À Saclay, la DGA simule l’altitude pour tester les moteurs en conditions extrêmes

L'Usine Nouvelle consacre un article au Centre d'Essais des Propulseurs du Ministère des Armées, situé sur le plateau de Saclay (Essonne), qui dispose de moyens uniques en Europe pour reproduire au sol les conditions de vols extrêmes subies par les aéronefs. Le centre technique utilise l'eau, venue des étangs voisins de Versailles, qui, amenée aux températures et aux pressions voulues, permet de récréer les flux d'air et les conditions atmosphériques de vol dans de grands caissons capables d'accueillir des moteurs. Les cinq caissons atmosphériques du centre permettent de reproduire des conditions de vol extrêmes, que ce soit en termes d'altitude (jusqu'à 20 000 mètres), de vitesse (jusqu'à Mach 3) et de température (de - 70 à + 250 °C). « Par rapport à un vol réel, nous maîtrisons mieux les tests et nous pouvons plus facilement étudier les paramètres qui nous intéressent », explique Marie-José Martinez, la directrice du site. Au-delà des programmes d'armement, le centre propose également des prestations aux grands motoristes mondiaux, tels que Safran ou Rolls-Royce. L'avion de combat SCAF pourrait aussi en bénéficier.

    Andrew Eversden WASHINGTON — The U.S. Army is seeing improvements in anti-jam capabilities in new radios crucial to securing manned-unmanned communications at its annual Network Modernization Experiment. At NetModX '20, which runs from late July to early October at Joint Base McGuire-Dix-Lakehurst in New Jersey, the Army's Combat Capabilities Development Command's C5ISR Center — or Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance Center — is testing the resiliency of the new radios. The effort will help the service observe how they would perform in the field as the Army looks to partner humans and machines. Initial data from the event suggests the two companies involved — Silvus and Persistent Systems — have improved their radio capabilities from last year, specifically in regard to anti-jam, according to Daniel Duvak, chief of the C5ISR Center's Radio Frequency Communications division. But one major challenge is making the radios less detectable as the Army's tactical network team starts to focus on command post survivability — or reducing the electromagnetic signature of command post communications — while not sacrificing latency and throughput. “If you want to make it less detectable, you know oftentimes you have to trade off the throughput or the range or one of those other products,” Duvak said. “So that's the piece and the real technical challenge that they're continuing to work on over the next few months. We've seen progress that they've made in those areas, but that's the piece that they're still working on.” Robert Stevens, an electronics engineer at the Radio Frequency Communications division, told C4ISRNET that the radios are an important piece of the next-generation combat vehicle. And Duvak said the Army's tactical network modernization team — made up of the Network Cross-Functional Team and Program Executive Office Command, Control, Communications-Tactical — wants to use the radios as a mid-tier radio solution. The development and fielding of new science and technology projects can take more than five years; however, the Army wants to speed that up as it seeks to modernize systems in preparation for future conflicts with near-peer adversaries. At last year's Network Modernization Experiment, the C5ISR Center tested several vendors' radios to see where commercial technology stood. Alternative contracting options, like broad agency announcements as well as cooperative research and development agreements, have proved critical to quickening radio development. Under the contracting mechanisms, vendors and the Army have more flexibility to experiment with radios and make iterative modifications as requirements change. Duvak said this is different from how the Army did business years ago, when it would award yearslong contracts but eventually receive radios that no longer met current requirements. “What we were able to do at this program was, in just about a year and a half of development time, take a couple of those products that we saw that were very promising and we were able to add and actually fund vendors to enhance those radios with those resiliency features that we were just talking about for the contested environment,” Duvak said. “Things like making them anti-jam, or more difficult for the adversary to jam, making them more difficult for the adversary to detect or intercept our communications.” Duvak said the Army wants the new radio capabilities for Capability Set '23, a collection of new tactical network tools to be fielded to soldiers in fiscal 2023. The resiliency of communications is critical as the tactical network modernization team pivots to reduce the electronic signature of the service's command post under Capability Set '23. The team is looking to increase bandwidth and reduce latency as part of that set of tools.     Andrew Eversden A breach of a system hosted by the Defense Information Systems Agency, the Department of Defense's primary IT support agency, affected “approximately 200,000” users after a malicious actor may have gained access to names and Social Security numbers, according to a Pentagon spokesman. Chuck Prichard, a DoD spokesman, said there is “no evidence to suggest that any of the potentially compromised [personally identifiable information] was misused.” DISA is sending letters notifying potentially affected users, in line with agency policy. He added that affected individuals “will subsequently receive additional correspondence with information about actions that can be taken to mitigate possible negative impacts.” The news of the breach was first reported by Reuters. Prichard said the breach was discovered during summer 2019. According to Reuters, which viewed a copy of the letter sent out to DISA officials, the breach occurred between May and July 2019. Affected users will also receive free credit monitoring, Prichard said. Prichard declined to specify what network was breached, only that it was hosted by DISA. He also declined to comment on how long the actor was in the network. “DoD and DISA take the security of our people, information (or data) and operations very seriously and actively monitor potential threats," Prichard said. “For operational security reasons, the department does not comment on the actions taken to mitigate risks or vulnerabilities.” He did add that “DISA ... conducted a thorough investigation of this incident and taken appropriate measures to secure the network.” According to its website, DISA employs over 8,000 military and civilian employees. The agency's mission includes protecting the Department of Defense Information Network, a global DoD network used for sharing and storing information.     Is Dassault Aviation on Way to Another Rafale Jet Export Contract?

    Dassault Aviation CEO Eric Trappier hinted at a new Rafale jet export contract in the making while speaking at his company's first half 2020 financial results conference in Paris earlier this week. “A potential new Rafale export contract is postponed,” he said while referring to the impact of the COVID-19 pandemic on Dassault's performance without naming the country with whom his company was close to signing the contract with. This is the first official acknowledgement by Dassault Aviation of a new Rafale export order reaching the contract stage- the first since deals were struck with Egypt, Qatar and India starting 2015. Reports of India being in talks to buy an additional 36 Rafale aircraft have been going on for a while now, but nothing has been revealed officially as yet. In addition, Dassault Aviation is in talks with UAE and Malaysia. It is in competition to sell jets to Switzerland and Finland pitted against European rivals Eurofighter and Saab. Of these prospects, India appears as the most likely candidate even as the first five Rafale jets arrive in India Monday. Earlier this year, comments by the Indian Chief of Defence Staff, Gen Bipin Rawat that a potential order for 114 jets would be “staggered” set off speculation of an additional order for Rafale fighters. A staggered purchase (of the Rafales) would ease financial burden by paying for the jets as they are manufactured. In addition, buying additional Rafales would ensure that the jets keep getting supplied to India uninterrupted beyond the end of the first contract for 36 jets. Several Indian media reports said that French aircraft manufacturer Dassault and India's HAL are in talks for possible cooperation in producing Rafale fighter jets in India for additional anticipated orders under a staggered procurement plan. The Economic Times reported in February this year that a few rounds of discussions have taken place between the two companies on possible work share for additional orders of the Rafale. In this context ‘work share' could mean local assembly of either the aircraft or some major components. It could also mean installation of some Indian components in the jet. Dassault and HAL are already implementing a contract to modernize India's Mirage-2000 jets. Additional Rafales could be cheaper than the 36 ordered in 2016 for Euro 7.8 billion. Of the total cost, Euro 195 million was spent on India-specific enhancements which will come down as the majority of the cost was for R & D, modification and certification.
