Bruxelles veut renforcer l'industrie de défense européenne

« Je note une véritable prise de conscience que nous devons faire plus ensemble pour construire une Europe de la Défense », a déclaré mardi Thierry Breton, Commissaire européen au Marché intérieur. La Commission a présenté mardi sa contribution au débat en suivant trois axes. D'abord le développement des achats en commun de matériels de défense, pour lequel les Vingt-Sept se sont fixés un objectif de 35%. Des achats communs ont de nombreux avantages, dont des économies d'échelle et une plus grande capacité d'exportation. Pour inciter les Etats membres à plus de collaboration, la Commission envisage des incitations fiscales via une exonération de la TVA, par exemple. Bruxelles réfléchit aussi à revoir le fonctionnement du Fonds européen de défense (FED), qui dispose d'une enveloppe de 7 Md€ sur la période 2021-2027. La Commission veut ensuite identifier les dépendances stratégiques de l'UE pour les réduire. Bruxelles veut inclure systématiquement l'industrie de la Défense dans les grandes initiatives industrielles (dans l'élaboration des normes, par exemple) et renforcer le filtrage des investissements directs de pays tiers. Enfin, la Commission veut protéger « les nouveaux espaces contestés » contre les menaces hybrides ; elle a déjà annoncé un prochain « Cyber Resilience Act » qui doit mettre en place des sortes de gardes-frontières de l'espace cyber européen.

    By: Christina Mackenzie PARIS – Spanish companies have unveiled a new system for simulating low-oxygen conditions that air force pilots may experience during flight. The technology, made by Indra, one of Spain's leading high-technology companies, and iAltitude, a Spanish company specializing in high-altitude sports training, is the latest proposal to cope with the symptoms of hypoxia, which can cause pilots to fall unconscious mid-flight. Air force pilots have a backup oxygen mask in case the oxygen levels drops too low but if the mask were to fail, pilots “must be able to identify the symptoms that precede hypoxia, a dangerous state that can cause loss of consciousness in a few seconds,” Indra said. The system, which the company claims is “the first of its kind in the world,” consists of normobaric hypoxia equipment made by iAltitude that Indra has integrated into the simulator for the C101 Spanish Air Force training jet at the Madrid-based CIMA (Aerospace Medicine Training Center). Whilst the pilots are training on the simulator, the system regulates the oxygen pilots get through their mask, reducing it progressively. Their responses are recorded and the data will be used by CIMA to design training programs tol alert pilots to pre-hypoxia symptoms. Until now, training in hypoxia was mainly performed in hypobaric and normobaric sealed chambers in which trainees could undertake exercises to help them detect loss of oxygen, but these could not be undertaken simultaneously with flight tasks.     BAE awarded $90M to upgrade, maintain Navy's communications and combat systems

    By Allen Cone June 24 (UPI) -- BAE Systems was awarded a five-year, $90 million contract to modernize and maintain critical communications and combat systems. The systems, which are embedded within vehicles, watercraft, and specialized communications platforms, integrate command, control, computers, communications, cyber, intelligence, surveillance and reconnaissance systems and are called C5ISR. Work will be performed in St. Inigoes, Md.; Little Creek, Va.; and Fayetteville, N.C., BAE said in a news release. The systems are integrated and networked to improve the situational awareness of military operators and decision-makers, according to BAE. "Technology is constantly evolving and the mission needs of our customers can change," Mark Keeler, vice president and general manager of BAE Systems' Integrated Defense Solutions business, said in a news release. "As systems integrators, we are providing agile engineering, testing and field support to help our military customers adapt and maintain a tactical edge." For more than 25 years, BAE Systems has been supporting Naval Air Warfare Center Aircraft Division's Special Communications Mission Solutions Division with mobile deployable systems. These systems are also used by Special Operations Forces, Homeland Security, and other Department of Defense and non-defense agencies. "Our engineers specialize in providing custom, tailor-made C5ISR solutions to help close communications capability gaps for the U.S. military," Keeler said. "BAE Systems takes pride in keeping the lines of communication open for those on the front lines of national security." Navy Information Dominance Forces team ensures those systems work and are ready to go to sea as part of the Deploying Group System Integration Testing. "The best way to validate performance of C5I systems is to test interoperability and integration in a stressed operational environment," Mike Caldwell, the DGSIT Atlantic program manager, said in a Navy news release. "The systems and sailors are under pressure because of the tactical exercise demands. It is probably the first time that collection [of sailors] has worked together, and it may be the first time those ships have worked together.     Esper: F-35 Won’t Hit 80% Readiness, Cites Stealth Parts

    By COLIN CLARK WASHINGTON: Presumptive Defense Secretary Mark Esper says flatly the F-35 “is not expected” to meet the 80 percent readiness goal set for it this year because of problems with a cockpit part that improves stealth performance. “Transparency (canopy) supply shortages continue to be the main obstacle to achieving this. We are seeking additional sources to fix unserviceable canopies,” Esper said in response to written questions from the Senate Armed Services Committe (SASC). The Government Accountability Office (GAO) mentioned the canopy issue in a recent report, calling it a “special coating on the F-35 canopy that enables the aircraft to maintain its stealth.” That, the congressional watchdog said. “failed more frequently than expected” so F-35 prime contractor Lockheed Martin went looking for more manufactures to produce enough canopies to meet demands. GAO also said the F-35 program was considering a new design. This is all apiece with the general problem the F-35 program has had with obtaining new and spare parts. “A key contributor to spare parts shortages is the F-35 program's limited capacity to repair broken parts,” the GAO says in its April report. “The average time to repair an F-35 part was more than 6 months, or about 188 days for repairs completed between September and November 2018—more than twice that of the program's objective of 60-90 days.” Lockheed late last night sent comments on the transparency and its general efforts to improve F-35 readiness. UPDATE BEGINS “We are working closely with our F-35 transparency provider to build production and repair capacity and we are standing up a second source of supply. As these actions deliver results, we expect to improve supply availability and overall fleet readiness,” F-35 program spokesman Mike Friedman said, “We continue to see improvements in F-35 readiness rates and are receiving positive feedback from our customers, most recently from the Air Force who have several squadrons simultaneously deployed in the Middle East and across Europe for joint exercises and operations,” Friedman added. “Newer F-35 aircraft are averaging greater than 60 percent mission capable rates, with some operational squadrons consistently at or above 70 percent. We're taking aggressive action across the full F-35 enterprise to achieve the 80 percent mission capable rate target as soon as possible.”UPDATE ENDS As the SASC noted, former Defense Secretary Jim Mattis ordered the Air Force and Navy to increase mission capable rates for the F-35, F-22, F-16, and F-18 inventories to above 80 percent by the end of September 2019. “What progress,” the committee asked in the written questions, “has the Department made in increasing mission capable rates and decreasing costs for all four platforms?” The good news for the Air Force is that F-16 rates are better because the service has been able to increase parts supplies and add maintenance shifts. The F-16 fleet is expected to meet the 80 percent goal this year, Esper wrote. Not so, the F-22. It too faces stealth maintenance issue, made worse, Esper noted, “by the extreme damage at Tyndall Air Force Base from the effects of Hurricane Michael.” The F-22 fleet rates are improving but it probably won't make 80 percent this year. Oh, and Congress: “Improving mission capable rates for both fleets required additional funding investment for this fiscal year.” The Navy's fleet of F-18 is on track to meet the goal by September 2019. The Navy created a Maintenance Operations Center (MOC) to coordinate maintenance activities and optimize resources and reformed its depot and front-line maintenance process, thus improving regular inspections. Among a host of other changes, the Navy implemented supply chain reform that made it easier to track data across multiple sources. In the meantime, to address the gap in part repair capabilities at the military depots, the prime contractor Boeing has begun incentivizing manufacturers to increase their capacity to repair spare parts by establishing performance-based repair agreements. As of October 2018, according to program documentation, Boeing had established seven such agreements, with six more planned by May 2019.
