Accord entre l’Arabie saoudite et Lockheed Martin sur les systèmes de Défense

L'Arabie saoudite a annoncé lundi un accord avec Lockheed Martin, pour deux projets de production sur son sol de systèmes antimissiles THAAD (Theater High Altitude Area Defense), selon l'agence de presse officielle SPA. Cet accord « améliorera les capacités militaires du système de défense aérienne » de l'Arabie saoudite, a affirmé à l'agence Gasem Al-Maimani, à la tête de l'autorité saoudienne supervisant l'industrie de Défense. Aucune information concernant la partie financière de l'accord n'a été révélée. L'annonce a été faite en marge du premier salon international de Défense en Arabie saoudite, qui se tient à Ryad depuis dimanche, avec environ 600 entreprises et organisations, venues de 42 pays.

    Navy to Update 2 Dry Docks to Accommodate Ford-Class Carriers

    By: Ben Werner Only one of the Navy's 18 dry docks used for maintaining the nuclear-powered carrier fleet can support a Ford-class carrier, Navy officials told USNI News. Dry Dock 8 at the Norfolk Naval Shipyard can handle a Ford-class carrier, but only after a temporary cooling water systems is set up. A permanent cooling water system and other upgrades to Dry Dock 8 are scheduled to occur before USS Gerald R. Ford (CVN-78) enters its first planned dry dock availability, Anna Taylor, a Naval Sea Systems Command spokeswoman, told USNI News in an email. The Navy also plans to upgrade a West Coast dry dock to handle the future USS John F. Kennedy (CVN-79), Taylor added. Mike Petters, chief executive of Huntington Ingalls Industries, whose Newport News Shipbuilding yard is the sole builder of aircraft carriers for the U.S. Navy, said in a conference call with analysts earlier this month that the fixes required were not complicated. The hull size of the new class is roughly the same as the Nimitz-class carriers that make up the rest of the fleet, so Petters said the shipyards do not need to do many physical changes to piers and docks. “There are clearly differences between Ford and Nimitz,” Petters said of the carrier classes. “The power requirements, those kinds of things. I think those are all things that can be addressed and will be addressed by the government shipyards, so I don't really see a major fundamental change in the way the Ford-class is going to be supported from the industry.” The Navy is also planning improvements to the Puget Sound Naval Shipyard and Intermediate Maintenance Facility's dry dock infrastructure before the future USS Kennedy (CVN-79) is expected to enter its first availability, Taylor said. Doing so will give the Navy two dry docks – one on each coast – capable of supporting Ford-class carriers. Kennedy is expected to be christened later this year and is still years away from joining the fleet. The need to upgrade dry docks to support the new class of carriers comes amid both a push to modernize and optimize the four public shipyards that work on carriers and submarines, as well as a realization that the need for maintenance facilities is far greater than what's available at public and private yards. The Navy's long-range ship maintenance and modernization plan, released in March, details the mismatch and suggests some strategies to fix the problem. The Navy's Shipyard Infrastructure Optimization Program (SIOP) is a 20-year, $21-billion program to modernize the Navy's four public shipyards and is a major part of the solution laid out in the long-range plan, Taylor said. With a renewed focus on readiness, there's an opportunity for private shipyards willing to make investments in their facilities, too, to pick up some more Navy maintenance business, Petters told analysts during the conference call. The Navy's long-range ship maintenance and modernization plan also states that the Navy needs private sector help. “Sustaining the 355-ship fleet will require changes to both public and private industrial capability and capacity. Current infrastructure will require update and refurbishment to support modern classes of ships and repair. Likewise, additional dry docks will be needed to address the growing fleet size,” the plan states. Petters cited the Navy's work improving readiness among its aviation community as a good sign the Navy can translate this experience to the ship repair business. However, the Navy needs private shipyards to address its backlog of repair and maintenance work. “The Navy has taken a hard turn on how do you do readiness in a more efficient way, and that's being led from the secretary's office,” Petters said. “We've talked about readiness in my career for a long time. This is a no-kidding effort to go get it sorted out.” Predictability in contracting, though, is critical if the private sector is going to invest in upgrading its yards, Petters said. “I think we're on the front end of that to see whether we can actually create more efficiency there,” Petters said. “We certainly want to participate in that, and so far we've kind of got our toe in the water with the Virginia-class (submarine maintenance) support. And we'll see what other opportunities it presents.     Government watchdog warns of cost and technical risk for next-gen combat vehicle effort

    By: Jen Judson WASHINGTON — The Government Accountability Office is warning the Army its approach to cost estimates and technical development for its Optionally Manned Fighting Vehicle program is risky and should be amended, according to an August 6 report. The Army has already struggled to get the OMFV program, intended to replace the Bradley Fighting Vehicle, off the ground, canceling its previous solicitation to compete after receiving just one bid from General Dynamics Land Systems last fall. And GAO, in its report, is concerned that the service's newest attempt to get after delivering an OMFV comes with risk because the program documentation “does not clearly communicate the uncertainty associated with projected costs” and limits the program's “ability to gather the knowledge to effectively mitigate risk associated with system design maturity.” For one, the Army has come up with a singular cost estimate for the life-cycle of the program rather than a range of potential costs that takes uncertainty into account, according to the report. The OMFV program cost estimate, the report notes, is roughly $46 billion in fiscal 2019 dollars. “Our past work has determined that a point estimate alone is insufficient for managers to make informed decisions about the cost of a program,” the GAO writes. “For informed decisions, the cost estimate must reflect a degree of uncertainty, typically achieved through an uncertainty analysis, so that level of confidence can be given about the estimate.” For example, the OMFV program will be optionally manned, “which adds complexity and unknowns to the design as no vehicle like this currently exists in the Army's ground vehicle fleet,” the GAO said. “But the uncertainty surrounding this complex design is not reflected in the point estimate.” And because of this “decision makers are left making choices without a clear understanding of the impact on costs and may not be able to accurately budget for the program,” the report states. The constrained development schedule for OMFV is also a cause for concern as it inevitably drives risk into the program. GAO notes the Army had laid out, in its previous solicitation, a plan to design and demonstrate an OMFV prototype in three years and three months, but has since spread the schedule out a bit more with the relaunch of the program and now plans to complete system development and prototype demonstration in “close to” five years. The new solicitation also lays out a five-phase effort that will allow the Army to reassess the process at certain checkpoints throughout development, according to the report. The GAO also found promise in the Army's plan to use a modular open systems architecture to incorporate incremental upgrades. In the Army's previous plan for OMFV it also planned to use a mix of existing and new technologies but, the GAO report states, the program did not include plans to complete an independent technology readiness assessment until it was approaching a production decision. According to the Office of the Under Secretary for Defense for Acquisition and Sustainment, in a report to Congress, “the least mature technology for OMFV had only been demonstrated at the component level in a laboratory environment,” the report notes, adding that the level of technology maturity would require “significant” additional development before it could be added to a weapon system. “The Army is maturing, or has plans to mature, individual technologies to a level lower than the threshold recommended by leading practices before beginning system development,” the report says. “This creates a danger of limited insight into key technology risks.” Critical technologies, GAO states, should be demonstrated in “an operational or realistic environment — not simply in a relevant environment — prior to their incorporation into a system design to ensure that they work as intended for the end-user.” The GAO adds, based on past experience, that without proving out technology at that level, the Army risks the possibility that new capabilities won't work as planned and will require further maturation, which results in schedule slips and rising costs. In the previous competition, OMFV didn't hold a systems engineering design review before beginning system development and the Army canceled the solicitation “in part due to the conclusion that contractors could not complete a system design that met requirements within the given schedule,” the report notes, which “illustrates the risk of beginning system development without conducting a systems engineering design review.” Program officials told the GAO that the program office and requirements developers “may have misjudged the ability of contractors to integrate the desired technology within the given schedule.” The GAO recommends the Army secretary direct the OMFV program office to include a range of cost estimates to support a range of possible outcomes as well as conduct systems engineering reviews at key decision points. The report also lays out similar findings on the Mobile Protected Firepower program, which is heading into competitive prototype testing this summer. General Dynamics Land Systems and BAE Systems are competing to build the new light tank for Army infantry.
