Le budget du ministère des Armées va de nouveau croître en 2020 à 37,5 milliards d'euros, soit +4,5%, conformément à la loi de programmation militaire 2019-2025 (LPM), permettant d'investir dans de nouveaux équipements militaires. Il s'agit du ministère qui bénéficie de la plus forte hausse des crédits dans le projet de loi de finances (PLF) pour 2020. "L'effort en faveur de la défense, très nécessaire après une dizaine d'années de restrictions très fortes, est assez exceptionnel dans le contexte budgétaire et financier actuel", commentait-on mercredi dans l'entourage de Florence Parly. Les crédits de la mission "Défense" (nouveaux programmes d'armements, défense spatiale, cybersécurité, nouvelle politique de rémunération des militaires) seront augmentés de 1,7 milliard d'euros l'an prochain après deux années consécutives de hausse. Objectif: 2% du PIB d'ici 2025 Hors de ce périmètre, les crédits de la mission "Anciens combattants" baissent quant à eux d'environ 150 millions d'euros. La LPM prévoit que le budget défense bénéficie d'une hausse de 1,7 milliard d'euros par an jusqu'en 2022, avant des "marches" de 3 milliards par an à partir de 2023. En 2020, les dépenses consacrées à la défense atteindront ainsi 1,86 % du PIB français. L'exécutif s'est engagé à y consacrer 2% du PIB d'ici à 2025. "Les engagements sont tenus", se félicitait mardi soir la ministre Florence Parly au micro d'Europe 1. L'an prochain, "deux tiers de cette hausse, soit 1,1 milliard d'euros, seront consacrés à l'accroissement de nos capacités" militaires, souligne-t-on au ministère des Armées. En 2020, dans le cadre du programme Scorpion de renouvellement des capacités de combat terrestre, le ministère prévoit de commander 271 blindés lourds Griffon (destinés à remplacer la flotte vieillissante de véhicules de l'avant blindé - VAB), 364 blindés légers Serval et 42 engins de reconnaissance et de combat Jaguar, comme prévu dans la LPM. Dans la Marine, les sept premiers avions de reconnaissance maritime (AVSIMAR) seront commandés, ainsi que trois avions de guet aérien Hawkeye E2D. L'Armée de l'Air bénéficiera de la rénovation de quatre avions de transport C-130H. Côté livraisons, les armées recevront en 2020 128 blindés Griffon et quatre blindés Jaguar, le premier sous-marin d'attaque (SNA) de type Barracuda, deux hélicoptères NH90, deux avions ATL-2 rénovés, deux Mirage 2000D rénovés, un avion ravitailleur A330 Phénix ainsi que deux avions de transport militaire A400M. Quelque 12 000 nouveaux fusils d'assaut Les militaires français recevront 12 000 nouveaux fusils d'assaut HK-416 (remplaçant du Famas), dont le nombre dans les forces s'élèvera à 41 300 d'ici fin 2020. Côté ressources humaines, quelque 300 postes supplémentaires seront créés dans les armées en 2020 (contre 450 en 2019), dont 150 dédiés au renseignement et une centaine dans la cyber-défense. Dans un souci de fidélisation, le ministère consacrera par ailleurs 40 millions d'euros à des "mesures catégorielles", notamment sous la forme de primes. "L'enjeu est de retenir les militaires, alors que l'on recrute 26 000 personnels par an", explique le cabinet de Florence Parly.   Top Marine ‘signaling’ to industry that F-35 cuts are on the table

  By: Aaron Mehta How will US Marines adjust for the future fight? | Reagan Defense Forum 2019 WASHINGTON — The top officer in the U.S. Marine Corps is sticking to the planned procurement of the F-35 joint strike fighter — but indicated a willingness to cut planes in the future if analysis says it makes sense. Marine Commandant Gen. David Berger told reporters Wednesday that he is a firm believer in the capabilities the F-35 is bringing, in particular the jump-jet B model favored by the service. However, Berger made it clear he's not wedded to long-term procurement plans, at a time the corps is shedding legacy missions as it pivots to focus to a primarily naval-focused service. “Right now, the program of record plows ahead as it is,” he said. “But I'm signaling to the industry, we have to be prepared to adjust as the operating environment adjusts. Right now, the program of record stays the same, but we will — we must — adapt to the adversary and we must adapt to the operating environment that we're challenged with being in.” Berger noted that an upcoming independent review of his force posture plans, expected to be completed in the next few months, could be a forcing function for more changes. Already, his planning guidance to the corps changed how many planes are featured in each F-35 squad, from 16 to 10. Longstanding plans call for the Marines to procure 353 of the F-35B and 67 of the F-35C carrier variants. “There's nothing like it,” Berger said of the jet. “The F-35B, the ability to operate from austere airfields and ships both, [is] incredible. In wargames, it's one of the handful of capabilities that really caused an adversary problems, because it is so flexible, it's deployable ashore or from ship. Gamechanger is sort of an overused phrase, but I'm a huge advocate of the F-35 and its capabilities.” Broadly speaking, Berger said, what will drive how many F-35s are in a squadron going forward, or how many the Corps eventually buys, comes down to maintenance — a longstanding issue for the stealthy jet. “If the maintenance readiness of the F-35 proves to be very, very strong, then of course, like any other system you need less of them because more of them are up all the time. On the other hand, if it turns out not to be so, then you're going to need more of them, to account for the ones that are in repair, that are down right now,” he said. Complicating that issue is what he called the “unique” supply chain for the jet, which in theory lets parts flow in from all over the world, as opposed to the traditional U.S. based supply. “In all aspects, we absolutely know we will learn along the way, and if its appropriate we will make adjustments” to either the squad level or the overall buy, Berger said. “But it's not a lack of confidence in the airframe at all.” https://www.defensenews.com/air/2020/04/01/top-marine-signaling-to-industry-that-f-35-cuts-are-on-the-table/

  Navy, AF Order Tactical Radios from L3Harris Technologies

  Posted on November 9, 2020 by Seapower Staff ROCHESTER, N.Y. — The Naval Information Warfare Systems Command, supporting the U.S. Air Force, has awarded L3Harris Technologies an order for nearly 1,000 Falcon IV AN/PRC-163 two-channel handheld tactical radios that will provide Air Force personnel with Tactical Air Control Party (TACP) airmen with advanced communications capabilities, the company said in a Nov. 9 release. The order is part of a five-year Navy Portable Radio Program IDIQ contract received in 2017. The AN/PRC-163 is a multi-channel, software-defined radio that meets the Air Force's requirements for a small, multiband, multifunction and multi-mission tactical radio. The radio's enhanced interface is easy-to-use, and the flexible software-defined architecture enables users to quickly add new waveforms and capabilities such as Mesh ONE. The addition of mission modules allow tailored applications for specific missions such as ISR full-motion video. L3Harris' Falcon IV radios are integrated network systems that can simultaneously communicate over multiple channels and crossband between those channels. They are capable of satellite communications, VHF/UHF/L/S-band and multiple mobile ad-hoc networking waveforms including ANW2, WREN and U.S. Army tactical waveforms. Air Force TACPs can now access mission-critical information at a glance via interface with the Special Warfare Assault Kit, which enables blue force tracking and supports coordination of air-to-ground and ground-to-ground fires using multiple NSA type 1 waveforms. Situational awareness is advanced through the ISR mission module's full motion video capabilities. “L3Harris' AN/PRC-163 provides the TACP community with the most advanced, interoperable handheld radios for the Joint Terminal Attack Controller mission,” said Dana Mehnert, president, Communication Systems, L3Harris. “The radios deliver maximum flexibility in the joint domain and are a critical enabler of the future of the Advanced Battle Management System communications network.
