Is Dassault Aviation on Way to Another Rafale Jet Export Contract?

Dassault Aviation CEO Eric Trappier hinted at a new Rafale jet export contract in the making while speaking at his company's first half 2020 financial results conference in Paris earlier this week.

“A potential new Rafale export contract is postponed,” he said while referring to the impact of the COVID-19 pandemic on Dassault's performance without naming the country with whom his company was close to signing the contract with.

This is the first official acknowledgement by Dassault Aviation of a new Rafale export order reaching the contract stage- the first since deals were struck with Egypt, Qatar and India starting 2015.

Reports of India being in talks to buy an additional 36 Rafale aircraft have been going on for a while now, but nothing has been revealed officially as yet.

In addition, Dassault Aviation is in talks with UAE and Malaysia. It is in competition to sell jets to Switzerland and Finland pitted against European rivals Eurofighter and Saab.

Of these prospects, India appears as the most likely candidate even as the first five Rafale jets arrive in India Monday.

Earlier this year, comments by the Indian Chief of Defence Staff, Gen Bipin Rawat that a potential order for 114 jets would be “staggered” set off speculation of an additional order for Rafale fighters.

A staggered purchase (of the Rafales) would ease financial burden by paying for the jets as they are manufactured. In addition, buying additional Rafales would ensure that the jets keep getting supplied to India uninterrupted beyond the end of the first contract for 36 jets.

Several Indian media reports said that French aircraft manufacturer Dassault and India's HAL are in talks for possible cooperation in producing Rafale fighter jets in India for additional anticipated orders under a staggered procurement plan. The Economic Times reported in February this year that a few rounds of discussions have taken place between the two companies on possible work share for additional orders of the Rafale.

In this context ‘work share' could mean local assembly of either the aircraft or some major components. It could also mean installation of some Indian components in the jet. Dassault and HAL are already implementing a contract to modernize India's Mirage-2000 jets.

Additional Rafales could be cheaper than the 36 ordered in 2016 for Euro 7.8 billion. Of the total cost, Euro 195 million was spent on India-specific enhancements which will come down as the majority of the cost was for R & D, modification and certification. Besides, India had paid for setting up two bases for just 36 aircraft. These bases can easily accommodate more jets.

    Kyle Rempfer Researchers made adjustments to the digital thermal sensors on their Integrated Visual Augmentation System, or IVAS goggles, so the devices can now detect a fever, service officials said this week. A version of the IVAS goggles are now being used at Fort Benning, Georgia, on hundreds of soldiers arriving each day to train at the post, which hosts basic combat training, Airborne School and Ranger School. Five seconds was all it took for the goggles to detect the forehead and inner eye temperature of troops as they filed in through a processing center. The temperature of a soldier is registered through the goggle-wearer's heads-up display. Those who registered a fever were moved to a medical station for further evaluation. The goggle screening system cleared a group of about 300 soldiers in roughly 30 minutes, according to the Army. The process could also be more sanitary than traditional screening measures, which require closer contact between medical personnel and patients. “We've always planned for an agile software system and a digital platform that can be upgraded and adapted to use against emerging threats in the future. No one anticipated the next threat to emerge would be a virus, but that's the enemy we face today,” said Tom Bowman, director of the IVAS Science and Technology Special Project Office, who helped orchestrate the thermal tweaks to the devices. However, even though fevers are a known symptom of coronavirus, it's far from an absolute predictor. Up to 25 percent of people with the virus may never show symptoms, Centers for Disease Control director Dr. Robert Redfield has previously warned publicly, meaning symptoms could be a less effective gauge of troop health than originally hoped. IVAS goggles — which combine night vision, a rifle-linked targeting scope and navigational markers within a soldier's field of view — are still undergoing field tests, including one at Fort Pickett, in Virginia, in late October and early November. The version of the goggles used to screen troops at Fort Benning are an earlier iteration of “non-ruggedized” goggles. They can't be used outdoors, instead requiring a stable room temperature so the goggles can be accurately calibrated. Soldiers from 1st Battalion, 29th Infantry Regiment, an instructional unit for the Army Infantry School, were trained to use the devices to scan others. “That's the genius of this system; we can use this technology today to fight the virus, even as we shape it into the combat system our soldiers need tomorrow. This shows the extensibility of the IVAS technology and the system,” said Brig. Gen. Tony Potts, who directs the modernization of infantry equipment. IVAS goggles are the signature technology coming out of the Army's Soldier Lethality Cross Functional Team. The devices are designed in partnership with Microsoft using the company's HoloLens. Brig. Gen. Dave Hodne, the Army's chief of infantry who has a major role in testing the new technology, told reporters on April 17 that the Army still plans to field the devices in the final quarter of fiscal year 2021, even if a second wave of coronavirus hits during the fall testing period. “It would come at a cost of a two-week isolation period in advance of beginning the test,” said Hodne, adding that students trying to vie for a Ranger tab at the moment are already doing two-week isolation periods. “We've got 8,000 infantry trainees on Sand Hill who are executing a 22-week one-station unit training, you got an Airborne class that just graduated on Wednesday jumping out of airplanes,” Honde said. “The Army has frameworks for operating in biological hazards.     The Pentagon has spent 23% of its COVID-19 response funds. Congress is asking why not more.

WASHINGTON ― The Pentagon has spent less than a quarter of the $10.6 billion Congress gave it in March to protect military personnel and marshal American industry to procure face masks, ventilators and other products hospitals need in their fight against the coronavirus. Citing the Trump administration's most recent reports to Congress, Democratic senators say the Pentagon has placed on contract 23 percent of the funds it was provided nine weeks ago as part of the Coronavirus Aid, Relief, and Economic Security Act of 2020. It's the latest criticism in a sharp back and forth between congressional Democrats and the Pentagon over the latter's response to the global pandemic. As the nation surpassed 100,000 deaths from COVID-19, nine Senate Democrats wrote to Defense Secretary Mark Esper on Thursday, calling for him to provide Congress with a spending plan for the remaining funds. Defense Appropriations Subcommittee Vice Chairman Dick Durbin, D-Ill., led the letter, which was obtained by Defense News. “We are concerned by the delays in providing this important information, the lack of transparency in the use of emergency funds appropriated to the Department, and troubling signs the funds will instead be spent for other purposes,” the letter read. “Lacking a spend plan, we are not even sure what those purposes may be.” Senate Appropriations Committee Vice Chairman Patrick Leahy, D-Vt., and Senate Armed Services Committee ranking member Jack Reed, D-R.I., signed the new letter with Durbin, Sens. Dianne Feinstein, D-Calif.; Patty Murray, D-Wash.; Jon Tester, D-Mont.; Tom Udall, D-N.M.; Brian Schatz, D-Hawaii; and Tammy Baldwin, D-Wis. Though the coronavirus rescue package included more than $1 billion for National Guard deployments requested by the administration to support state authorities, the Guard didn't need the money because the Federal Emergency Management Agency has since taken responsibility for reimbursing states. “We do not understand why the Department requested these funds ... nor do we know what they will be used for now,” the lawmakers wrote. The Pentagon has thus far obligated $167 million of the $1 billion Congress granted under the Defense Production Act, a Korean War-era law that the president recently invoked, to have industry produce key items such as N95 respirator masks and swabs needed for coronavirus testing, ventilators and other items. “Lacking further information from the Department on its plans for these funds, we are unable to answer simple questions such as whether the U.S. Government is doing everything in its power to address shortfalls in supplies which are not only needed at this moment, but also in preparation for a predicted second wave of coronavirus infections,” the lawmakers wrote. In a statement, chief Pentagon spokesman Jonathan Rath Hoffman said the department “remains committed to legally and responsibly executing these funds on the highest priorities to protect our military and their families and safeguard our national security capabilities. As we have seen, this is an evolving and dynamic situation where priorities and requirements change, which is why it is so important that we remain faithful and accountable stewards of the taxpayer dollar.” “As the Members know, the spend plan is due per the CARES Act in four weeks, on June 26th. The plan is currently in final review and approval, and we expect it to be on the Hill by close of business [May 29], a full month prior to the required due date,” Hoffman added. “In the interim, the Department has shown its commitment to transparency through daily and weekly updates from senior DoD leaders to multiple Congressional committees — both staff and members. In addition, DoD has provided hundreds of responses to Congressional COVID queries, and will continue to do so.” The Department of Defense announced its first use of the Defense Production Act on April 13 in the form of $133 million in contracts to 3M, O&M Halyward, and Honeywell to boost domestic production of N95 respirator masks. On Thursday, the DoD announced its latest: $2.2 million to Hollingsworth & Vose for 27.5 million N95 ventilator filters and 3.1 million N95 respirators per month, starting in August ― all to “relieve manufacturing bottlenecks and will expand N95 mask production and ventilator use.” The letter comes just weeks after the Pentagon made a surprise decision to move its point person for the Defense Production Act, Jen Santos, into a new job. But it's also as Democrats have urged President Donald Trump to dramatically increase domestic production of personal protective equipment and testing supplies. “Throughout this crisis, you have continued to lay blame for the public health response on others, from members of the previous administration to those who report to you now,” Schatz, Durbin, Tester and Baldwin wrote in a letter to Trump on May 15. “Your dismissal of the Pentagon's senior industrial policy official appears to be the latest example of removing a knowledgeable and well-regarded technocrat for no reason but to cover for your failure to fully invoke and utilize the DPA authorities.” In early May, Esper clapped back at accusations the DoD had not been transparent in its response to COVID-19.     We asked defense companies how they’re impacted by the coronavirus. Here’s what they said.

Larter , and Joe Gould WASHINGTON — Like everyone else in America, the defense industry is still reeling from how quickly the new coronavirus, known as COVID-19, went from a potential issue to a city-shuttering pandemic. But as major economic hubs like San Francisco and New York City struggle with curfews and restrictions on public gatherings, companies — and the Defense Department — still appear to be sorting out if any shutdowns related to work are imminent. The fluid nature of the situation is reflected in a series of industry statements, captured below by Defense News reporters. In many cases, when contacted by reporters and asked directly if any production lines were being slowed or halted by the attempt to reduce the rate of infection, spokespeople responded with general comments about challenges with the disease. That's not a huge surprise to Byron Callan, an analyst with Capital Alpha Partners, who noted that there are many moving parts for companies to work through. “Maybe it's too soon for a lot of these guys,” Callan said. “When you think about it, we're into the second week of this [as a national emergency]. By the time they do earning calls in April, they should definitely have a better grip on what's happened in the last few weeks and what might they be looking at.” That could potentially include anything from supply chain issues to delays in delivery of defense articles to a massive bailout of the commercial aerospace industry and issues with pension requirements, Callan warned. “It's like a giant rock you drop in a lake. It's got all these waves. The people who work in restaurants or hotels are the ones feeling it immediately, but it's going to wash up and ripple through all these sectors, and we just don't know how or when the impact will be,” Callan said. “You're pilling up unknowns and unknowns here.” Todd Harrison of the Center for Strategic and International Studies noted that the design of modern production spaces shouldn't preclude people being able to work there, noting that for “a lot of those manufacturing jobs, they're set up, and the way a lot of people are doing work, they have adequate social distancing anyway." “If you've been in these facilities, they're not like sweatshops where people are in crowded, unventilated areas. It's pretty spread out, and a lot of the jobs in defense manufacturing are basically operating machinery,” he said. “I think what would be more affected would be the engineering and design functions, where the engineers tend to operate in more cubicle-like spaces — and you probably don't want to be doing that right now.” The Pentagon is also early in the process of getting a handle on what those impacts may look like. The department's top acquisitions official, Ellen Lord, has instituted a daily phone call with the Aerospace Industries Association, National Defense Industrial Association, Professional Services Council, National Association of Manufacturers, and Chamber of Commerce to “ensure the security, reliability and resilience of our defense-industrial base” and “and get feedback on COVID-19 impacts on industry,” according to a department spokesman. The first call, which happened Tuesday, was chaired by Deputy Assistant Secretary of Defense for Industrial Policy Jennifer Santos and included representatives from the Industrial Policy office, the Defense Contracting Management Agency, the Defense Logistics Agency, and the Defense Pricing and Contracting office. One potentially vulnerable part of the defense-industrial base is the ongoing modernization of America's nuclear arsenal, which the head of U.S. Strategic Command said last month is approaching a “point of no return” should there be even small delays in the upgrade effort. On Tuesday, Capt. Bill Clinton, STRATCOM's chief of public affairs, said the combatant command is “confident the services, along with industry partners, are able to keep production related to modernization of our nuclear forces on track, while taking appropriate precautions to keep their workforces safe and healthy. ... While our nation is working diligently to solve this acute public health crisis, I am confident we can continue modernizing our nuclear forces on time as planned.” Over the past few days, Defense News reached out to a number of key defense players whose production lines could be impacted by the virus. Here is a collection of their responses: BAE Systems spokeswoman Kelly Golden: BAE Systems has robust business continuity plans which have been implemented and are under constant review as the situation evolves. We continue to ensure we are providing a safe work environment for our employees, customers and suppliers while minimizing impact to our operations. We have also asked our suppliers and contractors to implement measures that are consistent with those we have put in place to protect our employees. Boeing spokesman Larry Chambers: Boeing has issued updated guidance directing all employees who are able to perform their work from home effectively to telecommute until further notice. Some Boeing sites were already partially or fully operating under these guidelines in accordance with local or national government mandates. Production continues at this time, and the company has enhanced cleaning procedures in work spaces, common areas and on high-touch surfaces. We're assessing the safety of all of our sites and their alignment with local, state and national government guidance as we continuously monitor this evolving situation. Leadership at each of our sites is working closely with their employees to implement the guidance, and will make all decisions necessary to follow evolving government direction and to ensure the health and wellbeing of their teams and communities. Electric Boat spokeswoman Liz Power: Electric Boat remains open for business. Our ongoing mission is to provide our Navy with the high-quality submarines they require to complete their missions. We have initiated all government-recommended measures to mitigate spread of the disease and continue to work closely with our employees, customers, suppliers, stakeholders and our community to keep them informed. Fincantieri spokesman Eric Dent: Fincantieri Marine Group has customers with important missions — naval and commercial — and together we're dealing with the Coronavirus pandemic and working to prevent or reduce its impact to our mission and our people. So far, we have experienced no production delays. Obviously like other businesses and shipyards, we have to balance force health protection and production as we work through this. We've taken several mitigating actions, such as extensive cleanings of common areas, scrutinizing the self-reported health of every guest or visitor in the yard, eliminating all but critical travel outside the local area. In some circumstances, we are encouraging employees to work from home if possible. Through this all, we continue to reinforce the need for stringent personal hygiene and social distancing protocols, as well as eliminating large gatherings. We continue communicating with our employees so they understand the importance of their health is to us and their families, and if they exhibit symptoms or are caring for someone with flu-like symptoms, they should not risk the potential spread of it and stay home in accordance with our personnel policies. We suspended all international travel Mar. 4, and all non-critical domestic travel on Mar. 9. We suspended intracompany travel Mar. 13, to reduce the chance of exposure across multiple Fincantieri shipyards in Wisconsin. General Dynamics Land Systems: We are open for business. Our ongoing mission is to provide our Soldiers with the critical platforms and capabilities that they require to complete their mission. We have initiated all government-recommended measures to mitigate spread of the disease and continue to work closely with our employees, customers, suppliers, stakeholders and our community to keep them informed. Huntington Ingalls Industries spokeswoman Beci Brenton: At HII we are taking actions that are designed with the health and safety of our employees at the forefront of our decision making, and this extends across the enterprise. We are having multiple meetings 24/7 with leadership and diligently monitoring the ever changing situation, as well as following CDC's guidelines.
