    Boeing’s F-15EX jet makes its first flight

    By: Valerie Insinna WASHINGTON — Boeing's first F-15EX took to the skies for its inaugural flight on Feb. 2, a milestone that will allow the company to deliver the first two planes to the U.S. Air Force by the end of March. After a couple of hours of delays due to weather — which also held up plans to conduct a first flight on Feb. 1 — Boeing test pilot Matt “Phat” Giese took off from Lambert International Airport in St. Louis, Missouri, at approximately 1:57 p.m. EST. The flight lasted approximately 90 minutes, and the plane performed as expected, Boeing said in a news release. “Today's successful flight proves the jet's safety and readiness to join our nation's fighter fleet,” said Prat Kumar, Boeing vice president and F-15 program manager. “Our workforce is excited to build a modern fighter aircraft for the U.S. Air Force. Our customer can feel confident in its decision to invest in this platform that is capable of incorporating the latest advanced battle management systems, sensors and weapons due to the jet's digital airframe design and open mission systems architecture.” The Air Force first added the F-15EX to its fiscal 2020 budget at the behest of the Defense Department's Cost Assessment and Program Evaluation office, or CAPE. With the Air Force and Air National Guard's fleet of 1970s-era F-15C/D jets showing signs of age, the service needed to either conduct an expensive life extension or buy new planes to replace them. But with F-35 operations and sustainment costs still financially burdensome, CAPE officials argued that buying an upgraded version of the F-15E Strike Eagle — with new features developed primarily at the cost of foreign customers like Qatar and Saudi Arabia — would be a more cost-conscious option. The Air Force placed its first order for the F-15EX in July 2020, awarding a contract for the first lot of eight jets with a value not to exceed about $1.2 billion. The entire program has a ceiling value of $23 billion. The new jets come with a host of modern features, including Honeywell's ADCP-II mission computer, the Eagle Passive/Active Warning and Survivability System electronic warfare system made by BAE Systems, the Raytheon Technologies' AN/APG-82 radar, fly-by-wire flight controls, and a digital cockpit. The service expects to buy at least 144 F-15EX aircraft, but the contract includes options to allow the Air Force to purchase up to 200 jets. Congress first included funds in December to purchase eight F-15EXs through the fiscal 2020 spending bill, and lawmakers approved spending $1.2 billion to buy 12 F-15EXs in fiscal 2021. According to the Air Force's FY21 budget request, the service plans to buy another dozen planes in FY22, procuring 14 F-15EXs in FY23, and ramping up to 19 jets per year in both FY24 and FY25.     By: Ben Werner ARLINGTON, Va. – Balancing the desire to build the Navy the nation needs with the ability to fight with the fleet the nation has is at the core of the mission of U.S. Fleet Forces Command mission, its commander said on Thursday. The Navy's high-end warfare plan – dubbed Distributed Maritime Operations (DMO) – relies on fleet commanders considering future technologies, integrating new capabilities into existing systems and provided the right level of manning. In the meantime, commanders need to fight with the equipment and manning they currently have, a task complicated by uneven funding levels Fleet Forces commander Adm. Christopher Grady said at the Surface Navy Association Symposium. “Seventy five percent of the fighting force today will be what we fight with in 2030,” Grady said. “We must sustain what we have now to defend our interests in the future.” Grady said the demand for maintenance capability is outpacing the industrial base's growth rate. At risk, he said, is the industrial base's ability to build new ships while keeping current ships in operations. “Right now, the industrial base is optimized for cost efficiency,” Grady said. In an era of renewed great power competition the Navy and industrial base needs to rethink how to work some flexibility into how quickly shipbuilders and maintainers can adjust their operations, Grady said. “At issue is how do we grow our capacity for both maintenance and modernization,” Grady said. “This is challenging.” As an example, many of the critical parts the Navy relies on are from sole-source suppliers, Grady said. Then there are the firms that could bid on Navy projects but don't because of various barriers making it difficult or impossible to submit competitive bids. Since 2000 the entire defense industrial base lost more than 20,500 contractors, according to a Pentagon report released in September. The shipbuilding industry took a particularly hard hit and growing that sector is key to building the 355-ship fleet, the report said. “Expanding the number of companies involved in Navy shipbuilding is important to maintaining a healthy industrial base that can fulfill the 355-ship fleet and support the Navy's long-range shipbuilding plan,” the report said. Changing how the industrial base and Navy interact is a critical part of solving the building and maintenance capacity issues, Grady said. He wants the Navy's interaction with industry to seen as a partnership. One example he proposed was buying portable dry docks that could be moved and leased to shipyards. More shipyards could bid on work by removing what Grady said is a significant barrier to entry into the marketplace – the significant capital investment required to handle Navy maintenance work. “The ideal would be to come to the table and share notes,” Grady said. “What can we do for each other that's good for the nation.” https://news.usni.org/2019/01/17/navy-and-industry-must-balance-new-construction-with-maintaining-existing-platforms

    NGA looking to academia and industry to boost research efforts

    Nathan Strout The National-Geospatial-Intelligence Agency issued a new Broad Agency Announcement July 6, giving researchers and academics a new pathway to present intelligence solutions to the agency. NGA is responsible for delivering geospatial-intelligence to war fighters, policy makers and the intelligence community. Under this announcement, the agency is looking for solutions from industry and academia to help them accomplish that mission. “The release of this BAA will help accelerate our research endeavors and provide NGA with the ability to expand and diversify its research performer base, while giving us better flexibility and agility in research contracting efforts,” said Cindy Daniell, director of research and NGA, in a statement. The BAA is seeking research and development concepts that address one or more of the following topics: Foundational GEOINT; advanced phenomenologies, and analytic technologies. Foundational GEOINT - The creation of always accurate, high-resolution, continually updated representations of the earth's properties, available on demand. Advanced Phenomenologies - The use of novel methods and efficient strategies to deliver spatially, spectrally and temporally resolved data from a growing number of traditional and non-traditional sources. Analytic Technologies - The ability to leverage new data sources and new analytics techniques to add geospatial intelligence to multi-intelligence analytics in an effort to address emerging threats and mission domains. More details on each technical domain can be found in the BAA. According to the announcement, NGA plans to make multiple awards, which may take the form of procurement contracts, grants, cooperative agreements or other transactions for prototypes and follow-on production. The agency will be issuing response dates for individual topic areas within the three stated technical domains periodically.
