheed Martin-made THAAD has now had 16 successful intercept tests in a row. But the significant milestone is proving the ability to remotely engage the system with a government-developed remote launcher kit. The capability provides extended range of a defended area, an MDA statement notes. “Preliminary indications are that planned flight test objectives were achieved and the target was successfully intercepted by the THAAD weapon system,” the statement reads. "This test demonstrates the expanding capabilities of the THAAD weapon system and its ability to intercept and destroy ballistic missile threats in defense of our nation, deployed forces and allies,” MDA Director Vice Adm. Jon Hill said in the statement. THAAD operators from the E-62 Battery conducted radar operations as well as launcher and fire control operations employing a procedure used in combat and were unaware of the target-launch timing. The ability to launch an interceptor remotely achieves a more layered — and ultimately less stove-piped — approach to regional ballistic missile defense and to increase the battlespace. The U.S. Army is also working to integrate the Patriot medium-range air-and-missile defense system with THAAD in response to an urgent operational need on the Korean Peninsula. That effort uses some of the same principles of decoupling launchers and radars so an operator can, for instance, use a THAAD radar (which can see farther than a Raytheon-made Patriot radar) but decide to engage a Patriot interceptor depending on the threat picture. The ability to use the THAAD radar also gets more out of the Patriot Advanced Capability-3 Missile Segment Enhancement (PAC-3 MSE) missile fired from Patriot units, which outperforms the organic Patriot radar. Earlier, in an Aug. 29 Army test also at White Sands Missile Range, a PAC-3 Cost Reduction Initiative interceptor took out an air-breathing threat “at a record distance," according to a Lockheed Martin statement. The company builds the missile as well as the PAC-3 MSE. The test also showed it can be integrated into the Northrop Grumman-made Integrated Air and Missile Defense Battle Command System, the command-and-control system of the Army's future air and missile defense architecture.     Partnering With the U.S. Defense Industrial Base to Combat COVID-19

    Statement attributed to Lt. Col. Mike Andrews, Department of Defense spokesman: "The Department continues to aggressively partner with the defense industry to mitigate impacts from COVID-19. Under Secretary of Defense Ellen Lord's Acquisition and Sustainment leaders in Industrial Policy, Defense Pricing and Contracting, Defense Logistics Agency (DLA), and the Defense Contracting Management Agency (DCMA) have made significant progress this week in addressing specific concerns outlined by defense industry leaders. During the 4 daily COVID-19 update calls with defense industry associations leaders this week, led by Deputy Assistant Secretary of Defense for Industrial Policy Ms. Jennifer Santos, several key concerns identified by industry included 1) critical defense contractor workforce ability to continue working; 2) ensuring cash flow to the defense industrial base; and 3) getting standardized guidance out to industry. On Friday the Department issued two memos that address all three concerns. After working closely with the Hill and the Department of Homeland Security, Under Secretary Lord issued a Defense Industrial Base Essential Critical Infrastructure Workforce memo that defined essentiality in the Defense Industrial Base (DIB) workforce, ensuring the defense industrial base's critical employees can continue working. The memo also reiterated her commitment to the safety of the workforce and support of the national security mission. In addition, on Friday Mr. Kim Herrington, Director of Defense Pricing and Contracting, issued a Deviation on Progress Payments memo, which stated that once in contracts, the progress payment rate that contracts can get paid for will increase from 80% of cost to 90% for large businesses and from 90% to 95% for small businesses. This is an important avenue where industry cash flow can be improved. DCMA will work on mass modifications to contracts where applicable (vs one by one) using DCMA authorities. In addition, the Department is accelerating payments through several means to prime contracts and directing prime contracts to expedite payments to subcontractors. Vice Admiral David Lewis, DCMA Director, has worked closely with the contracting workforce and the Defense Finance and Accounting Services (DFAS) to ensure that invoices are continuing to be paid in a timely manner. On Friday, the Acquisition and Sustainment Small Business Office reached out to defense industry small businesses, and is working with the Small Business Administration and their small business emergency loan program to help protect these companies. The Department is fully engaged with the interagency to leverage the Defense Production Act to help reinforce critical elements of the DIB. It is especially important to understand that during this crisis the DIB is vulnerable to adversarial capital, we need to ensure companies stay in business without losing their technology. The Department will be discussing this in more detail next week.
