    BAE Systems to supply assault amphibious vehicles to Taiwan

    Gabriel Dominguez BAE Systems has been awarded a USD83.6 million contract to provide to Taiwan the “necessary material and technical engineering to build, integrate, test, and deliver” 36 AAV7A1 Assault Amphibious Vehicles. The contract is for 30 AAVP7A1 personnel carriers, four AAVC7A1 command post vehicles and two AAVR7A1 recovery vehicles, according to a 22 June announcement by the US Department of Defense (DoD). This deal, which involves Foreign Military Sales (FMS) under the Taipei Economic Cultural Representative Office (TECRO) – FMS case TW-P-SEQ – also includes support and test equipment, spares, publications, training, engineering services, logistics, and other technical support required. All work will be performed in York, Pennsylvania, and is expected to be completed by 22 July, 2020, said the DoD, adding that this contract “was not competitively procured in accordance with Federal Acquisition Regulation 6.302-1(a)(2)(ii) - only one responsible source and no other supplies or services that will satisfy agency requirements”. The contracting authority is the US Marine Corps Systems Command in Quantico, Virginia. Once delivered, the AAV7A1s are very likely to be used by the Republic of China Marine Corps (RoCMC), but will not be the first ones to be operated by the Corps. In 2003 Taiwan signed a contract for 54 ex-US Marine Corps AAV7A1-series vehicles that have begun replacing the LVTP5 series of amphibious fighting vehicles used by the RoCMC. The latest contract announcement comes a few weeks after Taiwan said it welcomed a potential shift in policy by the United States' government to facilitate military sales to the island on a case-by-case basis as opposed to the current approach of ‘bundling' several defence deals together, as Jane's reported.     Italy lays out plans to buy up to eight new sensor-loaded Gulfstreams

    By: Tom Kington ROME – Italy is planning to buy up to eight new Gulfstream signals intelligence aircraft and build a maintenance hub for similar aircraft operated by other nations around the Mediterranean. The plans, which were outlined in documents supplied to the Italian parliament, would reinforce Italy's signals intelligence capability as the Mediterranean becomes a flashpoint for regional tensions with neighbors like Turkey and Egypt tussling over the future of lawless Libya. The Italian acquisition was first mentioned in this year's budget document, released in October, which cited the need for ‘multi-mission, multi-sensor' Gulfstream G-550 jets and listed an outlay of 1.23 billion euros. An illustration of the aircraft in the document resembled Israel's ‘Shavit' Signals Intelligence Gulfstream, while the required capabilities listed included command and control, “electronic superiority” and “electronic protection of forces.” Now, the government has sent parliament a second document giving more details of the plan ahead of a vote by the parliamentary defense commission on the purchase. The document calls for the purchase of two aircraft which have already been converted for Sigint missions and equipped with the required systems before the purchase of a further six G-550 jets ready for subsequent conversion. Analysts have suggested the need to buy the unconverted aircraft quickly is due to the Gulftstream G550 going out of production. The aircraft would be based at the Italian Air Force's Pratica di Mare base south of Rome, which is already home to the two Gulfstream 550 Conformal Airborne Early Warning aircraft Italy purchased from Israel's IAI in 2012. With up to 10 G-550s in its fleet, Italy would build up a maintenance operation which would not only serve its own aircraft but be able to “offer services to the Gulfstream fleet operating in Europe and the Middle East, with about 200 jobs created,” the document stated. No indication was given about which company would be contracted to supply the two converted jets or carry out the conversion work on the other six, but the document stated that “given the complexity” of the program, a non-Italian contractor would be brought in. National offset work would be sought the document stated.     UK seeks new technologies for future Royal Navy fleet

    By Hemanth Kumar and Talal Husseini The UK Defence and Security Accelerator (DASA) is set to launch a new competition to seek intelligent systems and technology solutions to develop a comprehensive future Royal Navy fleet. Known as ‘Intelligent Ship – The Next Generation', the competition will be officially launched in London on 19 June. Through the competition, the UK Ministry of Defence (MOD) is looking for proposals for novel and innovative projects to facilitate the wider use of intelligent systems within future warships. The MOD said in the competition document: “This aim is based on a future vision where elements of automation, autonomy, machine learning and artificial intelligence (AI) are closely integrated and teamed with human decision makers. “It is expected that this will ensure timely, more informed and trusted decision-making and planning, within complex, cluttered, contested and congested operating and data environments.” DASA will offer £1m in funding for innovative proposals under the first phase of the future Royal Navy fleet competition. An additional £3m will be made available to fund subsequent phases. The adoption of advanced technologies is seen as a pivotal move in the efforts to reduce decision times in order to meet future threat capabilities. Interested companies will have to showcase through their proposals how they would improve automation, autonomous functions, and AI-enabled decision aides. The scope also includes demonstrating how the proposals could improve speed and/or quality of decision-making and mission planning in a future naval operating environment. The MOD clarified that it does not want proposals that do not “offer significant benefit to defence and security capability”, or “offer no real long-term prospect of integration into defence and security capabilities”, or “offer no real prospect of out-competing existing technological solutions”. The MOD went on to say: “It is important that over the lifetime of DASA competitions, ideas are matured and accelerated towards appropriate end-users to enhance current or future capability. “How long this takes will be dependent on the nature and starting point of the innovation.
