    Pentagon research office wants innovative tools to spot influence campaigns

    Andrew Eversden WASHINGTON — A new broad agency announcement shows that the Pentagon's top research arm wants to work with industry to develop technology that can track adversarial influence operations across social media platforms. The announcement from the Defense Advanced Research Projects Agency (DARPA) for a project called INfluence Campaign Awareness and Sensemaking (INCAS) will use an automated detection tool to unveil influence operations online. “INCAS tools will directly and automatically detect implicit and explicit indicators of geopolitical influence in multilingual online messaging to include author's agenda, concerns, and emotion,” the BAA reads. The BAA comes as the federal government seeks solutions to defend against foreign influence campaigns, particularly surrounding political campaigns, that aim to sow discord among Americans with inflammatory messages. “The US is engaged with its adversaries in an asymmetric, continual, war of weaponized influence narratives. Adversaries exploit misinformation and true information delivered via influence messaging: blogs, tweets, and other online multimedia content. Analysts require effective tools for continual sensemaking of the vast, noisy, adaptive information environment to identify adversary influence campaigns,” the BAA reads. Through the project, DARPA seeks to improve upon current social media tools to track influence operations. The current tools, the solicitation reads, requires a major manual effort in which analysts have to sift through “high volumes” of messages and decide which ones are relevant and gaining traction, using tools for digital marketing. “These tools lack explanatory and predictive power for deeper issues of geopolitical influence,” the solicitation reads. “Audience analysis is often done using static, demographic segmentation based on online and survey data. This lacks the flexibility, resolution, and timeliness needed for dynamic geopolitical influence campaign detection and sensemaking.” The program has five technical areas. Technical area one focuses on using automated influence detection to enable analysts to analyze influence campaigns. The second area will “dynamically segment" the population that is responding to influence campaigns, and identify “psychographic attributes relevant to geopolitical influence,” such as “worldviews, morals and sacred values.” The INCAS tool's third technical area will assist analysts in linking influence indicators and population response over time across several platforms, in order to capture influence campaigns as they evolve over time. The fourth area will create infrastructure to provide data feeds from online sources to the other three technical areas, and the final technical area will conduct technology evaluations and will not be competed as part the the BAA. DARPA expects multiple awards for technical areas one and two, and single awards for technical areas three and four. Abstracts are due Nov. 17, 2020, with proposals due Jan. 8, 2021.     Le Japon va acheter 105 avions de combat américains F-35 supplémentaires, a annoncé lundi le président américain Donald Trump à l'issue d'un sommet avec le premier ministre japonais Shinzo Abe. « Les États-Unis soutiennent les efforts du Japon pour améliorer ses capacités de défense, et ces derniers mois nous leur avons envoyé une grande quantité d'équipements militaires », a déclaré M. Trump lors d'une conférence de presse, annonçant « l'intention du Japon d'acheter 105 F-35 neufs ». Le Japon, qui avait déjà annoncé fin 2011 l'achat de 42 F-35, est avec cette nouvelle commande le premier client international pour cet avion de combat de cinquième génération. En réalité, l'archipel s'était déjà engagé en décembre à cette acquisition, portant à 147 le nombre de ces chasseurs furtifs en sa possession, selon un communiqué du constructeur aéronautique américain Lockheed Martin publié à l'époque. Le gouvernement de Shinzo Abe, qui a annoncé en décembre un budget record pour la défense, a accru ses importations d'équipements militaires américains sous la pression de Donald Trump. Le but est de contrer la menace militaire de la Chine, mais aussi de réduire le déséquilibre commercial avec les États-Unis, régulièrement dénoncé par le président américain. Lancé au début des années 1990, le F-35 est produit par Lockheed Martin, et ses moteurs par un autre américain, Pratt et Whitney. Selon les derniers chiffres, 390 F-35 ont été livrés dans le monde.     By KELSEY ATHERTON ALBUQUERQUE: The Navy is using Google Cloud to speed up a basic but time consuming task: finding and identifying rust. This approach has already been applied to inspect wind turbines and find potholes in roads, and promises advantages both in speed of inspection and in future predictive maintenance. “The AI technology behind this enabled the US Navy to quickly and seamlessly examine tens of thousands of images to prioritize the needs to be repaired immediately and or later on,” Mike Daniels, vice president of Global Public Sector, Google Cloud, told me in an interview. While Google was unwilling to disclose the exact value of the contract, the promise is that speedy, AI-enabled inspections will lower labor and material costs of inspection and repair enough to more than justify the expenditure on inspection AI. “The tools we're providing can not only save the Navy billions each year, but significantly improve readiness and speed deployment,” said Daniels. “And this is a physical job right now. We're improving results for the inspectors.” If AI-facilitated rust inspection can reduce the amount of time a ship needs to stay in harbor for repairs, it can narrow the window in which catastrophic disasters, like the fire which tore apart the Bonhomme Richard, can happen. This work is being done through Simple Technology Solutions (STS), who was awarded the work as a Phase 1 Small Business Innovation Research project. To train the AI, STS flew a drone on inspections to get images of rust. Next, STS combined these drone-filmed images with public domain images of ships, and uploaded both sets to a Google Cloud server. Specifically, the inspections will look for broad area rust and corrosion, as well as subtler damage that human eyes might skip over, like pitting or focused damage. Using native machine learning built into the Google Cloud, STS could then train the algorithm to process, understand and identify rust in the images. This is an iterative process, one where every uploaded inspection improves the accuracy of the next inspection. “There's no classified data that's going to be handled as part of this project,” said Daniels, noting that Google offers a high level of protection for images stored in its cloud by default. As we have seen in the past, aggregated unclassified data can sometimes be enough to reveal classified information, but the immediate utility of cloud-powered inspections should offset any distant concern of weakness revealed through corrosion maintenance. Most importantly, the inspection tool promises savings in time. A widely-cited 2014 report from the US Navy attributed the cost of fighting rust and corrosion at $3 billion. Some of that cost is hard to shake: the paint used to cover rust-scrapped areas can cost as much as $250 a gallon.
