This contract provides for serviceable components and subsystems for instrumentation tracking systems, worldwide for both foreign and domestic government agencies to include radars, telemetry and optical range mission systems, flight termination systems, data acquisition systems and Global Positioning Systems. Skyborg is an autonomous attritable aircraft capable of achieving a diverse set of missions to generate massed combat power; delivering a future Air Force which can deter, blunt and defeat peer adversaries. The Skyborg prototyping, experimentation and autonomy development contract will be used to deliver missionized prototypes in support of operational experimentation and develop the first Skyborg air platform with modular hardware and software payloads that will incorporate the Skyborg autonomy core system and enable manned/unmanned teaming. The locations of performance are to be determined at the order level and are expected to be completed by July 2026. Accenture Federal Services LLC, Arlington, Virginia, has been awarded an $89,615,577 multiple-year firm-fixed-price contract action to sustain existing infrastructures and establish new cloud common infrastructure and services for Air Force enterprise resource planning: Air Force Integrated Personnel and Pay System, Defense Enterprise Accounting and Management System, and maintenance, repair and overhaul initiative. (GA-ASI) and the engineering and technology firm SENER began collaborating in 2008, the international partnership has resulted in significant agreements regarding the MQ-9A Remotely Piloted Aircraft (RPA) for Spain and its adaptation to the requirements of the Spanish Armed Forces. The latest joint development effort is a NATO Pod, designed and built by SENER Aeroespacial, part of the SENER Group. GA-ASI will integrate the NATO Pod onto the MQ-9 aircraft line to increase its configuration and payload options. NATO Pod development is driven by GA-ASI's initiative to provide customers with a customizable pod for carriage of sovereign, cross-domain Intelligence, and Surveillance and Reconnaissance (ISR) sensors that can be integrated onto GA-ASI-built MQ-9A and MQ-9B RPA Systems. GA-ASI is working with European suppliers to add sensor capabilities to the new European-built payload pod that meets NATO airworthiness standards. The NATO Pod is a flexible, scalable, certifiable, aerodynamic, and low-cost enclosure that enables customers to add sovereign sensor capabilities developed in their respective countries using a common set of interfaces to the aircraft system. This approach reduces integration time and cost.     The next cybersecurity concern for NATO? Space

    By: Kelsey Reichmann A new report warns that the cybersecurity vulnerabilities related to military space systems, specifically terminals and command-and-control systems, deserves renewed attention from NATO countries. The report, titled “Cybersecurity of NATO's Spaced-based Strategic Assets,” was produced by Chatham House, which is part of the Royal Institute of International Affairs, a policy institute in London. The paper, by Beyza Unal, was released July 1. “There is an urgent need to study and address cyber-related challenges to strategic assets within NATO and its key member countries, particularly the cyberthreat to space-based command and control systems,” the report read. “The increasing vulnerability of space-based assets, ground stations, associated command and control systems, and the personnel who manage the systems, has not yet received the attention it deserves.” The report highlights cybersecurity vulnerabilities to space systems used by countries in the NATO alliance, notably singling out commercial products used in military operations as a particular risk. These vulnerabilities can come from back-door encryption, supply chain security, and personnel and procedural practices, according to the report. NATO uses space assets to defend territory, peacekeeping missions, humanitarian assistance and disaster relief, counterterrorism, and conflict prevention. “There is an increasing need to apply higher-grade military hardening and cyber protection specifications to civilian capabilities that have the potential to be used in support of military applications,” the report read. “If military standards are not met, items procured from commercial industry with design flaws may expose NATO's systems to additional vulnerabilities." The report also points to the importance of securing satellite terminals. “Terminals located in ground stations constitute a critical vulnerability, as a terminal is an access point to a satellite and is usually not protected by authentication in order not to hinder operational actions,” the report said. “Terminals house software systems that can be compromised and require patching and upgrading.” Data flowing between satellites, especially ground stations, can become vulnerable, according to the report. “Adversaries infiltrating ground- or space-based systems could exploit weak software implementation, or the incompatibility of network or data transfer protocols in the chain,” the report read. “While the absence of data is easy to detect, the manipulation of data or erosion of confidentiality at such an interface is potentially more difficult to discern.” Among the report's recommendations is that NATO strengthen its cyber defense through increased collaboration between the public and private sector. This would allow for more timely information sharing of cyberthreats. The report also urges NATO to emphasize that commercial manufacturers meet basic cybersecurity standards and possibly more stringent military protection standards. “In the future, military systems will be increasingly connected to non-military systems,” the report stated. “This has important implications for the laws of armed conflict, as the combination of civilian, commercial and military capabilities in the cyber domain and space raises the risk that civilian capabilities used for military purposes qualify as legitimate military targets.” https://www.fifthdomain.com/international/2019/07/30/the-next-cybersecurity-concern-for-nato-space/

    Space Force’s stopgap polar communications system passes another milestone

    Nathan Strout The U.S. Space Force's stopgap Arctic communications system has passed another major milestone, with it's Control and Planning Segment (CAPS) ground system passing a critical design review. The Space and Missile Systems Center said officials completed a “delta critical design review” of Enhanced Polar System Recapitalization's (EPS-R) CAPS design June 25. In a press release, SMC noted the assessment included three months of review by the government and contractor teams, covering areas of risk, software and hardware requirement traceability, testing, performance, cost and schedule. Slated to launch in late 2022, the EPS-R payloads will fill a vital gap in providing secure communications for war fighters in the Arctic. The constellation it's replacing, the Enhanced Polar System (EPS) is not expected to last until the polar components of the Protected Tactical SATCOM and Evolved Strategic SATCOM are fielded in the 2030s, and so EPS-R will serve as a stopgap measure in the interim. Both EPS-R and EPS are effectively the Arctic components of the Advanced Extremely High Frequency constellation. Northrop Grumman was awarded a $429 million contract for the two EPS-R payloads in February 2018. The payloads will be hosted on two Space Norway satellites. The EPS-R payloads passed critical design review in October. Northrop Grumman was also awarded an $87 million contract in May 2019 to design and build the Control and Planning Segment (CAPS) which will manage both the EPS-R and EPS payloads. “The EPS-R program's unprecedented approach provides an advantage to warfighters in the increasingly contested Arctic region. EPS-R leverages the best practices of our industry partners, in concert with commercial space and launch vehicle providers while collaborating with our Norwegian partners. The EPS-R CAPS system will command the EPS/EPS-R constellation allowing US Space Force space operators to provide continuous communication services to Arctic users,” explained Maj. Craig Zinck, EPS-R Ground program manager, in a statement.
