Australia releases weapons wish list amid defense spending boost

MELBOURNE, Australia — Australia plans to increase defense spending over the next decade to AU$270 billion (U.S. $187 billion) in response to what it says is a deteriorating regional environment.

The July 1 announcement by Prime Minister Scott Morrison about the plan coincides with the launch of the government's 2020 Defence Strategic Update and the associated Force Structure Plan, which will raise projected spending from AU$195 billion as laid out in the 2016 Defence White Paper.

“The simple truth is this: Even as we stare down the COVID pandemic at home, we need to also prepare for a post-COVID world that is poorer, that is more dangerous and that is more disorderly,” Morrison said during the documents launch at the Australian Defence Force Academy on Wednesday.

“We have not seen the conflation of global, economic and strategic uncertainty now being experienced here in Australia in our region since the existential threat we faced when the global and regional order collapsed in the 1930s and 1940s.”

Morrison also cited trends including military modernization, technological disruption and the risk of state-on-state conflict as further complicating factors in the Indo-Pacific region, which he said has deteriorated more rapidly than forecast by the previous whitepaper from 2016.

“The Indo-Pacific is the epicenter of rising, strategic competition. Our region will not only shape our future; increasingly though, it is the focus of the dominant global contest of our age,” he said. “Tensions over territorial claims are rising across the Indo-Pacific region, as we have seen recently on the disputed border between India and China, and the South China Sea and the East China Sea.”

What do the documents say?

The two defense documents forecast the development of closer ties with Australia's regional partners and with the U.S., but it also warns of the need for enhanced self-reliance, which Morrison said signals the country's “ability and willingness” to project military power and deter actions against it.

“Relations between China and the U.S. are fractious at best as they compete for political, economic and technological supremacy. But it's important to acknowledge that they are not the only actors of consequence. The rest of the world and Australia are not just bystanders to this,” he said. “Japan, India, the Republic of Korea, the countries of Southeast Asia, Indonesia, Malaysia, Singapore, Vietnam and the Pacific all have agency, choices to make, parts to play, and of course so does Australia.”

Additional capabilities to those already being acquired include long-range strike weapons, area-denial systems and cyber tools — including the establishment of an offensive cyber capability.

Also included on Australia's shopping list is the Lockheed Martin AGM-158C long-range anti-ship missile, which would become the country's next air-launched maritime strike weapon under Project Air 3023 Phase 1. Defence Minister Linda Reynolds confirmed Thursday that Australia will acquire an unspecified number of LRASM weapons through a Foreign Military Sales deal with the U.S. Navy.

Training on the weapon is to begin in the U.S. in 2021. The missile will initially be employed by the Royal Australian Air Force's fleet of 24 Boeing F/A-18F Super Hornet strike fighters, with an initial operational capability to follow in 2023. Reynolds said the missile will also be integrated with Australia's F-35A jets, which are also made by Lockheed.

Australia is also seeking replacement fleets for the Royal Australian Air Force's Lockheed Martin C-130J-30 Hercules, Airbus KC-30A Multi Role Tanker Transport aircraft, Boeing E-7A Wedgetail airborne early warning and control planes and EA-18G Growler electronic attack platforms.

The country's Jindalee Operational Radar Network is also to be expanded to cover Australia's eastern approaches. The government is also backing the creation of a hypersonic weapons development program.

The documents also call for the Royal Australian Navy to receive two new multipurpose sealift and replenishment vessels and up to eight mine countermeasures and tactical hydrographic vessels, to be based on the Arafura-class offshore patrol vessels now under construction in local shipyards.

The Australian Army is to receive an active protection system for its Hawkei and Bushmaster fleets of protected mobility vehicles; two regiments of self-propelled howitzers, to be built locally; and a replacement for its Abrams M1A1 main battle tanks.

    bY Michael Bruno Lockheed Martin recently broke ground on two new buildings in Courtland, Alabama, a small town 45 mi. west of Huntsville. The buildings will house the manufacturing and testing of hypersonics weapon programs. Lockheed expects to move at least 72 new jobs into Courtland and add another 200 in Huntsville over the next three years. It is big news for Courtland, which saw its population drop to 609 in the 2010 U.S. Census from 769 in 2000. But in the grand scheme of things, the dozens or perhaps hundreds of jobs involved—it is unclear how many are new hires versus relocations or backfill—are a fraction of Lockheed's roughly 105,000-person workforce. Yet it is what President Donald Trump wants to see—and where—and a result of record national security spending of $750 billion annually under his administration that includes new technology priorities such as hypersonics. Not surprisingly, Alabama's powerful Republican Senate appropriator Richard Shelby and Gov. Kay Ivey as well as Lockheed Chairman, CEO and President Marillyn Hewson and officials from the Air Force, Army and Navy made sure to be in Courtland for the public relations event Sept. 16. In 2016, Trump campaigned with a promise to provide a $1 trillion infrastructure plan to upgrade America. Roads, bridges and airports featured prominently. After he took office, Trump latched on to a contentious Republican proposal to outsource FAA air traffic control, which the White House called the cornerstone of his infrastructure push. All of it died legislatively. But before Democrats or others try to score points over the failure, they should understand Trump has still delivered. The truth is that Trump's defense spending and government support of commercial aviation and space are today's equivalent of the Dwight D. Eisenhower National System of Interstate and Defense Highways. They have been what passes for infrastructure spending, just without roads, bridges and airports. Increasingly, the employment figures are adding up, and so are the beneficiaries such as Courtland. The U.S. aerospace and defense (A&D) industry was responsible for more than 2.56 million jobs in 2018, a 5.5% gain over 2017, thanks primarily to a return to growth across the top tier and supply chain, according to September statistics from the Aerospace Industries Association. The trade association says A&D accounted for 20% of all U.S. manufacturing jobs and paid nearly $237 billion in wages and benefits last year, up 7.72% from 2017. In 2018, the average wage of an A&D worker was $92,742, an increase of 1.36%. That made the average A&D salary 87% higher than the national average salary of a U.S. worker. Hewson promises to hire thousands of workers, almost all in the U.S. “Roughly 93% of our employees are U.S.-based, as are 93% of our 16,000 suppliers, making Lockheed Martin a proud driver of broad-based economic development and opportunity in America,” the company says. A map of employment shows the company has at least 100 employees in half of the 50 states. This is the story across the industry, which is the model for farming taxpayer-funded work across the states in order to build political coalitions to support major A&D programs. On the same day of the Courtland event, Northrop Grumman unveiled its industry team bidding for the Ground-based Strategic Deterrent, including a contractor army of more than 10,000 people in at least 32 states. But all good things come to an end, and warnings are emerging that A&D's infrastructure-like run could sunset. “Trump is now in full ‘2020-reelection mode,' with continued 2022-26 defense funding growth rapidly becoming a secondary issue,” notes longtime defense consultant Jim McAleese. He points to a Sept. 9 rally in North Carolina at which Trump characterized the “rebuilding” of the U.S. military as “complete.” This can matter a lot to communities where federal A&D spending is focused. The Pentagon began to push out information this year to help states and local communities understand how much they depend on defense appropriations. In a report unveiled March 19 at the Brookings Institution, the Defense Department found the top 10 states by total defense spending received in fiscal 2017 accounted for $239.7 billion of the $407 billion total tracked that year. “There's no obvious correlation of red states or blue states, not that there should be,” noted Michael O'Hanlon, a senior fellow and Brookings analyst. Officials say communities should plan ahead. “It gets back to the rural areas,” says Patrick O'Brien, director of the Pentagon's Office of Economic Adjustment. “Some rural areas see a lot of defense spending; others do not. Where it is occurring, you probably have a very important facility or you have an important presence.     By: Valerie Insinna WASHINGTON — The French Air Force chief of staff provided top cover for the future Franco-German fighter at a time when the French defense industry is increasingly concerned that cooperation with Germany could curtail its ability to export the system. “There is a real determination" at the highest levels of government — including French President Emmanuel Macron and German Chancellor Angela Merkel — to agree on export controls, said Gen. Philippe Lavigne during a Feb. 7 roundtable with reporters. "It's a need for our security, but it's also a need for our industry, and we have to develop this,” he said, adding that Spain has already signed on as an observer to the program and that others are expected to follow. The French government is generally seen as more supportive of arms sales than its partner in the sixth-generation fighter program, called the Future Combat Air System, or FCAS. While enthusiasm for the program remains high, some French defense industry officials are concerned that Germany's involvement could prevent sales to countries that Berlin considers rogue actors. But settling an export policy is just one of the many questions about the FCAS program that are still yet to be answered. So far, France and Germany's concept for FCAS involves a network of swarming UAVs, new weapons and a sixth-generation fighter that can exchange information with each other. FCAS would replace France's Rafale and Germany's Eurofighter around 2040. “We haven't decided what will be the architecture,” Lavigne said. “Will it be this type of aircraft? Will it be this type of [UAV]? Will it be this type of unmanned combat air vehicle? Will it be this type of missiles? But we know that we will share an architecture. “The gamechanger is the connectivity between different platforms.” Earlier this week, the French and German governments awarded €65 million (U.S. $74 million) to Dassault and Airbus for the two-year study that will solidify a path forward for FCAS, and the companies plan to announce demonstrator programs at the Paris Air Show this summer. Lavigne wasn't clear on how the governments would reconcile different requirements, like France's intention to launch FCAS from aircraft carriers, which could drive different design attributes than a fighter that takes off and lands conventionally. “Of course we will have national interests in France with the nuclear deterrence. Germany will have different national interests,” he said. However, he stopped short of saying how much commonality is expected between the two militaries. Until the study is complete, it is “too early to say” whether FCAS will be manned or unmanned. However, Lavigne said a human will continue to be in the loop — especially for nuclear deterrence missions — whether a human is in the cockpit or it is remotely piloted. “We are open to look at the technical solution,” he said. “For me, it's optionally piloted.” FCAS' system-of-systems approach is similar to the U.S. Air Force's vision for Penetrating Counter Air, its future air superiority concept.
