BAE wins Marine Corps contract to build new amphibious combat vehicle

WASHINGTON — BAE Systems has won a contract to build the Marine Corps' new amphibious combat vehicle following a competitive evaluation period where BAE's vehicle was pitted against an offering from SAIC.

The contract allows for the company to enter into low-rate initial production with 30 vehicles expected to be delivered by fall of 2019, valued at $198 million.

The Marines plan to field 204 of the vehicles. The total value of the contract with all options exercised is expected to amount to about $1.2 billion.

The awarding of the contract gets the Corps “one step closer to delivering this capability to the Marines,” John Garner, Program Executive Officer, Land Systems Marine Corps, said during a media round table held Tuesday.

But the Corps isn't quite done refining its new ACV. The vehicle is expected to undergo incremental changes with added new requirements and modernization.

The Corps is already working on the requirements for ACV 1.2, which will include a lethality upgrade for the amphibous vehicle.

BAE's ACV vehicle will eventually replace the Corps' legacy amphibious vehicle, but through a phased approach. The Assault Amphibious Vehicle is currently undergoing survivability upgrades to keep the Cold War era vehicle ticking into 2035.

BAE Systems and SAIC were both awarded roughly $100 million each in November 2015 to deliver 16 prototypes to the Marine Corps for evaluation in anticipation of a down select to one vendor in 2018.

All government testing of the prototypes concluded the first week of December 2017 and the Marine Corps issued its request for proposals the first week in January 2018. Operational tests also began concurrently.

Government testing included land reliability testing, survivability and blast testing and water testing — both ship launch and recovery as well as surf transit.

Operational evaluations included seven prototypes each from both SAIC and BAE Systems, six participated and one spare was kept for backup.

BAE Systems' partnered with Italian company Iveco Defense Vehicles to build its ACV offering.

Some of the features BAE believed were particularly attractive for a new ACV is that it has space for 13 embarked Marines and a crew of three, which keeps the rifle squad together. The engine's strength is 690 horsepower over the old engine's 560 horsepower, and it runs extremely quietly. The vehicle has a V-shaped hull to protect against underbody blasts, and the seat structure is completely suspended.

SAIC's vehicle, which was built in Charleston, South Carolina, offered improved traction through a central tire-inflation system to automatically increase or decrease tire pressure. It also had a V-hull certified during tests at the Nevada Automotive Test Center — where all prototypes were tested by the Marine Corps — and had blast-mitigating seats to protect occupants.

The 3rd Assault Amphibian Battalion, 1st Marine Division out of Camp Pendleton, California, is expected to receive the first ACV 1.1 vehicles.

Work locations and funding will be determined with each order, with an estimated completion date of March 31, 2020. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity. NAVY Austal USA, Mobile, Alabama, is awarded a $57,854,366 cost-plus-fixed-fee undefinitized contract action for procurement of long-lead-time material and production engineering for the expeditionary fast transport (EPF) 13. The EPF class provides high-speed, shallow-draft transportation capability to support the intra-theater maneuver of personnel, supplies and equipment for the Navy, Marine Corps, and Army.     (AOF) - La Direction générale de l'armement (DGA) vient de confier à un groupement industriel mené par Airbus et composé de Naval Group et Rohde & Schwarz, le contrat RIFAN 2.1. Ce contrat a été signé pour une durée maximale de 8 ans et un montant maximum de 150 millions d'euros. Le contrat consiste à maintenir et adapter l'actuel Réseau IP de la Force Aéronavale étape 2 (RIFAN 2) aux besoins de la Marine nationale dans les années à venir, à y intégrer de nouveaux b'timents et à traiter les obsolescences des matériels et logiciels. Il permettra ainsi d'intégrer dans le réseau RIFAN 2 les frégates de défense et d'intervention (FDI), futures frégates de premier rang de la Marine nationale, ainsi que les futurs pétroliers-ravitailleurs du programme BRF (b'timent ravitailleur de forces). Les adaptations du réseau porteront tant sur son architecture centrale que sur la mise à jour du système de surveillance et de détection des incidents de cyber-sécurité. 63 b'timents sont équipés du réseau RIFAN 2 : du porte-avions et frégates aux b'timents de soutien et patrouilleurs basés outre-mer, ainsi que des sous-marins. Le programme vise à doter la force navale française, d'un véritable réseau sécurisé à haut-débit.     Latest emergency coronavirus funding package includes tens of billions for defense, VA

    Leo Shane III The Department of Defense is poised to get another $10.5 billion in emergency funding and the Department of Veterans Affairs another $19.6 billion as part of a $2 trillion package designed to blunt the economic impact of the ongoing coronavirus outbreak throughout America. The money includes $1.4 billion in direct funding for National Guard deployments to help state governments respond to emerging health needs, $1.5 billion for the expansion of military hospitals and mobile medical centers if needed, and $1 billion for the Defense Department to help with production of medical supplies running short because of the pandemic. The measure — which if passed would be the third major coronavirus response by Congress this month — also includes provisions to deliver billions of dollars to hospitals, new state and local government support, expanded unemployment compensation and massive business loans, all designed to help stabilize the economy amid unprecedented social shut-downs to curb the virus spread. Senate lawmakers are expected to vote on the measure sometime Wednesday afternoon. The House could take it up soon afterwards. Nationally, more than 54,000 individuals have tested positive for COVID-19, the strain of coronavirus causing worldwide disruptions and panic. More than 730 deaths have been connected to the illness in the United States alone, all in the last month. "Combating this disease has forced our country to put huge parts of our national life on pause and triggered layoffs at a breath-taking pace,” Senate Majority Leader Mitch McConnell, R-Ky., said after the deal was reached Wednesday morning. “This strange new reality has forced our nation on to something like war-time footing. A fight has arrived on our shores.” Lawmakers who worked on the agreement said the Defense Department funding is targeted “primarily for the protection of members of the Armed Forces, their families, and military retirees.” None of the funds can be transferred to accounts connected with the construction of a southern border wall, a sticking point between Democrats and President Donald Trump in past appropriations fights. Of the $10.5 billion total, $1 billion will be set aside for use with the Defense Production Act, allowing department officials to “invest in manufacturing capabilities that are key to increasing the production rate of personal protective equipment and medical equipment.” Those items have been in short supply in recent weeks. Trump invoked the act earlier this week but has yet to order any civilian production of the scare items. Veterans Affairs Within VA, the majority of the money — nearly $15.9 billion — will be used for direct care specifically in response to veterans health needs. “This covers treatment of veterans nationwide for coronavirus within VA hospitals as well as in community urgent care clinics and emergency rooms,” a bill summary stated. “These funds allow VA to cover overtime for their clinical staff, the purchase of personal protective equipment, test kits, and other necessary equipment to manage the impacts of this pandemic among the veteran population.” Another $3.1 billion will be set aside for new telemedicine efforts within VA, including staffing and equipping mobile treatment sites and “remodeling to VA facilities and state run veterans homes to address the needs of veterans being treated for coronavirus.” Nearly 300 veterans have already been diagnosed with the coronavirus strain, and four deaths of VA patients connected to the illness. The bill also includes a number of expanded authorities for VA officials to respond to the threat, including extended overtime pay rules for medical providers, new agreements with broadband internet suppliers to increase telemedicine options for veterans, and waiving some rules regarding income-level eligibility for department benefits. Lawmakers also included $360 million for the Department of Labor to invest in programs providing training and supportive services for dislocated workers, to specifically include homeless veterans. White House officials have indicated Trump will sign the measure into law if it passes Congress.
