    General Dynamics gets $1.2 billion to build short-range air defense systems for US Army

    Jen Judson WASHINGTON — General Dynamics Land Systems has secured a $1.2 billion contract at the close of the fiscal year to build and deliver the U.S. Army's Interim Maneuver Short-Range Air Defense system, or IM-SHORAD. The Stryker combat vehicle-based system includes a mission equipment package designed by Leonardo DRS. That mission equipment package includes Raytheon's Stinger vehicle missile launcher. The estimated completion date of the contract is Sept. 30, 2025, according to a Defense Department contract announcement. Work locations and funding will be determined with each order. GDLS officials told Defense News on Oct. 1 that the initial order for the contract, worth $230 million, is for 28 vehicles, and that the company has begun ordering material and laying out production for those vehicles. The first vehicle under this contract will roll off the line in roughly 18 months, but the first platoon will be fielded in March 2021 and the first battalion (of 32 vehicles) will be fielded in September 2021 using prototypes already built to fill it out. A second battalion will be fielded in 2022. The Army wrapped up developmental testing for the SHORAD system after experiencing a minor “hiccup” that, when paired with complications due to the coronavirus pandemic, set the program back by a few weeks, Maj. Gen. Robert Rasch, the service's program executive officer for missiles and space, said Aug. 5. The production contract award came on time. It took just 19 months from the time the service generated the requirement to the first delivery of a platform for testing, answering an urgent call in 2016 from U.S. Army Europe to fill the short-range air defense capability gap. The service received the requirement to build the system in February 2018. After a shoot-off in the desert of White Sands Missile Range, New Mexico, and subsequent evaluations of vendors, the Army selected a Stryker combat vehicle-based system with the Leonardo DRS mission equipment package.     Lee Ann Shay Following its announcement in October to collaborate with Robotic Skies, Boeing is to announce on June 4 an investment in the company. Boeing is investing an undisclosed amount in Robotic Skies, a company that provides aftermarket services for unmanned aircraft systems (UAS). This follows an October 2018 announcement that the companies were starting to work together to develop MRO, supply chain, logistics and digital analytics capabilities for the UAS market—with the intention of expanding their relationship to provide “unified operations services.” The next steps, after this undisclosed minority investment, are to continue “going to market together” and to explore new business opportunities that they could develop for customers, says Stan Deal, president and CEO of Boeing Global Services. The partnership then equity approach is similar to what Boeing, through its HorizonX Ventures investment arm, has done with other small, emerging-technology companies, such as ForeFlight, which it ended up buying in March after following a similar relationship development path. Deal sees the potential to do something similar with Robotic Skies. So far, some of the biggest collaborations between the two companies have dealt with parts distribution through Boeing company Aviall and “exploiting digital solutions we've been able to use in the commercial aviation market,” including those available from Boeing's Jeppesen subsidiary, says Deal. Robotic Skies, founded in 2014, has customers in the U.S., Europe, Asia and the Middle East and services them through a brokered network of about 170 certified repair stations in 40 countries. The investment in Robotic Skies expands Boeing's global services footprint and “is another proof point of Boeing's seriousness” to invest in a breadth of services to support its customers, says Deal.     By: The Associated Press NEW YORK — Intel and a Taiwanese company are talking to the Trump administration about building new semiconductor plants in the United States amid concern about relying on suppliers in Asia for chips used in a wide variety of electronics. A spokesman for Intel, the biggest American chip maker, said Sunday that the company is in discussions with the U.S. Defense Department about improving domestic technology sources. Spokesman William Moss said Santa Clara, California-based Intel is well-positioned to work with the government “to operate a U.S.-owned commercial foundry.” Taiwan Semiconductor Manufacturing Co. is open to building a plant outside of Taiwan and has talked with the Commerce Department, a spokeswoman said. “We are actively evaluating all the suitable locations, including in the U.S., but there is no concrete plan yet,” said the TSMC spokeswoman, Nina Kao. The discussions were first reported by The Wall Street Journal, which said TSMC is also talking with Apple Inc., one of its biggest customers, about building a plant in the U.S. The newspaper said the coronavirus pandemic has heightened worries about global supply chains, and that U.S. officials are particularly concerned about the growing reliance on Taiwan, the self-ruled island that is claimed by China. Intel CEO Bob Swan said in a letter last month to two Pentagon officials that strengthening U.S. production “is more important than ever, given the uncertainty created by the current geopolitical environment.” He said it would be in the best interests of the United States and Intel to explore how the company could build a plant. Concern about relying so heavily on chips from Taiwan, South Korea and China started even before the coronavirus outbreak. The Pentagon and the Government Accountability Office issued reports on the matter last year. The GAO said that when U.S. companies shift operations overseas it can mean lower prices for components and technology used in weapons systems.
