A bankrupt OneWeb and other troubled space startups could get some help from the Defense Department

WASHINGTON — As the U.S. Space Force looks to expand the military's communications capabilities in the far north, it is facing a problem. The global pandemic has hit space startups exponentially hard, and OneWeb, one of the companies aiming to provide internet to Arctic locations, filed for bankruptcy in March.

The Defense Department is considering taking action to help fortify OneWeb and other vulnerable space startups, said Lt. Gen. David Thompson, vice commander of Headquarters Space Force.

“I will say with respect to OneWeb specifically and others, we continue to work,” he said during a May 12 event held by the Mitchell Institute for Aerospace Studies. “We work with the White House and we'll be working with Congress, not just focused on OneWeb but all of the commercial space companies that face bankruptcy and face those concerns.”

Thompson did not lay out options under consideration by the Pentagon to aid OneWeb, but he did say the department's Space Acquisition Council devised a list of proposed investments for space companies that need rapid, aggressive action. That capital is needed to ensure emerging space technologies remain available to the U.S. military but also so “that potential adversaries don't have the opportunity to acquire those capabilities,” he said.

OneWeb is pursuing a sale of the business as part of bankruptcy proceedings, saying that “while the company was close to obtaining financing” through its own negotiations with investors, “the process did not progress because of the financial impact and market turbulence related to the spread of COVID-19.”

So far, the company has launched 74 satellites, secured global spectrum and has half of its 44 ground terminals in development or complete — making it attractive to potential bidders such as Amazon or European satellite company Eutelsat.

However, two unnamed Chinese firms have also submitted proposals, according to The Telegraph. That could raise major concerns among Defense Department officials, who have warned that adversary nations — particularly China — could use the financial instability caused by the coronavirus pandemic as an opportunity to increase investments in technology companies with national security applications.

“The [defense-industrial base] is vulnerable to adversarial capital, so we need to ensure that companies can stay in business without losing their technology,” Ellen Lord, the Pentagon's top acquisition official, said in March.

If OneWeb is sold to a Chinese owner, the Defense Department could lose access to one of the few suppliers of commercial broadband internet servicing the Arctic.

While the Space Force operates two Enhanced Polar System satellites to provide secure, jam-resistant military communications, few commercial satellite providers extend their coverage to the far north. As a result, troops have limited communication options in the Arctic, and the Pentagon has long been concerned about a lack of resiliency.

Companies like OneWeb and SpaceX, which intend to create a network of hundreds of small satellites in low-Earth orbit, could change that paradigm by providing low-cost commercial internet services that span the globe.

In September, OneWeb announced it would begin to provide low-latency broadband service to the Arctic by the end of 2020, with full, 24-hour coverage expected in 2021. For its part, SpaceX stated that its Starlink constellation would begin providing broadband service this year. The military has expressed interest in working with both companies.

U.S. Northern Command sought $130 million to explore OneWeb's and SpaceX's capabilities in order to provide reliable and potentially cost-effective internet in the Arctic, listing the effort on top of the unfunded priority list sent to Congress this spring.

    Lockheed And Pentagon Joust Over Lucrative F-35 Data Rights

    Steve Trimble, Lee Hudson and Michael Bruno An ongoing legal dispute between the U.S. government and Lockheed Martin over intellectual property (IP) rights in the F-35 program has emerged as the source of a 2.5-year delay in activating a key system required to complete initial operational testing and the full-rate production decision. Involving the Pentagon's largest single weapons program ever—and with full-rate production critical to Lockheed's long-term profitability—the dispute has waylaid progress for both sides. But not only is the matter holding up the program, it may set a precedent for the military's increasing reliance on software and the government's desire to reap data-based rewards. “We still do have concerns,” says U.S. Air Force Lt. Gen. Eric Fick, F-35 program executive officer. “We don't need all the data, but the data that we need, it's important that we pursue it.” “We also have fundamental standards that we need to set down so that it is very, very clear,” adds Ellen Lord, undersecretary of defense for acquisition and sustainment. The military's open-air test ranges lack the capacity to fully test the F-35's advanced capabilities, so the Director, Operational Test and Evaluation (DOT&E) office is relying on the activation of the Joint Simulation Environment (JSE). The JSE creates a synthetic world that allows operational testers to gauge the F-35's performance in theater-level scenarios, with multiple aircraft flying against an adversary's full arsenal of fighters, missiles and electronic warfare capabilities. The JSE was supposed to be activated in late 2017 but now is scheduled to achieve the first-use milestone in July 2020, Robert Behler, the head of DOT&E, told lawmakers Nov. 13 during a House Armed Services subcommittee hearing on F-35 readiness. The DOT&E has completed 91% of open-air missions during the Initial Operational Test & Evaluation phase required to qualify the F-35 for a full-rate production decision, but the testers still need to use the JSE to complete all of the testing. According to Fick's testimony, the IP dispute has delayed activation of the JSE. The JSE requires Lockheed to supply the software to enable a function nicknamed “F-35 in a Box,” he says. This is a software module that allows the JSE to virtually replicate each of the F-35's sensor subsystems, along with the sensor fusion brain embedded in the operational flight program. The government would then add software modules to replicate various threats, including aircraft, weapons and sensors of various adversaries. A dispute arose because Lockheed asserted an IP claim over nine specific algorithms that were included in the “F-35 in a Box” software package, the general says. The program office responded by bringing in the Defense Contract Audit Agency (DCAA) to review Lockheed's records. The DCAA's auditors determined they could not find the proof in Lockheed's records that the nine algorithms had been developed solely at Lockheed's expense. Since Lockheed failed to prove its claim, the DCAA determined the nine algorithms belonged to the government. Lockheed has appealed the DCAA's decision to the Armed Services Board of Contract Appeals, where it is still being adjudicated, the general told lawmakers. The dispute over the JSE feeds into a larger source of tension between the government and contractors over IP rights. Lord testified that her office is in the final stages of approving a new, Pentagon-wide policy on preserving the government's rights to IP in acquisition contracts. The policy will be modeled on an approach adopted late last year by the Army, which requires program managers to establish the government's IP rights on specific systems up front, rather than treat the issue as an afterthought. “Before we put together an acquisition strategy, you have to think about what information is critical to a program, particularly in terms of sustainability, so that you're not always held hostage to the prime on that through the life of the contract and [so] that you can find better cost solutions through a variety of different providers,” she said. Still, the new approach could challenge the business models of prime contractors and suppliers, who traditionally have eaten costs up front or bid low to win weapons contracts, with the intent of making money in the two-thirds of the life cycle of the program that includes sustainment. At an Aviation Week defense conference years ago, defense executives were asked to address the idea of giving up IP rights to the government and were determined to resist. “No!” yelled one executive in the closed-door gathering. Indeed, the new policy—which will not require explicit congressional blessing, as it is internal rulemaking—still faces questions by industry lobbying groups, including the Aerospace Industries Association (AIA). John Luddy, AIA's vice president for national security policy, said IP policymaking is “probably the most important” issue currently between his trade lobby group and defense leaders. Industry is not yet behind the emerging Pentagon policy, he indicated during the ComDef 2019 conference in October, because it does not strike the proper “balance,” in industry's view, to allow it to reap profits while letting the government contract to sustain weapon systems more affordably. “We think [it] is headed toward the right kind of balance, but I would just encourage that to continue—we're engaged quite a bit with the department on that,” Luddy said. “We have to find that balance.” Diana Maurer, director of defense capabilities and management at the Government Accountability Office, noted that her auditing office flagged the IP issue in 2014 and is happy to see the Pentagon make progress on the issue.     [ACTUALISE] Si Dassault et son Rafale n'ont pas su séduire le gouvernement belge, au grand dam d'Emmanuel Macron, la Belgique a annoncé concrétiser l'achat de 442 véhicules blindés auprès d'un consortium français composé de Nexter, Thales et Arquus, pour un montant de 1,5 milliard d'euros. Malgré un niveau de commandes plus faible que prévu. Un pas en avant, un pas en arrière. Si le gouvernement belge a suscité bien de la déception dans l'Hexagone en annonçant le 25 octobre ne pas opter pour le Rafale pour remplacer ses avions de chasse F-16 - Emmanuel Macron regrettant vendredi 26 octobre cette décision, estimant qu'elle va "stratégiquement à contrario des intérêts européens" -, il a malgré tout voulu rassurer en confirmant l'achat de véhicules blindés à un consortium français. Ce contrat avec les industriels français Nexter Systems, Arquus et Thales, avait été annoncé en juin 2017 par le ministre de la Défense belge Steven Vandeput. Il a pourtant vu sa voilure légèrement réduite : au lieu de l'achat de "60 nouveaux véhicules de combat médians du type Jaguar et 417 véhicules de combat légers du type Griffon" promis alors, l'armée de terre belge ne s'arrogerait plus que 60 Jaguar et 382 Griffon, qu'elle devrait mettre en service pour 2025-2030. "Ce partenariat inédit comporte également un volet opérationnel incluant des entraînements, de la formation et le maintien en condition opérationnelle des matériels concernés", annonce le ministère français des armées dans un communiqué du 26 octobre, précisant le montant du contrat: 1,5 milliard d'euros. 382 Griffon et 60 Jaguar Ces blindés ont été développés dans l'Hexagone dans le cadre du programme Scorpion de renouvellement des capacités de combat de l'armée de Terre française, auquel participent notamment Nexter Systems, Thales, Renault Trucks Defense ou encore Safran pour l'optronique. Le Griffon est un véhicule blindé multi-rôle (VBMR) disposant de six roues et pesant environ 25 tonnes. Il va remplacer les véhicules de l'avant blindé (VAB) que ce soit pour des missions de transport de troupes, poste de commandement, observation pour l'artillerie et évacuation sanitaire. Le Jaguar est, quant à lui, un engin blindé de reconnaissance de combat (EBRC). Lui aussi dispose de six roues et pèse près de 25 tonnes, mais il va remplacer les chars légers AMX10RC et Sagaie ainsi que les VAB équipés des missiles Hot. Canon de 40 mm télescopé, missile moyenne portée MMP, ou encore tourelleau téléopéré, vont composer son système d'armement. Du budget restant pour la future Europe de la défense Par ailleurs, en choisissant le F-35 américain de Lockheed Martin pour remplacer ses avions de chasse F-16 après 2023, au détriment du Typhoon d'Eurofighter et du Rafale de Dassault, la Belgique devrait économiser 600 millions d'euros par rapport à ce qui était budgété, a annoncé le Premier ministre Charles Michel le 25 octobre. Ils "pourront être en partie utilisés pour des pré-financements afin de sécuriser les retours sociétaux pour notre pays" alors qu'une autre partie est réservée pour d'éventuels projets futurs en matière de défense européenne, comme le futur système de combat aérien, précise le média belge La Libre Belgique. "L'offre française est arrivé après la clôture", a réagi pour sa part le 26 octobre Emmanuel Macron sur ce dossier. "Je regrette le choix fait. Il n'y avait pas que l'offre du Rafale, il y avait aussi l'Eurofighter, un vraie offre européenne. La décision est liée à une procédure belge, à des contraintes politiques du pays mais stratégiquement va a contrario des intérêt européens".     Macron kicks off French race to build a new nuclear-powered aircraft carrier

    By: Christina Mackenzie   PARIS – French President Emmanuel Macron announced on Dec. 8 that his country's next aircraft-carrier will be nuclear-powered and should be operational by 2038 in time to replace the Charles de Gaulle, which entered active service in 2001. The new aircraft carrier is expected to be the biggest warship France has ever built. Florence Parly, the armed forces minister, said in October that the ship, whatever its propulsion, would be designed to deploy the future combat aircraft system (FCAS) and today her ministry confirmed that the vessel would deploy about 30 of these aircraft “which will be bigger than the Rafales.” The ministry said the ship would be in the 75,000 tonne class (82,673 tons), be around 300 meters long (984 feet) and be able to sail at 27 knots (31 mph), even bigger than the second aircraft carrier that Naval Group was working on in the early 2000s until that program was shelved by the government for lack of money. In comparison, the Charles de Gaulle is 261m (856 feet) long and weighs 42,000 tonnes (46,297 tons) fully loaded. The new ship will have a crew of about 2,000, including the air group. Speaking at Framatome, France's principal nuclear-power company headquartered at Le Creusot in the centre of France, Macron announced just four minutes before the end of his 28 minute speech that he had “decided that the future aircraft-carrier which will serve our country and our navy will, like the Charles de Gaulle, be nuclear-propelled.” It will have two K22 power generators each generating 220 megawatts (hence the 22) derived from the K15 (that generate 150 MW each) that currently power the Charles de Gaulle. Naval Group, which is the prime contractor for these major ship-building projects, immediately issued a statement hailing the decision, pledging to work with its major industrial partners Chantiers de l'Atlantique, TechnicAtome and Dassault Aviation. Pierre Eric Pommellet, chairman and CEO of Naval Group, said, “We are delighted with the announcement (...) which will enable France to maintain its position in the very restricted circle of major powers holding a nuclear aircraft carrier.” Echoing what Macron had said in his speech, Pommellet stressed the importance of projects like this to “ensure the continuity of our skills” and of developing innovative solutions “in the fields of propulsion and high added-value military systems, thus maintaining France's technological lead and its position as a key geostrategic player.” Now that the nuclear option has been chosen to power France's new aircraft carrier, other major decisions will have to be taken, notably concerning the catapults which are a vital part of the project. France has no expertise in this highly specialized technology and so will have to import the catapults from the United States, as it has done for the past 60 years. Those on the Charles de Gaulle are steam-powered, but those on the new aircraft carrier will be electromagnetic. Naval Group and its partners will now start a two-year preliminary design study, which sources said may use a number of the ideas that had been worked on for the aborted second aircraft carrier. That will be followed by more detailed plans with the development phase expected to finish at the end of 2025 at which point the ministry will order the ship.
