    Pentagon is rethinking its multibillion-dollar relationship with U.S. defense contractors to boost supply chain security

    By Ellen Nakashima The Pentagon has a new goal aimed at protecting its $100 billion supply chain from foreign theft and sabotage: to base its weapons contract awards on security assessments — not just cost and performance — a move that would mark a fundamental shift in department culture. The goal, based on a strategy called Deliver Uncompromised, comes as U.S. defense firms are increasingly vulnerable to data breaches, a risk highlighted earlier this year by China's alleged theft of sensitive information related to undersea warfare, and the Pentagon's decision last year to ban software made by the Russian firm Kaspersky Lab. On Monday, President Trump signed into a law a provision that would bar the federal government from buying equipment from Chinese telecommunications firms Huawei and ZTE Corp., a measure spurred by lawmakers' concerns about Chinese espionage. “The department is examining ways to designate security as a metric within the acquisition process,” Maj. Audricia Harris, a Pentagon spokeswoman, said in a statement. “Determinations [currently] are based on cost, schedule and performance. The department's goal is to elevate security to be on par with cost, schedule and performance.” The strategy was written by Mitre Corp., a nonprofit company that runs federally funded research centers, and the firm released a copy of its reportMonday. “The major goal is to move our suppliers, the defense industrial base and the rest of the private sector who contribute to the supply chain, beyond a posture of compliance — to owning the problem with us,” said Chris Nissen, director of asymmetric-threat response at Mitre. Harris said the Pentagon will review Mitre's recommendations before proceeding. She added that the Department of Defense, working with Congress and industry, “is already advancing to elevate security within the supply chain.” Testifying to Congress in June, Kari Bingen, the Pentagon's deputy undersecretary for intelligence, said: “We must have confidence that industry is delivering capabilities, technologies and weapon systems that are uncompromised by our adversaries, secure from cradle to grave.” Security should be seen not as a “cost burden,” she told the House Armed Services Committee, “but as a major factor in their competitiveness for U.S. government business.” The new strategy is necessary, officials say, because U.S. adversaries can degrade the military's battlefield and technological advantage by using “blended operations” — hacking and stealing valuable data, manipulating software to sabotage command and control systems or cause weapons to fail, and potentially inducing a defense firm employee to insert a faulty component or chip into a system. “A modern aircraft may have more than 10 million lines of code,” Mitre's report said. “Combat systems of all types increasingly employ sensors, actuators and software-activated control devices.” The term “Deliver Uncompromised” grew out of a 2010 meeting of senior counterintelligence policy officials, some of whom lamented that the Defense Department was tolerating contractors repeatedly delivering compromised capabilities to the Pentagon and the intelligence community. Addressing the security issue requires greater participation by counterintelligence agencies, which can detect threats against defense firms, the report said, and ideally, the government should establish a National Supply Chain Intelligence Center to monitor threats and issue warnings to all government agencies. Ultimately, the military's senior leaders bear responsibility for securing the supply chain and must be held accountable for it, the report said. The Defense Department, although one of the world's largest equipment purchasers, cannot control all parts of the supplier base. Nonetheless, it has influence over the companies it contracts with as it is the principal source of business for thousands of companies. It can shape behavior through its contracts to enhance supply-chain security, the report said. Legislation will be needed to provide incentives to defense and other private-sector companies to boost security, Mitre said. Congress should pass laws that shield firms from being sued if they share information about their vulnerabilities that could help protect other firms against cyberattacks; or if they are hacked by a foreign adversary despite using advanced cybersecurity technologies, the report said. Contractors should be given incentives such as tax breaks to embrace supply chain security, the report suggested. The Department of Homeland Security is addressing the security of the information technology supply chain through its newly established National Risk Management Center. “What we're saying is you should be looking at what vendors are doing to shore up their cybersecurity practices to protect the supply chain,” said Christopher Krebs, DHS undersecretary for the National Protection and Programs Directorate. The National Counterintelligence and Security Center, an agency of the Office of the Director of National Intelligence that coordinates the government's counterintelligence strategy, said in a report last month that software-supply-chain infiltration has already threatened critical infrastructure and is poised to endanger other sectors. According to the NCSC, last year “represented a watershed in the reporting of software supply chain” attacks.     Israel acquires FireFly loitering munition for close combat

    Seth J. Frantzman JERUSALEM — Israel's Ministry of Defense has procured the FireFly, a lightweight loitering munition designed for infantry and special forces. Jointly developed by Rafael Advanced Defense Systems and the MoD, FireFly's canister-deployed design with multiple rotors enables it to hover around buildings and attack concealed enemies that may be beyond line of sight or hiding in urban environments. FireFly is designed to fulfill a need that platoons and smaller units have on the modern battlefield for an unmanned system that is rugged and lightweight. Mini-UAVs are increasingly in demand for infantry use, and the ability to combine them with loitering munitions that can conduct surveillance and attack has become the next step for ground forces. FireFly was designed over the last 15 years based on sketches produced as far back as the Six-Day War, when Israeli soldiers had to fight in the early morning amid trenches in Jerusalem during the Battle of Ammunition Hill. Also taken into account during the design period were Israel's experiences fighting militants in close combat in urban areas, such as the Gaza Strip, as well as knowledge of the difficulties armies have faced in fighting in places like Mosul, Iraq, against the Islamic State group. Gal Papier, director of business development at Rafael's Tactical Precision Weapons Directorate, said the current FireFly model has a seeker, warhead and data link with electro-optical features that are similar to Rafael's larger Spike missile family. The Spike group of munitions includes precision-guided tactical missiles. The main difference is the addition of dual rotors so the FireFly can hover and remain stable in windy environments. “It's a different way of looking at missile guidance,” Papier said. “This is innovative and new — it's a missile that folds into a small canister.” First unveiled in 2018, Papier foresees the FireFly as “infantry's best friend,” enabling forces to both scout and attack. The warhead is small, coming in at only 400 grams, but Rafael says it is lethal enough for infantry and special forces missions. “Normally the targets are insurgents or suppressing machine guns or a sniper,” Papier explain, comparing the FireFly to UAVs that carry 20-kilogram payloads and must be launched by catapult. FireFly gives an operator up to 1.5 kilometers of line-of-sight use and 500 meters of non-line-of-sight use. It can return to the user with the click of a button, and its technology provides situational awareness to avoid collisions with obstacles. It can also operate during the day or night with a low acoustic signature. Its battery and warhead can both be replaced; the warhead can be swapped for another battery to provide double the 15-minute flying time for surveillance missions. The press of a button on the operator's tablet causes the warhead to slam into an enemy at up to 70 kph. It is also designed with safeguards, such as an abort capability. Rafael also foresees the FireFly launched from vehicles, with several units contained in a pod or “beehive” that would operate from inside the vehicle. This is in line with the increased use of smaller tactical UAVs with armored vehicles, and future battlefield concepts that foresee vehicles and infantry units operating in sync with numerous drones. “We are in [the] design stage of these pods, tailored for different vehicles. We see it as a building block,” Papier said. Israel's procurement of the FireFly and its deployment with infantry units are part of the country's multiyear plan to restructure its armed forces, known as “Momentum.” The plan also calls for increased digitization of land forces and for units to have access to more UAVs and technology. This is meant to bring intelligence assets as far forward as possible to battalion- and company-level units sharing information gathered by UAVs on a network.     By Allen Cone June 25 (UPI) -- L3 Technologies Inc. was awarded a $73.7 million contract for repair, upgrades and overall services for the U.S. Navy's submarine photonics mast programs. Ninety-eight percent of the work will be performed at the company's plant in Northampton, Mass., the Department of Defense announced Monday, and is expected to be completed by June 2025. Naval fiscal 2019 other procurement funding in the amount of $2.1 million will be obligated on the first delivery order at time of award and will not expire at the end of the current fiscal year. A photonics mast is a sensor on a submarine that functions much like a periscope but without requiring a periscope tube. This prevents water leakage in the event of damage. Virginia-class submarines include two photonics masts that host visible and infrared digital cameras atop telescoping arms, allowing the ship's control room to moved down one deck and away from the hull's curvature, according to the Navy. The non hull-penetrating device significantly reduces the signature of the periscope, "making it less identifiable as a U.S. Navy submarine because it appears similar to existing periscopes," according to L3. In 2013, L-3 was awarded a $48.7 million contract from the Naval Sea Systems Command to develop and build a new, slimmer version of its photonics mast for use on Virginia-class submarines. L-3 was contracted to produce up to 29 photonics masts over a subsequent four-year period, as well as engineering services and provisioning item orders with a contract maximum ceiling value of $157 million. The newest variant is the Block 4, including the Vermont, which was christened in 2018 and became the 19th in the Virginia class. Nine other subs are currently under construction, according to the Navy. L-3, which is one the leading submarine imaging providers in the world, will officially merge with Harris Corporation in an all-stock deal that will close on Saturday after receiving regulatory approval. "Receiving these approvals marks the successful completion of a thorough regulatory review process - clearing the way for one of the largest mergers in defense industry history," William M. Brown, Chairman, CEO and president of Harris, said in a statement. The company will be named L3Harris Technologies, Inc.
