DEFENSE LOGISTICS AGENCY

Innovation Associates Inc., Johnson City, New York, has been awarded a maximum $450,000,000 firm‐fixed‐price, indefinite‐delivery/indefinite‐quantity contract for automated pharmaceutical equipment, accessories, maintenance and training under the Patient Monitoring and Capital Equipment Program. This is a five-year base contract with one five‐year option period. This was a competitive acquisition with 36 responses received. Location of performance is New York, with a July 22, 2024, performance completion date. Using customers are Army, Navy, Air Force, Marines, and federal civilian agencies. Type of appropriation is fiscal 2019 through 2024 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2D1‐19‐D‐0017).

Sikorsky Aircraft Corp., Stratford, Connecticut, has been awarded a maximum $9,804,501 firm-fixed-price delivery order (SPRPA1-19-F-C15B) against basic ordering agreement SPRPA1-17-G-C101, for H-53 hydraulic fluid tanks. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a one-year contract with no option periods. Location of performance is Connecticut, with a Sept. 30, 2020, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2019 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

ARMY

ASNA, Santa Ana, California (W911QY-19-D-0045); and Mills Manufacturing Corp.,* Ashville, North Carolina (W911QY-19-D-0046), will compete for each order of the $249,000,000 firm-fixed-price contract for the purchase T-11 Personnel Parachute System. Bids were solicited via the internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of July 22, 2019. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity.

North Carolina Division of Services for the Blind, Raleigh, North Carolina, was awarded a $42,289,265 firm-fixed-price contract for full food services to be provided at Fort Bragg, North Carolina. Bids were solicited via the internet with five received. Work locations and funding will be determined with each order, with an estimated completion date of July 31, 2024. U.S. Army Mission and Installation Contracting Command, Fort Sam Houston, Texas, is the contracting activity (W9124J-19-D-0014).

NAVY

GCR-MDI LLC,* Pinehurst, North Carolina, is awarded an $8,014,356 indefinite-delivery/indefinite-quantity contract for base operations support services at Naval Submarine Base, Kings Bay, and outlying areas. The work to be performed provides for base operations support services to include custodial, pest control, integrated solid waste management, grounds maintenance and landscaping, pavement clearance, and other related services. The maximum dollar value including the base period and four option years is $40,320,917. Work will be performed in Kings Bay, Georgia (99%); and outlying areas (1%), and is expected to be completed by September 2020. If all options are exercised, work will continue through September 2024. No funds will be obligated at time of award. Fiscal 2020 operations and maintenance (Navy); fiscal 2020 Defense Health Program; and fiscal 2020 family housing operations and maintenance (Navy) contract funds in the amount of $7,527,488 for recurring work will be obligated on individual task orders issued during the base period. This contract was competitively procured via the Navy Electronic Commerce Online website, with three proposals received. The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity (N69450-19-D-1725).

    For the first time, No. 36 Squadron (36SQN) has worked to get United States Air Force (USAF) C-17A Globemasters back into the air under a new cross-servicing arrangement. Technicians from 36SQN were able to assist the crews of two USAF C-17As on separate tasks in Australia. The work came following both countries agreeing to a C-17A Aircraft Repair and Maintenance Service - Implementing Arrangement (ARMS-IA), which allows RAAF and USAF technicians to work on each other's C-17As. On 4 July , ARMS-IA was enacted to help support a USAF C-17A at RAAF Base Richmond. Warrant Officer (WOFF) Pete Ranson, Warrant Officer Engineering at 36SQN, said the request for assistance came via the Boeing Defence Australia representatives at RAAF Base Amberley. “We supplied a co-pilot Multi-Function Control Panel for the cockpit, fitted it and carried out the associated operational checks to verify the replacement,” WOFF Ranson said. “After that rectification, another unserviceability appeared, and was successfully rectified.” This issue related to a Secondary Flight Control Computer, and saw 36SQN engage fellow RAAF technicians at 37SQN for tooling and consumables. Throughout the repair on the USAF C-17A, RAAF and USAF technicians worked side-by-side. “The issues with the affected aircraft were outside the expertise of the USAF maintenance personnel on that task,” WOFF Ranson said. “The USAF aviation technician trades are more specialised than the RAAF, where we stream to either Aircraft Technician or Avionics Technician.” “We carry a broader experience in a range of tasks, and 36SQN maintenance personnel were able to guide the USAF counterparts in rectifying the jet.” The fix at RAAF Base Richmond came just days after 36SQN technicians assisted another USAF C-17A with a suspected fuel leak fault at Rockhampton. “On that occasion, we sent maintenance personnel to troubleshoot the problem,” WOFF Ranson said. “We found it was a faulty valve and not a fuel leak from the tank, which gave confidence to the USAF crew that they could carry on to an appropriate location to replace the valve.” Group Captain (GPCAPT) Steve Pesce, Officer Commanding No. 86 Wing, said the work of 36SQN technicians had immediately validated the ARMS-IA. “The ARMS-IA recognised the close relationship between RAAF and USAF C-17A communities, and the reality that we operate this aircraft a long way from home,” GPCAPT Pesce said. “Both of these examples witnessed a C-17A getting back on a task much sooner than would have been otherwise possible, which is invaluable support.” “I am very proud of the 36SQN team for the assistance it's rendered to its USAF counterparts.” https://www.jber.jb.mil/News/News-Articles/Article/1917908/royal-australian-air-force-and-us-air-force-technicians-on-the-tools-together/source/GovD/

    With the future of the US Navy’s carrier air wing murky, Congress demands a plan

Larter WASHINGTON – The US Navy will need to develop a roadmap for developing future fighter aircraft years after it became apparent that the Navy's mainstay F/A-18 Super Hornet would struggle to keep the carrier outside of range to be effective against Chinese anti-ship missiles. A provision in the Senate Armed Services Committee's mark of the National Defense Authorization Act told the Navy to come up with a concrete plan for fielding next generation fighter aircraft, a move that comes months after congressional appropriators gutted 2020 funding for the Navy's next-generation air dominance program, taking the requested $20.7 million and slashing it to $7.1 million. By way of comparison, the Air Force requested $1 billion in funding for its Next Generation Air Dominance program, but saw a relatively minor 10 percent cut from appropriators that was cited as a “classified adjustment.” The SASC mark “requires the Navy to create a fighter aircraft force structure acquisition strategy and report on aircraft carrier air wing composition and carrier-based strike fighter squadrons to better prepare for potential conflicts envisioned by the National Defense Strategy,” according to a summary posted on the Committee's website. The Navy likely upset the congressional apple cart by zeroing out a planned buy of at least 36 Super Hornets that would have spanned FY22 through FY24. That move that should save $4.5 billion that the service plans to redirect to its sixth-generation fighter program, known as Next Generation Air Dominance or F/A-XX. So, what's F/A-XX? The Navy has tried to address the range issue with fielding an unmanned tanker, the MQ-25 Stingray, but that program could face delays if the Navy's operational schedule doesn't align to allow testing. But what exactly the F/A-XX will be is anyone's guess. The Navy finished an Analysis of Alternatives in June of last year and the spokesman for the Navy's assistant secretary for research, development and acquisition told Defense News earlier this month that the program was in the concept development phase. But some experts believe that given the Navy's budgetary constraints for the foreseeable future, the F/A-XX should be a derivative of a current aircraft. Bryan Clark, a senior fellow at the Hudson Institute and a retired submarine officer, said in recent testimony before the House Armed Services Committee that it would make sense to keep buying the F/A-18s to keep the line hot for a potential F/A-XX. “I think the F/A-XX is going to need to be probably a derivative of an existing airplane rather than some complete new clean sheet design given the fiscal constraints we're under,” Clark said. “Therefore, keeping production lines going for both of our existing strike fighters is a good idea to allow both to be an option for this future F/A-XX.” In 2019, formed Deputy Secretary of Defense Bob Work told Defense News that the next fighter should really be unmanned, and that going that route would help save some money. “The focus should be on the F/A-XX. If you really want range, that has to be the platform you are shooting for,” Work said. “Because with the Navy buying the F-35Cs, and the Marine [Corps] buying the F-35Bs and the Navy buying the Block III Super Hornet, you are not going to be able to afford two or three programs. So, the F/A-XX is the one you need to focus on. And if the analysis shows you need range, that points to unmanned.” But naval aviation has shown very little appetite for fielding an unmanned long-range fighter, and the Navy more generally has been tepid on unmanned technologies, according to former Chief of Naval Operations retired Adm. Garry Roughead, who testified at HASC alongside Clark. “I reflect that we flew an unmanned aircraft off of an aircraft carrier in 2012,” Roughead said. “2012! That has not happened again.
