    Coronavirus Hampering Defense Contractor Operations, Reader Survey Finds

    t's harder to win business amid a pandemic, said one-third of industry respondents in a Defense One reader survey. Federal contractors and private-sector workers say the coronavirus pandemic is hurting business and their ability to compete for government work, a new survey of Defense One readers has found. More than 75 percent said COVID-19 had a moderate, major, or extreme impact on their company's day-to-day operations. About 22 percent said the virus had a minimal impact; 2 percent, no impact. Nearly 60 percent of the respondents said coronavirus has forced them to slow or pause production. Nearly 40 percent said their business has seen disruptions to its cash flow. Defense One commissioned the survey, which was conducted by Government Business Council, a division of Defense One's parent company, Government Executive Media Group. The survey was conducted May 8-14 and received 677 responses, yielding a 5 percent margin of error. Of those, 313 self-identified as a government contractor or private sector employee. Collectively, companies have sent or pledged to send billions of dollars to their suppliers in a quicker fashion. Still, Ellen Lord, defense undersecretary for acquisition and sustainment, said last month that she was expecting a three-month slowdown in weapons deliveries as companies faced shutdowns and modified their processes and procedures to comply with social distancing and other guidelines. About 30 percent of contractors and private sector workers said their business has experienced supply-chain disruptions. While more than one-third of respondents said social distancing has hurt their company's ability to compete for government contracts, more than half said social distancing has made no difference in their company's ability to win contracts and 12 percent said restrictions have helped their company's competitive advantage. More than 17 percent said their business has had to lay off employees; 18 percent said their companies have furloughed workers. One-quarter of respondents said lack of access to senior officials and decision makers and the inability to attend networking events has affected their business. With conferences, trade shows and other in-person events on hold indefinitely, trade associations and event organizers have looked for virtual ways to replicate not only speaker presentations, but the sideline discussions and other types of networking that many consider essential to doing business in the defense sector. “Your ability to pull somebody off the stage coming off a panel, the ability to ask a question in the question-and-answer period in this environment, is a little bit challenging,” Hawk Carlisle, a retired Air Force general who is CEO of National Defense Industrial Association, said in an interview late last month. “It is having an effect and I do believe the longer this goes on it will continue to have an effect.” This week, NDIA, which represents 1,700 large and small companies and has 70,000 individual members, became the first to transform a large conference and trade show into a fully virtual conference. Typically, its SOFIC event is held in Tampa, near the U.S. Special Operations Command headquarters. This year, the speeches and panel discussions were broadcast online. What's more, the organization facilitated meetings between companies and government officials.     AUSTAL Limited (ASX: ASB) is pleased to announce that the 11th Austal designed and built Expeditionary Fast Transport Vessel, the future USNS Puerto Rico (EPF 11), has successfully completed U.S. Navy Acceptance Trials. These trials, conducted in the Gulf of Mexico, were unique in that they integrated formal Builder's Trials with Acceptance Trials for the first time on an EPF vessel. By combining the two at-sea trials into one event, there are great efficiencies gained, enabling reduced costs and a shorter completion schedule. Sea trials are the last milestone before delivery of the ship. The future USNS Puerto Rico is scheduled for delivery to the U.S. Navy before the end of the year and is the eleventh Spearhead Class ship in Austal's 14-ship EPF portfolio. “The flexibility and versatility of the EPF is becoming increasingly evident. From serving as a mother ship to test unmanned aerial and undersea systems in the Atlantic to performing as command ships in Pacific Partnership 2019 (an exercise that includes more than 500 military and civilian personnel from more than 10 nations), the EPF fleet is proving to be a great asset to the future 355-ship US Navy,” Mr Singleton said. Austal's EPF program is mature with ten ships delivered and three more under construction in Mobile, Alabama, in addition to the future USS Puerto Rico. The Spearhead-class EPF is currently providing high-speed, high-payload transport capability to fleet and combatant commanders.     US Space Force to establish new acquisitions command in 2021

    Nathan Strout WASHINGTON — The U.S Space Force plans to stand up a new command to oversee all of the service's acquisitions in 2021, although that timeline is dependent on identifying the space-related parts of the other military branches that will be transferred into the nation's newest service. The Space Force announced in June that it will be made up of three field commands — Space Operations Command; Space Training and Readiness Command; and Space Systems Command — with the latter charged with developing, acquiring and sustaining systems for the Space Force. Space Systems Command will oversee both the Space and Missile Systems Center, which currently procures most of the service's space-related platforms, and the Space Rapid Capabilities Office. “We anticipate standing that up in 2021, probably sooner rather than later. We're working on those final details,” Space Force Vice Commander Lt. Gen. David Thompson said during a Defense One event Oct. 1. Notably, Space Systems Command is set to become the new home of the Space Development Agency in October 2022, bringing the ambitious organization under the Space Force's purview. The agency was launched in 2019 and has quickly moved forward with plans to establish a mega-constellation of satellites operating in low Earth orbit. The agency's planned transport layer — a space-based mesh network comprised of satellites connected by optical intersatellite crosslinks — is set to play a major part in the Pentagon's Joint All-Domain Command and Control concept. The new command will act as a unifying force, said Thompson, removing unnecessary duplication between organizations while encouraging healthy competition in some areas. “We're not going to duplicate, but we're certainly interested in the energy that comes from competing ideas and competing designs and competing approaches to a problem,” he explained. Unifying space acquisitions and activities under a single service was a major justification for the establishment of the Space Force. However, details on which organizations, functions and platforms will be absorbed has been scant, as talks continue between the services and Department of Defense leadership. “The absolute final decision hasn't been made,” Thompson said. “We have been engaged in this process for several months now. We're getting close to the decisions that need to be made in terms of transfer of some of those functions and capabilities.” “There is a tremendous amount that the Space Force and the Air Force and the Army and the Navy working together with [the Office of the Secretary of Defense] have already agreed on,” Thompson added. “One is the capabilities and forces that will stay in place where they are to continue to do the activities that are space-related, the set of activities that are prepared to move over; and then there's a couple, there's a few, units and functions left that we haven't reached full agreement on, and we're in the process of finalizing the data and the information that will allow the decision-makers to decide the final disposition — whether they'll stay or whether they'll move to the Space Force.” The Space Force largely completed this process with the Air Force in the spring, said Thompson, with 23 units or functions selected for transition into the new service. Much of the planning and execution of that transfer has already been completed, and the Space Force has gone on to identify other organizations and capabilities that should be brought into their fold, including two Air Force units and two more from the intelligence community.
