Avion de combat : la France et l'Allemagne veulent travailler ensemble

Les ministres de la Défense française et allemande souhaiteraient réaliser ensemble un « système de combat aérien du futur ». Un projet pour remplacer à terme les Rafale et les Eurofighter.

C'est une visite importante pour les industriels du secteur. La ministre de la défense allemande, Ursula von der Leyen, vient ce jeudi à Paris rencontrer son homologue Florence Parly. Après cinq mois sans gouvernement, la ministre, confirmée à son poste par Angela Merkel, devrait maintenir l'agenda de coopération bilatérale défini lors du conseil des ministres franco-allemand du 13 juillet dernier. Notamment pour la réalisation en commun d'un grand nombre d'équipements militaires du futur : avions de combat, drones, chars...

Vers un avion de combat franco-allemand

L'engagement de la ministre est important alors que le SPD, traditionnellement hostile aux interventions militaires et aux exportations d'armes, a imposé en partie ses réticences dans le programme de gouvernement du quatrième mandat d'Angela Merkel. Toutefois, depuis juillet, les administrations et les états-majors des armées ont maintenu leurs travaux, ce qui permettra à Florence Parly et Ursula von der Leyen d'annoncer la réalisation en coopération du « système de combat aérien du futur », probablement un ensemble d'avions pilotés et de drones, voire d'outils de défense sol-air ou air-air, lors du Salon aéronautique de Berlin qui démarre le 25 avril.

A cette occasion, les deux ministres signeront ensemble un document réalisé par les états-majors français et allemand sur leurs besoins futurs. « Ce document est essentiel pour exprimer les besoins des armées, et sera ensuite décliné entre les industriels français et allemands (Dassault, Safran, MBDA, Airbus, etc.) pour converger peu à peu vers une feuille de route pour construire le système d'avion de chasse qui remplacera à l'horizon 2040 les Eurofighters de l'armée allemande et les Rafale de l'armée française », explique l'entourage de Florence Parly.

La Grande-Bretagne en attente

Un sujet majeur pour la survie de l'industrie aéronautique européenne et un symbole très fort de la nouvelle volonté de la France et de l'Allemagne de renforcer l'Europe de la défense. Si l'Allemagne et la France parviennent à travailler de concert sur l'avion de chasse de 5e génération, la probabilité que l'Allemagne choisisse l'avion de combat américain F-35 de Lockheed-Martin pour remplacer ses vieux Tornado s'éloigne. A l'hôtel de Brienne, on estime possible de faire converger les études des différents industriels jusqu'à la définition d'un projet concret en 2019.

Pas question de répéter les erreurs de l'avion de transport militaire A400M. L'Allemagne et la France veulent d'abord bien définir le projet avant d'ouvrir le projet à d'autres pays. D'autant plus que la Grande-Bretagne, empêtrée dans ses problèmes de Brexit, ne semble plus vouloir poursuivre le projet de drone de combat du futur engagé avec Dassault et BAE, ce qui oblige à une redéfinition des enjeux.

Des drones européens en 2025

Une autre coopération est en bonne voie : le futur eurodrone de moyenne altitude et de longue endurance (MALE), piloté par l'Allemagne en association avec Airbus, Dassault et Leonardo, qui doit aboutir à un contrat de réalisation l'an prochain en vue d'une livraison vers 2025.

Ce projet, dont le développement sera essentiellement financé par le Fonds européen de défense en discussion à Bruxelles, doit permettre à l'Europe de regagner une part de souveraineté, alors qu'elle doit aujourd'hui acquérir des drones Reapers américains pour sécuriser ses opérations extérieures. La France s'engagerait à acquérir 12 eurodrones (4 systèmes de trois drones) à partir de 2025.

Le tabou des exportations

D'autres coopérations sont en cours, à court terme pour la modernisation des hélicoptères Tigre, le partage des données satellitaires ou la communication et à long terme pour définir le char de combat qui remplacera les Leclerc français et les Leopard allemands.

La volonté franco-allemande de renforcer l'Europe de la défense, notamment en collaborant pour rationaliser l'industrie de l'armement européenne, demeure. Toutefois, un sujet de fond n'est pour l'instant toujours pas traité : la possibilité ou non d'harmoniser les règles d'exportation. Un sujet essentiel pour l'avenir des projets communs, à l'heure où le Parlement allemand souhaite interdire les ventes d'armes en Arabie saoudite pour protester contre ses agissements au Yemen.

    Collapse of Boeing-Embraer deal could have major impact on C-390 Millennium’s future

    By: Valerie Insinna WASHINGTON — Boeing's termination of a $4.2 billion deal for a majority stake in Embraer's commercial aviation business could have widespread implications on the Brazilian firm's flagship military aircraft. Boeing on Saturday announced that it would walk away from a joint venture that would give it an 80 percent stake in Embraer's commercial business, as well as a 49 percent stake in the company's C-390 Millennium cargo plane. Although Boeing said that the company would maintain previous teaming agreements to support Embraer with marketing the C-390 internationally, analysts told Defense News that the vitriol between the two companies could portend a wider collapse of their collaboration in the military sphere. “The future of the KC-390 without Boeing — or without a U.S. defense prime helping — isn't all that great,” said Richard Aboulafia, an aerospace analyst with the Teal Group. “It just seems like cooler heads should probably prevail.” At Dubai Air Show last November, the companies announced the formation of a new entity known as Boeing-Embraer Defense set up specifically to proactively market the C-390 around the world — a step up from previous agreements that had Boeing in more of a hands-off role. The agreement gave Boeing a new plane that could compete head-to-head against Lockheed Martin's C-130, and gave Embraer the resources to match. The big question now is whether Embraer seeks out partnerships elsewhere for either the KC-390 or its commercial business, said Byron Callan, an analyst with Capital Alpha Partners. “I just wonder, is there something else or someone else that emerges in 2021 or 2022 that ties up with Embraer. Could that be Chinese? Indian? Another country, company or entity outside of the United States?” he said. “That would be a more interesting broader change for aerospace, that has military implications as well, too.” It's even possible that Airbus could try to usurp Boeing's role as Embraer's partner on the C-390, said Callan, who noted that Airbus — like Boeing — does not offer a medium cargo transport aircraft that directly competes against the C-130. A good relationship gone bad On Monday morning, Embraer announced that it had filed arbitration proceedings against Boeing, capping off an angry back-and-forth between both companies that spanned the weekend. When Boeing announced it was walking away from the deal on Saturday, the company claimed it had “worked diligently over more than two years” to finalize the transaction, but that Embraer left some conditions of the master transaction agreement, or MTA, unresolved. "It is deeply disappointing,” said Marc Allen, Boeing's president of Embraer Partnership & Group Operations. “But we have reached a point where continued negotiation within the framework of the MTA is not going to resolve the outstanding issues." Embraer, however, issued a scathing statement of its own, asserting that it had fulfilled all contractual obligations and blaming the failure of the deal on Boeing's continued financial problems and the fallout from two fatal 737 MAX crashes. “Embraer believes strongly that Boeing has wrongfully terminated the MTA, that it has manufactured false claims as a pretext to seek to avoid its commitments to close the transaction and pay Embraer the US$4.2 billion purchase price,” the company said. “We believe Boeing has engaged in a systematic pattern of delay and repeated violations of the MTA, because of its unwillingness to complete the transaction in light of its own financial condition and 737 MAX and other business and reputational problems.” Boeing's decision to break its agreement with Embraer makes sense from a financial standpoint, Cai Von Rumohr, a defense analyst with Cowen, wrote in an email to investors. Because of COVID-19's impact on the aerospace industry, $4.2 billion seems an inflated price for Boeing to pay to acquire a controlling stake in Embraer's commercial business, and terminating the deal may help to free up cash that Boeing needs in the near-term. But while Von Rumohr said he believes Boeing and Embraer will continue to collaborate on the C-390, it will depend on whether the relationship can be salvaged. “This issue is, how pissed off is Embraer now, and is this something they're likely to get over to continue with what was a teaming agreement that made a whole lot of sense for both parties?” Von Rumohr told Defense News. Another major question is how the COVID-19 crisis effects worldwide defense spending, with implications for nations' domestic industries as well the international defense industrial base. Callan noted that some countries who have ordered the aircraft such as Brazil or Portugal “are probably looking at different defense budget projections.     Dutch leading role for German Frigate project MKS-180

    June 19, 2020 - On June 19th Damen Shipyards Group and the German Bundesamt fur Ausrüstung, Informationstechnik und Nutzung der Bundeswehr signed the contract for the construction of four MKS-180 frigates for the German Navy. Damen is the main contractor for this complex project which it is undertaking, together with partners Blohm+Voss and Thales, in Germany. The combination of companies was previously declared the winner of a European tender; the largest in the history of the German Navy. On 17 June, the necessary financial resources were released by the German Bundestag budget committee. The contract marks the start of the design and construction phase. Approximately 80% of the project investment remains in Germany as added value. The vessels will be built at Blohm+Voss in Hamburg, but partly also at other shipyard locations in Germany, including Bremen, Kiel and Wolgast. Besides this, approximately 100 small and medium-sized companies from the maritime industry, mechanical engineering and plant construction sectors will be involved in the implementation. These companies originate from almost all German states. Hein van Ameijden, Managing Director Damen Schelde Naval Shipbuilding: “I am convinced that with the MKS-180 project, we are building a high-quality frigate that meets all the wishes of the German Navy. It is a German-Dutch project. We are already working well with our partners in Germany; Luerssen, Blohm+Voss, and Thales. The project also offers prospects for further European cooperation. The many years of cooperation between Damen and Thales as part of the Dutch golden ecosystem is an important factor in this success. If the Netherlands continues to invest in innovative projects for its own navy, we can further expand our role within European naval construction. That's good for the Netherlands' strategic role, which fits in with the Defence Industry Strategy.” The German added value and knowledge development also apply to Thales's mission systems acquired within the project. Approximately 70% is supplied by Thales's German branches in Kiel and Wilhelmshaven. This is done in close cooperation with numerous subcontractors. Gerben Edelijn, CEO of Thales Netherlands: “This historic contract for both the German Navy and Thales is a significant milestone in more than 50 years of cooperation, and confirms our worldwide leading position in the field of high-end naval mission systems. The women and men on board of these innovative frigates can rely on the latest technologies in the field of cyber defense, radar and fire control. The AWWS system, developed for the Netherlands and Belgian Navies, will soon also enable the German Navy to withstand threats of today and the coming decades.” Damen, Lürssen, Bohm+Vos and Thales are delighted with the confidence that the German government places in it. The implementation of the project will begin soon and involves the delivery of four frigates between 2027 and 2031 for an amount of approximately 4.6 billion euros.
