Australia said on Monday it would spend A$9.8 billion ($6.60 billion) to buy 20 new Super Hercules military transport aircraft, ahead of a visit later this week by U.S. Secretary of State Antony Blinken and Defense Secretary Lloyd Austin.

    Le budget défense atteindra près de 41 milliards d'euros en 2022

    L'enveloppe budgétaire allouée à la défense en 2022 sera de nouveau en hausse pour atteindre près de 41 milliards d'euros, comme prévu par la Loi de programmation militaire (LPM), contre 39,2 milliards d'euros en 2021, a indiqué lundi la ministre des Armées, Florence Parly, lors de son discours de rentrée devant les personnels du ministère. « Depuis 2017, ce sont 26 milliards d'euros de plus qui auront été investis dans notre défense et nos armées. C'est considérable. C'est même historique. Et c'était nécessaire », a-t-elle souligné. D'une enveloppe globale de 295 milliards d'euros sur sept ans, la LPM 2019-2025 prévoit une nette hausse du budget défense après des années de déflation. Les hausses les plus importantes (+3 milliards par an) sont prévues à partir de 2023. « Il faudra continuer à se battre jusqu'au bout de cette Loi de programmation militaire qui doit nous emmener jusqu'en 2025 », a insisté Florence Parly.     Coast Guard picks homeport for new icebreaker fleet

    By: Navy Times staff They'll do much of their hardest work in a world that's icy white, but the Coast Guard's new fleet of Polar Security Cutters will be homeported in the Emerald City. “I am pleased to announce that Seattle, Washington, will be the home of the Coast Guard's new Polar Security Cutters,” said Coast Guard Commandant Adm. Karl L. Schultz in a Monday statement emailed to Navy Times. “The Pacific Northwest has been the home of our icebreaking fleet since 1976, and I am confident that the Seattle area will continue to provide the support we need to carry out our critical operations in the polar regions.” Coast Guard officials said that Seattle won out over other potential locations because of “operational and logistical needs.” Two months ago, the Navy and Coast Guard awarded Mississippi shipbuilder VT Halter Marine, Inc. a contract that could be worth as much as $1.9 billion to build three heavy icebreakers. The Polar Security-class vessels will be designed to conduct search and rescue, maritime law enforcement, environmental response and national defense patrols missions in areas often covered in heavy ice. A longtime resident of the Seattle suburbs, U.S. Sen. Maria Cantwell cheered the announcement in a prepared statement released Monday evening. “This is great news. Homeporting new icebreakers in Puget Sound shows the significant role Washington state has to play in securing our waters and protecting our environment in the Arctic. The Puget Sound region supports a cutting-edge maritime workforce, which is poised to meet the needs of these new world-class vessels,” said Cantwell, the ranking Democrat on the Senate Commerce, Science and Transportation Committee, one of the panels overseeing the Coast Guard. “I am excited to welcome new polar icebreakers and their Coast Guard crews to Seattle in the near future.” Cantwell has long fought to maintain and expand the Coast Guard's icebreaker fleet, including sparring with President Barack Obama's administration over funding to build the new icebreakers. Construction on the first icebreaker is slated to begin in 2021 with delivery three years later, but there are financial incentives in the contract for early delivery, according to the Pentagon. Congress also indicated that it expects the heavy breakers and other vessels to spend more time in Alaska. Lawmakers earmarked $53 million to construct cutter support facilities in Alaska. That hasn't been the preferred destination for the Coast Guard's heavy icebreakers, which are down to one semi-working vessel and the skeleton of another that's used to harvest spare parts to keep the other one running. Commissioned in 1976, the Polar Star annually crunches a channel through miles of thick ice to reach McMurdo Station, the main logistics hub for the National Science Foundation's personnel in Antarctica, including researchers at Amundsen-Scott South Pole Station and remote field camps. Supply vessels follow behind the breaker, but by the end of Operation Deep Freeze, its 11,200-mile journey, it's usually so battered that it spends much of the rest of the year in dry dock, undergoing repairs. Last year, it caught on fire. During a May 28 meeting with reporters in Alaska, Republican Sen. Dan Sullivan grumbled that the new breakers need to spend more time in the Arctic and less at the bottom of the world. “I write the Coast Guard bill. I chair that subcommittee; we'll see,” he was quoted as saying. Sullivan chairs the Security Subcommittee of the Senate Commerce, Science and Transportation panel. The Coast Guard's medium breaker Healy draws the nation's Arctic duties. During last year's 129-day deployment, it plied the Chukchi and Beaufort seas.     By: Andrew Chuter LONDON – Munitions worth $3.2 billion (£2.4 billion) are to be supplied to the British military by BAE Systems over 15 years in a single-source deal announced by the Ministry of Defence Nov 30. The program, known as Next Generation Munitions Solution (NGMS), will see BAE produce 39 different munitions for the armed services from five different sites across the UK. Small-arms ammunition, mortars, tank shells, medium-caliber gun rounds and heavy artillery rounds are included in the delivery schedule which starts at the end of 2022. The contract supersedes a similar £2 billion, 15-year contract known as “Munitions Acquisition, the Supply Solution,” which kicked off in 2008. In return for guaranteed offtake of ammunition BAE implemented money-saving efficiencies and modernization of its facilities. The MASS contract effectively halted a British munitions industry in decline for more than 20 years. There are more than 400 munition types not included in the agreement, principally countermeasures, pyrotechnics and explosives, but also a number of other variants of small arms ammunition, medium-caliber and mortar products. The deal covers 120 mm rifled tank shells for the Challenger 2 main battle tank but not its likely smooth-bore successor. The Challenger 2 upgrade program led by the Rheinmetall-BAE joint company RBSL is due to go forward for MoD investment consideration around the end of the year. The proposed munition solution, widely expected to include a new 120 mm smooth-bore cannon, will be recommended as part of a wider upgrade approval of the tank. The outcome of the approval program will be subject to the delayed integrated defense review now expected to be released in early in 2021. In a statement announcing the new munitions deal the MoD said BAE had identified about £400 million of savings and efficiency opportunities to be pursued up to 2038. The new agreement represents the same product portfolio currently supplied under the MASS deal. The contract also includes flexibility to vary the volume of orders and allow general munitions products to be added or removed, depending on front-line requirements, said the statement. Figures provided by MoD estimate BAE will annually produce approximately 70 million rounds of small-arms ammunition, 100,000 large-caliber rounds, 40,000 medium-caliber shells and 75,000 mortar rounds. Part of the deal will see BAE invest £70 million refurbishing and upgrading munition manufacturing lines.
