Boeing gets another $827M charge on the KC-46 program

WASHINGTON — Boeing took a $827 million hit as cost overruns continue for the KC-46 tanker program, the company announced Wednesday.

About $551 million of the pre-tax charge was caused by new expenses associated with designing and integrating a new Remote Vision System for the tanker as part of an April agreement with the Air Force.

The remainder of the charge reflected “productivity inefficiencies and COVID-19 related factory disruption,” according to a news release. KC-46 production stopped for about three weeks over the past month due to a temporary shutdown at Boeing facilities in the Seattle area — including the factory in Everett, Wash., where the tanker is produced.

With the new charge, Boeing has now racked up about $4.6 billion in cost overruns over the life of the KC-46 program. Those expenses must be completely paid by Boeing under the terms of the $4.9 billion fixed-price firm contract it agreed to in 2011.

The bill comes as Boeing contends with the continued grounding of the 737 MAX and instability to the air travel market posed by COVID-19, which has led to lost orders and disruptions throughout the company's production lines.

But the RVS deal struck in April could potentially mark a new chapter for the tanker program, which has been mired in disputes between Boeing and the Air Force for years.

The RVS — integrated by Boeing with cameras and sensors from Collins Aerospace — feeds live video and other data to the boom operator, who is able to use those cues to pump gas into another aircraft. But the Air Force has complained that the system does not work properly in all lighting conditions, leading to an increased risk of the KC-46 accidentally scraping the aircraft receiving fuel.

Under the terms of the new deal, Boeing will make incremental hardware and software improvements to the existing system, but it will also design a new “RVS 2.0” with high-definition color cameras, better displays and improved computing systems not on the market when the first RVS was developed.

During an earnings call with investors on Wednesday, Boeing CEO Dave Calhoun said the defense market continues to be healthy with solid demand.

Overall, first quarter revenue for Boeing's defense sector decreased to $6 billion, down from about $6.6 billion in 2019. Most of that reduction was due to the KC-46 charge, according to the company, but a number of other defense programs were also impacted by the coronavirus pandemic, leading to reduced margin.

    Nathan Strout WASHINGTON — The U.S. Space Force is still in its early days, but leaders are already considering adding a new mission for Guardians: providing tactical satellite imagery for beyond-line-of-sight targeting. “That's something that we're thinking through as we speak. I've got a group of folks doing some work on what that design might look like,” Gen. John “Jay” Raymond, the chief of space operations, said Feb. 3 during a Defense Writers Group call. The Space Force, like Air Force Space Command before it, provides the GPS signal, missile warning information, and wideband communications with its on orbit satellites. Tactical satellite imagery, however, has not been part of its workload. “That's largely been more on the intelligence community side,” Raymond said. Specifically, satellite imagery is generally the responsibility of two intelligence agencies: the National Reconnaissance Office and the National Geospatial-Intelligence Agency. While the NRO builds and operates the nation's spy satellites and contracts with commercial providers to access their imagery, NGA sets imagery requirements and transforms that raw satellite data into intelligence products. The military typically relies on NGA for geospatial intelligence (GEOINT) products. “I do think as technology has allowed for smaller satellites to be more operationally relevant and you can do so at a price point that is cheaper, that there is a role for operational level tactical satellites as you described and that the Space Force would have a role in that,” Raymond said “Again, it's early in the study efforts, if you will, and whatever we do we'll make sure that we do it in close partnership with our intelligence partners, because what we don't want to do is duplicate efforts,” he continued. “We want to save dollars and reduce taxpayer dollars, not duplicate.” The proliferation of small and relatively affordable small imaging satellites and the growing commercial satellite imagery market has sparked interest at the Pentagon in using satellites for beyond-line-of-sight (BLOS) targeting. The U.S. Army has been at the forefront of that effort, launching its own small imaging satellite — Kestrel Eye — in 2017. More recently at the Project Convergence 2020 exercise, the Army used commercial satellite imagery to develop targeting data and shoot at BLOS threats. The Air Force and the Navy are also investing in tactical GEOINT products. The Air Force Research Laboratory is investing in commercial tactical GEOINT software to help them find moving targets with satellite imagery, while the Navy is paying for commercial synthetic aperture radar imagery and analytics. Elsewhere in the Department of Defense, the Space Development Agency has set BLOS targeting as one of the main capabilities it is pursuing for its new proliferated constellation in low Earth orbit, which will eventually be made up of hundreds of satellites. “That's where the Army is most affected and that's where we're working very closely with the Army to make sure that we're tied together. So this is the ability to detect and track and maintain custody of anything, say, larger than a truck and to be able to actually give a targeting fire control solution to a weapon in the field in real time anywhere on the globe,” SDA Director Derek Tournear said in 2019. “That's the goal.     By: Brian Kim SEOUL — Unmanned defense systems and advanced weapons to counter drone threats dominated an arms exhibition held outside of Seoul, South Korea, this week. During the biennial DX Korea event, which ran Nov. 18-20, local defense companies showcased their cutting-edge unmanned and counter-drone technologies. Hanwha Corporation, a leading developer of guided-missile technology and subsidiary of Hanwha Group, displayed its new family of laser weapons systems. The company unveiled two types of anti-drone laser weapons: one for installation on light tactical vehicles, and the other a laser-based anti-aircraft weapon gun in a container configuration. The latter, designated as Block I, can be modified to a Block II self-propelled system, but specifications were not disclosed. Hanwha Corporation is a partner in an anti-drone laser weapons development project led by the government's Agency for Defense Development. “The laser-based anti-aircraft weapon is a new concept of armament to shoot down small aerial targets, including drones and multi-copter with a light source laser,” the company said in a news release. “Prototypes of the laser weapon variants are under development jointly with the ADD.” The company also displayed anti-jamming equipment that can be fitted in tactical guided missiles as well as on military vehicles and naval vessels. Hanwha Systems — also an affiliate of Hanwha Group — displayed a mock-up of its personal air vehicle, Butterfly, under development with U.S. air taxi startup Overair. In partnership with Overair, Hanwha Systems plans to fully develop the electric vertical-takeoff-and-landing, or eVTOL, vehicle by 2040, with an eye toward military sales. “With technologies to be accrued from the development of commercial eVTOL, we will push for developing a military variant capable of conducing multiple missions, including special operations, transport and assault,” the company said in a news release. Meanwhile, Hyundai Rotem presented its HR-Sherpa unmanned ground vehicle designed to support infantry troops. The six-wheel drive vehicle can move autonomously or via remote control to perform missions such as surveillance, medical support and chemical detection. It has a payload of 600 kilograms and a combat weight of 1,800 kilograms. It is equipped with airless tires and powered by a battery with an operating time of six hours when traveling at 5 kph. LIG Nex1 showcased the third version of its Sea Sword unmanned surface vessel for riverside defense, following other naval variants. The vessel adopts a high-speed monohull design and is constructed with fiber-reinforced plastic. Equipped with a diesel engine and a waterjet propulsion system, the boat can sail at a maximum speed of 40 knots and has an operational endurance of up to eight hours at 15 knots. An indigenously developed autonomous navigation system enables the vessel to carry out surveillance and reconnaissance missions based on a preprogrammed route. Hanwha group was ranked 32nd in Defense News' list of the top 100 defense companies in the world.
