Air Force to buy handful of light-attack planes, but will a bigger program follow?

WASHINGTON — The U.S. Air Force will procure a handful of A-29 Super Tucano planes from Sierra Nevada Corp. and AT-6 Wolverines from Textron to continue light-attack demonstrations, the service's top general said Wednesday.

That purchase provides a modest, but much-needed show of confidence for the two companies, which have invested internal funding over the past two years on the Air Force's light-attack experiment and are still hoping the service moves forward with a bigger buy of light-attack aircraft.

The Air Force plans to place small detachments of AT-6 and A-29 turboprop planes at Nellis Air Force Base — the Nevada-based installation that hosts Red Flag and other training exercises — and Hurlburt Field, Florida, where Air Force Special Operations Command is based, Chief of Staff Gen. Dave Goldfein said during a Senate Appropriations Committee hearing.

Air Force spokeswoman Ann Stefanek told Defense News that the service would likely buy two or three of each aircraft, but Goldfein told lawmakers at the hearing that the exact numbers would be dependent on the price tag of the planes.

“The United States Marine Corps has already said they're joining us,” Goldfein said. “We're going to invite allies and partners, and with the authorities you've given us now that we own those prototypes, we will continue to experiment to build the interoperable network that we've already advanced.”

    Satellite Imagery + Social Media = A New Way to Spot Emerging Nuclear Threats

    BY PATRICK TUCKER A research team is training computers to find and fuse clues from wildly different rivers of digital data. Hiding illicit nuclear programs might be getting harder, thanks to new ways of gleaning and combining clues from various rivers of digital data. That's the conclusion of new research funded in part by the U.S. Energy Department's National Nuclear Security Administration. Satellites offer one kind of information; social media another — particularly inside countries that may be trying to flout inspections. But large volumes of satellite imagery and social media data aren't similar. You can have one analyst examine satellite pictures and another look at social media posts to see if they align, but the process is time-consuming and generally far from comprehensive. The study's authors developed a method for fusing different types of data in a machine-readable way to offer a much clearer picture. “In light of their ubiquitous emergence, social media increasingly promise to be of great value even though associated applications have thus far remained simple, and their fusion with other data has been largely ad hoc,” the team from North Carolina State University writes in “Fusing Heterogeneous Data: A Case for Remote Sensing and Social Media.” Only by creating a new statistical method for fusing the outputs of satellite data and social media data do you get something you can use to predict what might happen next within a given area of interest, such as a specific nation's nuclear enrichment or weapons development. The researchers looked at satellite and social media data from August 2013, when deadly floods killed eight people and caused widespread damage in Colorado. They sought to show that if you could algorithmically identify which imagery showed the flooding from space, and which geotagged tweets described it on the ground, you could could much more quickly verify one data set against another — that is, you could determine whether incoming social media data supports the conclusions you might be reaching from your satellite data, and vice versa. “Next steps for the project include evaluating nuclear facilities in the West to identify common characteristics that may also be applicable to facilities in more isolated societies, such as North Korea,” notes a press release on the paper. One of the authors, NCSU computer and electrical engineering professor Hamid Krim, said the team would try to “address the insufficient knowledge in general in areas of great interest (e.g. N. Korea and Iran). The goal is to come up with systematic methodologies to transport knowledge about nuclear environments available in other areas (e.g., in the West) to these domains where there is very little available. Creating such an environment in these places of interest will help them detect potential undesired activity.” Of course, there are limitations to media monitoring in Iran and North Korea. The former's social media environment is largely underground, thanks to bans on Twitter and many other social networks. The latter has virtually no social media environment at all. Krim noted that the “adversarial strategy” of social-media censorship makes his team's analysis harder.     Submarines are poised to take on a major role in strike warfare, but is that a good idea?

Larter WASHINGTON — The U.S. Navy is preparing to ink one of the largest contracts in its history with General Dynamics Electric Boat and the firm's partner shipyard Huntington Ingalls Industries Newport News that will make the new generation of attack submarines a major force in strike warfare. The Block V Virginia contract is expected to produce 11 boats with eight Virginia Payload Modules, and will triple the Virginia's Tomahawk Land Attack Missile capacity to 40 missiles per hull. Experts say that the new Virginia Payload Module will also be large enough to accommodate boost-glide hypersonic missiles like those the Navy is developing with the Army. But the logic for the Virginia Payload Module has always been about replacing the Ohio-class guided missile submarines retiring in the 2020s. Because submarines have been the Navy's go-to asset to penetrate areas threated by Chinese and Russian surface-to-surface and anti-ship missiles, attack submarines loaded with strike missiles would have to be the ones to get close enough to be able to launch land-attack strikes. That model upends decades of the surface Navy's supremacy in the world of strike warfare from the sea, but experts are beginning to question the logic of giving the strike warfare mission to submariners in an era of great power competition. With Russia and, to an even greater extent, China investing heavily in anti-submarine technology, does it make sense to give a stealthy asset a mission that will blow its cover? Bryan Clark, a retired submariner and senior fellow at the Center for Strategic and Budgetary Assessments, wonders if the surface fleet is the best place inside the force to house the strike mission. “I think the requirement may be changing,” he said in an Oct. 22 phone call with Defense News. “Over the past 10 years there has been a real emphasis on the submarine as the one tool we have that may be able to get into contested areas — the East and South China seas, up in the north Atlantic, etc. “That's changing now: These countries are investing in their own anti-submarine warfare systems. China has put a lot of money into ASW systems, they are installing surveillance systems akin to our SOSUS [sound surveillance system]. So the idea that our submarines are our go-to asset to gain access, that may not be true in the next few years as it was in the past 10, so there is a question as to whether we should be investing in submarines to maintain the undersea strike capacity.” ‘Increasingly vulnerable' The issue is not just that submarines run the risk of being detected, which is an ever-present risk anytime a submarine leaves the pier, but that it won't be able to create the volume of fires that the surface fleet could, especially with new concepts in development such as a large unmanned surface vessel that could act as a kind of arsenal ship. “The surface fleet is likely going to be our best strike capacity asset in the next decade,” Clark said. “Submarines are going to be increasingly vulnerable, so the question becomes: Do I want to take my [Virginia Payload Module]-equipped SSN, put it inside the South China Sea to launch strikes, get counter-detected and harassed for days afterward? I lose it from the fight for a long time just evading attacks. “Whereas if you used unmanned surface vessel[s], those can launch just as many cruise missiles as a Virginia class, many times cheaper; they can rotate, get reloaded and just keep launching strikes at a much higher rate of fire as you would ever get out of the SSN force.” Jerry Hendrix, a retired naval flight officer and analyst with The Telemus Group, agreed that the surface fleet is likely going to be the place to house a strike capability, especially in the era of mass hypersonic fires, because of the cost it would impose on the U.S. to try to match Chinese capabilities on subs. “I think there is a powerful argument to distribute these weapons across the surface force,” Hendrix said. “If you can create a strike weapon that allows the surface force to stand outside of DF-21 and DF-26 range and shoot three-pointers from outside, then yes. To create mass and volume in the submerged force is twice to three times as expensive as it is to create that volume from the surface force. “So there is a solid argument just from the standpoint of cost. If I was trying to create 2,000 tubes of hypersonics — which are much more massive than Tomahawks, wont fit into a Mark 41 vertical launch system and hence will have to go into a different configuration — to create that mass in the submerged force is going to be very expensive.” The Navy is looking at back-fitting destroyers with larger vertical launching system tubes to accommodate so-called prompt-strike weapons, Defense News reported in June.     Senate defense bill limits Air Force’s aircraft retirement plans

    By: Valerie Insinna WASHINGTON — The Senate Armed Services Committee wants to give the Air Force more F-35 fighter jets and drones, but the panel's version of the 2021 defense policy bill leaves many questions open about the future of the service's legacy aircraft. In the Air Force's fiscal 2021 budget request, the service proposed retiring a number of its B-1 bombers, A-10 Warthog attack planes, RQ-4 Global Hawk surveillance drones, KC-135 and KC-10 tankers, and C-130H planes. Air Force leaders said the reductions were necessary to free up money needed for key investments in future technology areas like space and joint all-domain command and control. However, the proposed version of the FY21 National Defense Authorization Act passed by the Senate Armed Services Committee on June 10 puts some limits on those proposed cuts. Instead of mandating the Air Force to retain a certain number of specific types of aircraft, SASC's defense bill “establishes a minimum number of aircraft for each major mission area ... and prohibits the divestment of aircraft until the minima are reached to ensure that Air Force can meet [National Defense Strategy] and combatant command requirements,” SASC said in a summary of the bill. But with only a summary of the bill available, it's unclear how that compares with the Air Force's planned inventory reductions and whether any retirements will be permitted at all. According to a committee staffer, the numbers proposed by SASC include a “primary mission aircraft inventory” of 1,182 fighters, 190 drones, 92 bombers, 412 tankers, 230 tactical airlift platforms, 235 strategic airlift platforms, 84 intelligence, surveillance and reconnaissance aircraft, and 106 combat search-and-rescue aircraft. Specifically, the bill blocks the retirement of three A-10 Warthog squadrons, limits F-15C divestment, and delays the retirements of KC-10 and KC-135 tankers until after the KC-46's technical challenges are resolved. The Air Force had planned to retire 13 KC-135s and 16 KC-10s in FY21. The summary of the bill makes it clear the SASC is concerned that the Air Force's plan to trade existing aircraft for future capabilities could lead to a drop in near-term readiness as well as an scenario where legacy aircraft are never actually replaced. The bill “requires the Secretary of Defense to submit an annual aviation procurement plan across all services,” the summary stated. It includes language that cements the Air Force's aspiration to field 386 combat squadrons as a requirement, although one staffer clarified that the provision is more a goal than a mandate, and that there is no timeline associated with it. SASC's legislation is far from set in stone. The bill will move to the Senate floor for debate, but its House counterpart is working on its own version of the defense authorization bill, and both chambers will have to agree on a final bill. Where's the money going? The House and Senate Armed Services committees make funding recommendations, which are then used by congressional budgeteers in the appropriations committees to draw up the final funding bills. Nonetheless, SASC made a number of key funding authorizations that could mean major increases for certain aircraft programs. Unsurprisingly, it recommended a major increase for Lockheed Martin's F-35 Joint Strike Fighter program, approving the purchase of 60 F-35A conventional-takeoff-and-landing models, 12 F-35B short-takeoff-and-vertical-landing variants, and 23 F-35C carrier-takeoff-and-landing aircraft. That's a net increase of 16 aircraft: 12 F-35As, two F-35Bs and two F-35Cs. General Atomics was another major beneficiary of the legislation. SASC authorized $165 million for additional MQ-1 Predator drones for the Army and $170.6 million for MQ-9 Reaper drones for the Air Force, which will keep the production line going ahead of a replacement program. It adds an extra $128 million for additional XQ-58 Valkyrie drones from Kratos. The Valkyrie is a low-cost combat drone currently being tested by the Air Force as part of the Low Cost Attritable Aircraft Technology effort, which seeks a “loyal wingman” aircraft that can penetrate contested environments and take on more risk than manned planes. The committee also calls for an LCAAT operational test plan and utility evaluation. It fully funded the Air Force's KC-46 tanker program and B-21 bomber program, according to SASC Chairman Jim Inhofe, R-Okla.
