  DISA chooses 20 small businesses for big IT contract

  By: Daniel Cebul The Defense Information Systems Agency has selected 20 small businesses for the opportunity to work on a range of information technology services for the Department of Defense, intelligence community and other federal agencies, according to a Sept. 10 announcement. The contract could run as long as 10 years and has a maximum value of $17.5 billion. The ENCORE III small business set-aside suite makes 20 small companies eligible to compete for contracts to provide services in 19 performance areas. Those areas range from requirements analysis to cloud professional services and enterprise IT policy planning. “One of the key advantages of leveraging the ENCORE III vehicle is that mission partners are able to team with us to determine the best acquisition strategy for their task,” Steve Francoeur, ENCORE III contracting officer, said in a press release. “Together, we are able to determine whether a best-value-trade-off or lowest price technically acceptable approach fits the mission requirement.” The announcement follows DISA's award of the ENCORE III full and open large business suite in March when another 20 businesses became eligible for task orders on the contract. https://www.c4isrnet.com/newsletters/daily-brief/2018/09/10/disa-chooses-20-small-businesses-for-big-it-contract

  Pentagon awards $30 million contract to boost processing of rare earth elements

  Andrew Eversden WASHINGTON — The U.S. Defense Department awarded a $30.4 million contract to boost domestic processing of light rare earth elements as part of an effort to become less dependent on China for critical technologies, the department announced Monday, The Pentagon awarded the funds to Lynas Rare Earths Limited, the world's largest rare earth element mining and processing company outside of China. The firm will use the funds to open a processing facility in Hondo, Texas, through its U.S. subsidiary, Lynas USA. The award is part of a broader push by the department to secure its rare earth supply chain, which is threatened by China's dominance in the industry, and move more production to the United States. China is the top producer of rare earth metals, which are a critical piece of defense systems like satellites or the F-35 fighter jet. “The significance of the award is they [the Defense Department] are continuing to march forward and put the pieces of the puzzle back in place so the U.S. will have access to rare earth [elements] to meet national security needs,” said Jeffery Green, president of J.A. Green & Company, a government relations firm that works with the defense industry. If the project is successful, Lynas would be the producer of about a quarter of the world's rare earth oxides, or processed rare earth elements. Increasing domestic production of the metals is critical because they are so widespread. “You'll find these things in almost every major defense system,” Green told C4ISRNET. To counter Chinese dominance, the Pentagon in recent years took steps to bring domestic rare earth production back to the United States. According to Reuters, in April last year the department funded the construction of a Lynas heavy rare earth metals facility in Texas, which it built through a joint venture with Texas-based Blue Line Corporation. In November 2020, the Pentagon announced three Defense Production Act awards with rare earth element producers worth more than $12.5 million in total. The Defense Department's actions on rare earth elements stems from Executive Order 13817, a Trump administration document directing the government to adopt a strategy for critical minerals. “This award aligns with the U.S. government's strategy to ensure secure and reliable supplies of critical minerals under Executive Order 13817 and follows a series of rare earth element actions the Department of Defense has taken in recent years to ensure supply and strengthen defense supply chains,” the department's announcement stated. https://www.c4isrnet.com/battlefield-tech/it-networks/2021/02/01/pentagon-awards-30-million-contract-to-boost-processing-of-rare-earth-elements

  BAE Systems completes $1.9 billion acquisition of Raytheon’s military GPS business

  Nathan Strout WASHINGTON — BAE Systems has completed its $1.9 billion purchase of Collins Aerospace's military GPS business from Raytheon Technologies Corporation, BAE announced July 31. “Today marks the culmination of a tremendous team effort, and we are extremely proud to welcome the Military GPS employees to our company,” said John Watkins, vice president and general manager of precision strike and sensing solutions at BAE. “Together, we will build on our rich histories of providing superior, innovative capabilities to help protect our U.S. and allied warfighters.” The acquisition follows the merger of defense contracting giants United Technologies Corp. and Raytheon into Raytheon Technologies Corporation in June. The U.S. Department of Justice had approved that merger in March, but only on the condition the companies divest UTC's military GPS and large space-based optical systems businesses, as well as Raytheon's military airborne radios business. The two companies had already struck a deal with BAE in January, which saw BAE purchasing Collins Aerospace's military GPS business from UTC for $1.9 billion and Raytheon's airborne tactical radio business for $275 million. The military GPS business includes a workforce of 700 employees that design and build advanced, hardened, secure GPS products, including devices that can utilize M-Code, a more secure U.S. military GPS signal. The business boasts more than 1.5 million GPS devices installed on more than 280 weapons systems. “This partnership will enable us to build on our market leadership and bring new discriminating capabilities to our customers, including the U.S. Department of Defense and its allies,” said Greg Wild, director of military GPS. “We're excited to be joining the BAE Systems family.
